Since paper sludge mixtures claim to be 'products'  (the sludgers like the 
language..."paper fibre biosolids")
it means that municipal and provincial governments can ban them (just like 
banning smoking or certain pesticides, or drinking liquor).

The City of Kawartha Lakes in Ontario has done just that.
