<p class="MsoNormal">In 1998, the homelessness advocacy group Toronto Disaster
Relief Committee (TDRC) declared <a href="http://tdrc.net/index.php?page=state-of-emergency-declaration">homelessness
to be a national disaster</a>. The <a href="http://homelesshub.ca/resource/state-emergency-declaration-urgent-call-emergency-humanitarian-relief-prevention-measures">State
of Emergency Declaration</a> was released in October 1998 and immediately
endorsed by individuals, community agencies, faith groups, labour unions and
various governmental entities. The campaign included the <a href="http://tdrc.net/1-solution.html">1% solution</a> which called for all
levels of government to invest additional funds, equally about 1% of their
budgets, in building social housing.</p>

<p class="MsoNormal">On October 28th 1998, Toronto City Council <a href="http://www.toronto.ca/legdocs/1998/agendas/council/cc/cc981028/cn10rpt/cl001.htm">passed
a motion</a> endorsing the declaration. Two years later, the TDRC, the <a href="http://www.holytrinitytoronto.org/wp/">Church of the Holy Trinity</a> and
several concerned activists launched Toronto’s Homeless Memorial to commemorate
that date and to remember all the people who have lived and died on the streets
of Toronto as a direct result of homelessness (there are now <a href="http://rabble.ca/blogs/bloggers/johnbon/2013/11/political-leaders-pay-little-attention-to-homeless-deaths">over
700</a> names on the list).</p>

<p class="MsoNormal">On November 22nd, 1998, the Big City Mayor’s Caucus of the<a href="http://www.fcm.ca/home.htm"> Federation of Canadian Municipalities</a>
(FCM) passed a similar motion. They followed with <a href="http://www.horizons.gc.ca/eng/content/research-brief-%E2%80%93-rapid-policy-development-leassons-learned">their
own brief</a> just a few months later. National Housing Day honours that
endorsement and serves as a reminder that Canada is still the only G-8 country
