This link leads to a PowerPoint presentation from the Pocono Record 
newspaper arguing for a ban on plastic shopping bags based on the resulting 
mess from strewn plastic bags and the economic and environmental costs of 
continued use.

France has not yet banned them, but there are individual stores that no 
longer provide them such as Leclerc.

The LCBO store at Bayview Village only offers paper bags now.
