Canopy cover is an effective high level indicator for all of the human health, ecosystem services, economic and aesthetic values that trees generate for our cities. Communities that have analyzed their canopy cover and projected where it may be going typically find that this process highlights the need for action to increase or even maintain the current level. <o:p></o:p></p><p class=MsoNormal><o:p> </o:p></p><p class=MsoNormal>In 2013 the City of Vancouver, British Columbia analyzed their canopy cover as part of the development of their Urban Forest Strategy. What they found was that their canopy cover had dropped significantly from 22.5% cover in 1995 to only 18% in 2013. As an Urban Forest professional in the nearby community of Coquitlam, I wondered how this could be in a City like Vancouver that had one of the more protection-oriented tree bylaws in the region. Upon further analysis, Vancouver found that 23,490 healthy mature trees were removed during these two decades and that half of all these trees were removed under the provision in their Protection of Trees Bylaw that allowed homeowners to remove one tree per year regardless of age, size or species. In 2014, in response to these findings, the City of Vancouver removed this provision from their bylaw to help slow the loss of canopy cover. In addition, the Urban Forest Management Strategy they are working on recognizes that to turn the trend around there will also need to be significant tree planting efforts. Specifically, they found that some gains were possible in their parks and on their streets, but the majority of the opportunity to increase canopy cover in Vancouver exists on private property.<o:p></o:p></p><p class=MsoNormal><o:p> </o:p></p><p class=MsoNormal>Protection alone will not ensure sustained or increased canopy cover, particularly in growing communities. Protection measures are an important piece, but to successfully achieve canopy cover targets in the long term, you need to have a comprehensive approach that links tree removal to tree replacement and proactive tree planting programs that target both public lands and the area in most communities where the majority of the opportunities lie, private property. I applaud the City of Vancouver for taking a look at their current canopy cover, how it has changed, setting a goal and developing a comprehensive plan to achieve that goal. Le couvert forestier est un indicateur efficace et de haut niveau de toutes les valeurs relatives à la santé humaine, aux services des écosystèmes, à l’économie et à l’esthétique offertes par les arbres dans les villes. Les collectivités qui ont analysé leur couvert forestier et prédit leur état futur s’aperçoivent généralement que ce processus fait ressortir le besoin de prendre des mesures pour accroître ou même simplement maintenir le pourcentage actuel.<o:p></o:p></span></p><p class=MsoNormal><span lang=FR-CA><o:p> </o:p></span></p><p class=MsoNormal><span lang=FR-CA>En 2013, la ville de Vancouver en Colombie-Britannique a analysé son couvert forestier dans le cadre de l’élaboration de sa stratégie de foresterie urbaine. Elle a trouvé que son couvert forestier avait diminué de façon importante, passant de 22,5 % en 1995 à seulement 18 % en 2013. En tant que professionnel de la foresterie urbaine dans la collectivité voisine de Coquitlam, je me suis demandé comment cela pouvait se produire dans une ville comme Vancouver qui avait des règlements administratifs des plus rigoureux en matière de protection des arbres. Après avoir examiné la situation de plus près, Vancouver a découvert que 23 490 arbres adultes en santé avaient été enlevés au cours de cette période et que la moitié de ces arbres avaient été enlevés conformément à une disposition des règlements administratifs qui permettent aux propriétaires fonciers d’enlever un arbre par année, quel que soit l’âge, la taille ou l’essence de l’arbre. En 2014, à la suite de ces observations, la ville de Vancouver a éliminé cette disposition de ses règlements administratifs pour aider à ralentir la perte de couvert forestier. De plus, la stratégie de gestion de la foresterie urbaine qui est présentement en cours d’élaboration reconnaît que pour renverser cette tendance, il faudra également faire beaucoup de plantations. Plus précisément, la ville a trouvé que le couvert forestier pouvait être quelque peu accru dans les parcs et sur les rues mais que la majorité des possibilités de croissance du couvert forestier dans la ville de Vancouver étaient offertes par les propriétés privées.<o:p></o:p></span></p><p class=MsoNormal><span lang=FR-CA><o:p> </o:p></span></p><p class=MsoNormal><span lang=FR-CA>Des mesures de protection ne sont pas suffisantes pour assurer le maintien ou l’expansion du couvert forestier, spécialement dans les collectivités en pleine croissance. Les mesures de protection sont un élément important mais pour atteindre les objectifs en matière de couvert forestier à long terme, il faut adopter une démarche globale qui relie l’enlèvement des arbres à leur remplacement ainsi que des programmes proactifs de plantation d’arbres qui visent les terres publiques et les propriétés privées (ces dernières offrant la majorité des possibilités de croissance du couvert). Je félicite la ville de Vancouver d’avoir examiné l’état de son couvert forestier actuel et comment il avait changé au cours des années, puis d’avoir établi des objectifs et dressé un plan détaillé pour atteindre ses objectifs.
