ELECTION ADVOCACY - THE FEDERAL PARTIES RESPOND TO QUESTIONS ON ARTS AND CULTURE ISSUES

The Canadian Conference of the Arts (CCA) asked the leaders of the five major federal parties a series of questions relevant to the arts, culture and heritage sector. 

The CCA has published detailed responses received from the Bloc Québécois, Green Party, Liberal Party and the NDP (the Conservative party has yet to respond) in their entirety, without any edits or commentary. They have formatted the parties' answers in a table format, according to each individual question asked, to facilitate easy comparison. 

A sample of the question categories are listed below. A link to the complete list of questions and answers is available at EQUITYONLINE (http://www.caea.com).

1. Cultural investments as part of the National Economic Strategy 
* What specific investments will your party make in the cultural sector as part of a national economic strategy?
* Does your party support increasing the budget of the Canada Council for the Arts and if so, to what level and over what time frame? 
* What measures does your party propose to support the circulation of artists and their works across Canada? 

2. Promoting Canadian Culture on the International Stage 
* What does your party propose to develop foreign markets for Canadian cultural products? What do you intend to do to support the circulation of artists and works abroad? 
* Will your party include culture as part of its foreign policy and if so, how will you do it? How would you incorporate culture into diplomatic strategies and trade objectives?
* How do you intend to protect culture in international trade negotiations?

3. Fiscal and Social Benefits Measures 
* What does your party propose to do to improve the fiscal conditions and social safety net available to self-employed creators? 
* What fiscal measures does your party propose to encourage arts philanthropy and private investment in arts, cultural industries and heritage?  

4. Modernizing the Copyright Act 
* Precisely when does your party intend to present amendments to modernize the "Copyright Act?" 

5. Broadcasting, New Media and Telecommunications
* Does your party intend to maintain the long-standing policy concerning ownership and effective control of Canadian cultural industries? Does that include telecommunications and if not, why?
