Sludgewatch Admin:

The Ontario Association of Public Health Association calls on the Ontario 
Government to manage paper sludge and paper sludge 'mixtures' as waste under 
a Certificate of Approval. Here is a page they created with a history 
(partial history) on the paper sludge public health issue.  It is best to go 
to their web page since there are so many handy links.

And MOE is secretly planning to remove the requirement for a paper sludge or 
sewage sludge spreading site to have a Certificate of Approval

Position:

The Ministry of the Environment must amend the Environmental Protection Act 
to require a Certificate of Approval for the storage and spreading of all 
biosolids, including paper fibre biosolids (PFBs).
