I am the Manager of the Trees and Landscape Section for the City of<br>
Surrey in BC. Among other things I manage the Tree Protection Bylaw.<br>
This bylaw deals with the removal and replacement of all trees 30cm and<br>
over measured 1.4 metres above the ground. There are no "free" trees.<br>
All trees can only be removed within a reason under the bylaw.<br>
We also require a 2 for 1 replacement strategy for all trees removed.<br>
This is for residential permits, building permits and development<br>
permits. However as Manger, I have been giving the homeowners a break<br>
when I can.<br>
We require $300 securities for all replacement trees to be given back<br>
100% a year after the first inspection at time of planting. If the<br>
developer cannot plant all his replacement trees then the money goes to<br>
a "Green City Fund" which is used by Parks and Engineering to plant<br>
trees on public land.<br>

I have not found a private property tree bylaw that is as comprehensive<br>
as the City of Surrey's. We are starting to keep stats on how many<br>
trees are saved each year, inspection numbers, etc. I have a staff of 2<br>
clerks, 4 inspectors and a landscape architect that reviews all<br>
landscape plans for commercial/industrial/strata properties + he reviews<br>
all development permit's arborist reports.<br>

We have many initiatives to promote tree planting, fine for tree removal<br>
without permit, education in local papers, attend arbor days, meet with<br>
other cities with tree bylaws in the area.<br>

forestry initiatives on PRIVATE land. More specifically individuals,<br>
programs or groups that promote urban forestry beyond tree planting. Of<br>
course tree maintenance on private property is well established but I'm<br>
thinking more of pro-active efforts around planning and management. If<br>
