The City of Toronto, with some assistance from the World Wildlife Fund,
drafted and implemented a very good sewer use bylaw.
However, even a good sewer use bylaw doesn't result in "clean" sludge.
Note that the levels of many heavy metals in Toronto sludge are now as high,
or higher, then they were before the new sewer use bylaw was implemented.
It is nonetheless a good bylaw, because it has a Pollution Prevention (coyly
referred to as P2)
component, whereby industries in Toronto must disclose what chemicals and
substances they are discharging to the sewer.
