I fear you may have waited much too long to address the situation but its always worth trying to alleviate the stress and see what the tree is able to do with any newfound freedom.</div><div><br></div><div>The soil that was removed and retained should be carefully replaced. Since any tire that's been removed will create a need for more soil than was originally required, you might add some organic compost to the soil before backfilling. The excavation will have destroyed any existing ground cover so, in addition, you might add some well composted wood chip mulch, 3 - 4 inches deep, with a setback of 12" from the trunk in the area where the soil is bare.
