Here is a helpful chart on source tracking micro organisms from lands spread 
with sewage sludge.

Note that normal winds are less than 5 miles per hour.  Over 5 miles an hour 
would be 'high' winds.

Yet sludge spreading activities, and open air composting screening and 
turning usually isn't stopped in high winds.  Only in winds over 25 or 30 
miles per hour!

Also note that some Class A sludges become Class B quality in a matter of 
hours.  In particular the digested sewage sludge ... like some of the stuff 
coming out of Los Angeles, is hard pressed to find a test that will prove it 
has enough pathogen die off to even achieve Class A for a few minutes.

Unlike Canada, in the US the sludge doesn't have to have pathogen die off at 
the point of use.  Not even at the point of sale.  In Canada a Class A 
sludge fertilizer has to be achieve both less than 1000 fecal coliform per 
gram AND no salmonella.  In the US 503s it needs to meet only one or the 
other, and it only has to demonstrate this pathogen reduction at the plant.  
So who knows what the pathogens, or pathogen indicators are at the point of 
use or sale.
