More sludge into forests. More and more stories are surfacing about spraying
sludge into the trees in forests. It is not clear how you 'remove' sludge
from a forest.
Maybe it was still just stockpiled.

SK Utility District to Pay Penalty for Sewage Sludge
Kitsap Sun staff
Tuesday, December 11, 2007
As an environmental penalty, West Sound Utility District will contribute
$8,400 to the replacement of a culvert on Phillips Road in South Kitsap.
The penalty was issued by the Washington Department of Ecology after the
district placed biosolids, a processed sewage sludge, on forest land in
North Kitsap without a permit. Officials involved in the sewage-treatment
system say they believed they had permission at the time of the incident.
Since then, they have sought a formal permit to use biosolids as fertilizer.
The penalty was issued last March, before Karcher Creek Sewer District
merged with Annapolis Water District to form West Sound Utility District.
During negotiations with Ecology, district officials agreed to pay a cash
fine of $2,100 and remove the biosolids as well as contributing $8,400 to
Kitsap County for replacing the culvert on a salmon stream called Cool
Creek.
