Other municipalities in Ontario Canada should look at adopting this by-law.
It passed today in the City of Kawartha Lakes...an area north east of
Toronto.
Congratulations to Kawartha for their leadership on this important issue.

THE CORPORATION OF THE CITY OF KAWARTHA LAKES
BY-LAW 2006 -
A BY-LAW TO PROHIBIT THE USE OF PAPER FIBRE BIOSOLIDS ON ANY CLASS OF LAND
WITHIN THE CITY OF KAWARTHA LAKES
Recitals:
1. Pursuant to Section 130 of the Municipal Act, 2001, by-laws may be passed
by a Municipality to provide for the protection of the health, safety and
well being of residents in the Municipality.
2. Pursuant to Section 425 of the Municipal Act, 2001, by-laws may be passed
by a Municipality for providing that any person who contravenes any by-law
of the Municipality, passed under the authority of the Municipal Act, 2001,
is guilty or an offence.
Accordingly, the Council of The Corporation of the City of Kawartha Lakes
enacts this By-law 2006-__.
Article 1:00 Definitions
1.01 Definitions: In this by-law:
a) City, City of Kawartha Lakes, or Kawartha Lakes means The
Corporation of the City of Kawartha Lakes.
b) City Clerk means the person appointed by Council to carry out the
duties of the clerk described in Section 228 of the Municipal Act, 2001.
c) Council or City Council means the municipal council for the City.
d) Paper Fibre Biosolids means biosolids created by the paper
manufacturing process, or other similar processes, either in the form of
pure fibre biosolids or as mixed with other materials.
1.02 Interpretation Rules:
a) This by-law applies to the geographic limits of the City of Kawartha
Lakes.
b) References to items in the plural include the singular, as applicable.
c) The words include and including are not to be read as limiting the
meaning or a word or term to the phrases or descriptions that follow.
Article 2:00 Restrictions
2.01 No person shall apply or cause or permit the application of paper fibre
biosolids on lands within the boundaries of the City of Kawartha Lakes.
Article 3:00 Offences
3.01 No person who contravenes any provision of this By-law is guilty of any
offence and upon conviction, is liable to a fine or penalty provided for in
the Provincial Offences Acts.
Article 4:00 Repeal of By-law
4.01 By-law 2000-12 of the Geographic Township of Emily is hereby repealed.
Article 5:00 Effective Date
5.01 This by-law comes into force on the _____ day of _________________,
2006.
