An Act to regulate the spreading and storage of sewage sludge and biosolids
Note: This Act amends the Environmental Protection Act. For the legislative

Her Majesty, by and with the advice and consent of the Legislative Assembly 
of the Province of Ontario, enacts as follows:
1. The Environmental Protection Act is amended by adding the following 
section:
Spreading and storage of sewage sludge
27.1 (1) No person shall spread or store sewage sludge, other biosolids or 
products derived from sewage sludge or other biosolids unless the Director 
has issued a certificate of approval or provisional certificate of approval 
and the spreading or storage is done in accordance with the conditions, if 
any, set out in the certificate.
Conditions
(2) The Director may specify in a certificate issued pursuant to subsection 
(1) that the certificate is subject to the condition that a person specified 
in the certificate carry out the tests, maintain the standards, keep the 
records and submit the reports that the Director sees fit.
Definition
(3) In this section,
"biosolids" includes paper sludge and paper fibre biosolids.
Commencement
2. This Act comes into force on the day it receives Royal Assent.
Short title
3. The short title of this Act is the Environmental Protection Amendment 
Act, 2008.

EXPLANATORY NOTE
The Bill amends the Environmental Protection Act to require that a person 
obtain a certificate of approval from the Director before spreading or 
storing sewage sludge, other biosolids and products derived from them. A 
certificate of approval may be subject to the testing, recording and 
reporting requirements that the Director sees fit.
