What? a smelly sludge/organic waste facility proposed without the normal site-planning process?
Why is it we seem to be able to expect low oversight of waste by the MOE in Durham Region?
And now this alarming indication that another minimally regulated waste facility is contemplated for Durham Region (just east of Toronto).
Southern Ontario beware..Toronto isn't finished foisting its stench on you.

DURHAM -- It is too early to determine the impact Toronto's purchase of a
landfill will have on Durham Region, officials say.
Toronto is negotiating to buy the Green Lane Landfill, a private operation
near St. Thomas. This means it is likely Toronto will no longer be looking
to Brock Township as a potential future destination for the municipal waste
the City currently ships to Michigan.
There are still discussions that have to take place, according to Durham's
commissioner of works Cliff Curtis, and it is not yet clear how the deal
might affect Durham.
"This landfill is not going to accept bio-solids," said Mr. Curtis.
He explained Toronto might look at shipping its organic waste to an
anaerobic digestion plant in Ajax/Pickering.
Mirka Januszkiewicz, Durham's director of waste management services,
explained this type of facility can have some problems and be quite smelly.
The facility, which would be located on the Ajax and Pickering border at
Brock Road north and Brock Road south, near the Greenwood Conservation Area,
would accept leaf and yard waste as well as compost material.
But, troubling to some members of the Region's works committee is that the
plant may not have to go through the regular site-planning process. Mr.
Curtis explained permit by rule is the provincial planning process, which
can bypass the regional planning process.
Regional Chairman Roger Anderson suggested the Region send a letter to the
Province stating any such operation in Durham, it would expect, would go
through a planning process at the Regional and local level.
"An automatic planning approval by the Province wouldn't be appreciated by
the Region or the municipalities," Mr. Anderson said. "We want to be part of
the process."
A motion to direct staff to send such a letter was carried by the committee
at the Sept. 20 meeting.
