incumbent reports to the Chief of the Peacekeeping Best Practices<BR>Unit of
DPKO. The Gender Affairs Officer with support from the Office<BR>of the Special
Adviser on Gender Issues and Advancement of Women,<BR>would be responsible for
the following:<BR><BR>-Provide guidance and support to DPKO Headquarters and
field<BR>personnel on gender mainstreaming in all peacekeeping activities,
by<BR>ensuring that best practices are integrated into all
policies,<BR>activities and programmes of peace operations, including concepts
of<BR>operations, mission plans, peacekeeping mandates and
associated<BR>resources and reports to intergovernmnetal bodies, such as
the<BR>Security Council, the Special Committee on Peacekeeping
Operations,<BR>contain information on gender mainstreaming in
peacekeeping;<BR><BR>-Develop an overall action plan for gender mainstreaming,
in<BR>collaboration with all areas of the Department at Headquarters and
in<BR>the field. The incumbent supports monitoring and evaluation of
gender<BR>mainstreaming in peacekeeping, including the implementation
of<BR>relevant mandates such as the Beijing Platform for Action, the<BR>outcome
document of the twenty-third special session on the General<BR>Assembly
(Beijing+5) and Security Council resolution 1325 (2000) Act<BR>as contact point
for backstopping and support on gender issues for<BR>peacekeeping missions and
assist in building capacity for gender<BR>mainstreaming in
peacekeeping;<BR><BR>-Oversee research and analysis of gender issues in
peacekeeping<BR>operations, maintain and update tools and other resources in
support<BR>of gender mainstreaming in peacekeeping, and document and share
best<BR>practices and lessons learned on gender issues and peacekeeping,
as<BR>well as support the development of monitoring and evaluation<BR>processes
to ensure measurement of progress in mainstreaming gender<BR>in peacekeeping
activities; Initiate and coordinate outreach<BR>activities, both internal and
external.<BR><BR>COMPETENCIES:<BR><BR>-Professionalism: Knowledge and
understanding of gender mainstreaming<BR>concepts and approaches in a peace and
security context, practical<BR>experience in mainstreaming gender in
peacekeeping activities.<BR><BR>-Good research, analytical and problem-solving
skills, including<BR>ability to identify and participate in the resolution
of<BR>issues/problems.<BR><BR>-Ability to work with minimal supervision and
define priorities.<BR><BR>-Commitment to continuous learning: Willingness to
keep abreast of new<BR>developments and innovative approaches to gender
mainstreaming in<BR>peace and security.<BR><BR>-Ability to maintain a network
with external research and academic<BR>institutes working on issues relating to
gender and peacekepeing so<BR>as to benefit from their
work.<BR><BR>-Communication: Good communication skills (written and
spoken),<BR>including the ability to prepare succinct reports, guidelines,
SOPs<BR>and other tools to articulate ideas in a clear and concise
manner.<BR><BR>-Teamwork: Excellent interpersonal skills and ability to
establish<BR>and maintain effective partnerships and working relations,
both<BR>within the UN system and externally. Ability to work in
a<BR>multicultural and multi-ethnic environment with respect
for<BR>diversity.<BR><BR>QUALIFICATIONS:<BR><BR>-EDUCATION: Advanced University
degree in social science, political<BR>affairs, international relations or
related fields. In-depth<BR>knowledge of gender issues in peacekeeping is
required.<BR><BR>-WORK EXPERIENCE: Eight to ten years of relevant work
experience at<BR>either national or international levels directly related to
issues<BR>dealing with women, peace and security and the
institutionalization<BR>of gender mainstreaming, including design and
development of policies<BR>and strategies.<BR><BR>-Experience with a
peacekeeping or other field mission is required.<BR>Strong communication skills
and analytical abilities are a must.<BR><BR>-LANGUAGES: English and French are
the working languages of the<BR>United Nations Secretariat. For the post
advertised, fluency in oral<BR>and written English is required. Knowledge of a
second official UN<BR>language is an advantage.<BR><BR>-OTHER SKILLS: First-hand
knowledge of institutionalizing gender<BR>mainstreaming in peacekeeping
operations or other similar<BR>organizational environments.<BR><BR>-Experience
in developing gender mainstreaming methodology and tools<BR>and evaluating their
effectiveness.<BR><BR>-Good understanding of the UN system and key players in
gender<BR>issues. Understanding of gender dimensions of peace processes and
the<BR>role of peacekeeping operations.<BR><BR>-Ability to analyse experiences
in gender mainstreaming and<BR>peacekeeping for the development of good
