CANADEM Seeks on behalf of a Canadian NGO a Canadian Chief Long-Term 
Technical Advisor
(gender mainstreaming) for a five-year project in Bangladesh with expertise 
in Institutional Capacity Development (ICD), in managemenent and in 
implementing projects & in gender mainstreaming, This expert will be 
responsible for the overall management, coordination and implementation of 
the project in Bangladesh.

Responsibilities include:

§       Close coaching of the project Unit of the Ministry of Women and 
Children Affairs (MWCA), particularly the Unit Director, including through 
collaborative discussions of management, ICD and implementation issues;
§       Provide coaching and advisory services to senior MWCA officials as 
required;
§       Will ensure coordination of the project components overall;
§       Presiding over the Monitoring Committee of the project steering 
Committee and supervise the implementation of the follow-up actions;
§       Liaising with key stakeholders including Government, Civil Society 
and project bodies to ensure that the project purpose is understood and 
that activities are appropriate and implemented effectively;
§       Assisting the Government of Bangladesh in project planning and 
reporting against anticipated results in line with a results-based 
management (RBM) approach;
§       Managing and administering operational programming funds.

Qualifications:

§       BA/MA University Degree in: International Development, Management, 
Sociology or Political Science;
§       At least ten years experience in Institutional Capacity 
Development/coaching at senior levels, preferably with government;
§       At least ten years experience in implementation of projects in 
gender mainstreaming;
§       At least ten years experience in managing projects and 
administering large budgets in developing countries, preferably in South Asia;
§       Demonstrated experience managing sub-project funds;
§       Experience in managing local teams of experts and staff;
§       Experience working in developing country, preferably in South Asia 
with Government, Civil Society and community-based organizations in 
developing countries;
§       Experienced in political strategizing, development and management 
of political alliance building, particularly with governments of developing 
countries;
§       Experienced in communication/media relations;
§       Experienced in strengthening NGOs/ Women Organisations (WOs);
§       Experienced in facilitating interface between government and NGOs/ 
WOs in policy dialogue and advocacy;
§       Experience with CIDA\\\'s results-based management (RBM) approach;
§       Experience in policy development, capacity building and change 
management processes, particularly as they relate to gender equality issues 
within an institutional framework, would be a definite asset.
§       As required by CIDA, Canadian citizen or Canadian landed immigrant.
