<p class="MsoNormal"><span style="font-size:11.0pt;font-family:"Calibri","sans-serif";color:#1F497D">The At Home / Chez Soi project developed a fidelity scale that details the ingredients of the Pathways model to Housing First and one of the important findings
of the At Home / Chez Soi project was that participants in programs with higher fidelity to the model in the five cities experienced better outcomes in terms of housing stability, quality of life, community functioning (see p. 17 of final report I attached
in my previous message). I agree that the rent supplements are essential to achieve this fidelity to the Pathways model affording individuals choice in terms of housing and as well as helping them achieve integration in the community through scattered site
housing. Rent supplements (similar to Section 8 vouchers) are being made increasingly available across Canada by provincial and municipal governments including here in Ottawa enabling the development of Housing First programs that are similar to the Pathways

<p class="MsoNormal">Thank you for distributing this. I notice that Pathways to Housing's original scattered-site requirement seems to have become optional somewhere along the way with a variety of different implementations and studies. There seems to be
a wide spectrum of approaches that adopt some elements of Housing First and not others, making it difficult to determine which features are essential. Without Section 8 vouchers in Canada, scattered-site may be more difficult to implement, but it might be
