Sludgewatch Admin:

The San Joaquin Air Pollution Control District is coming out with 
regulations requiring sewage sludge (biosolids) composting facilities to 
better manage their air emissions of ozone, particulate, volatile organic 
compounds, ammonia.

Those of you who are concerned about open air composting sites (like the 
proposed Hinkley open air Nursery Products compost site) or who think that 
gasification is a problem but sludge composting is 'green' ...then you need 
to look at these regs.

You should also look at the comprehensive document below which is the South 
Coast Air Quality Monitoring District analysis of air emissions from sludge 
and greenwaste composting facilities:

A public hearing will be held to consider adopting Proposed New Rule 4565 
(Biosolids, Animal Manure, and Poultry Litter Operations). If approved, this 
rule will be submitted to the US EPA as a revision to the California State 
Implementation Plan (SIP).
