The Rappahannock process is a complete and utter sham. They moved from a ban
ordinance to a regulatory ordinance, and the vice president of the sludge
corporation sits on the "Sludge Committee."
It is a perfect way to beat people into subordinancy, by stripping them of
any authority to say "no" to sludge coming in, to sitting back and
attempting to regulate it. And they'll call it a victory, and they'll pull
people away from the real fight.
It's a shame, and an utter complete sham.
