My first reaction to this is "Beware Greeks bearing gifts." which is, of course, a reference to the Trojan Horse. Jim has obviously noticed a parade and has decided to get out in front of it. Well, $20 off a $112 pass is a discount but it's far from adequate. It's great that he's done an about-face from saying it's a provincial responsibility - now we need to be vigilant to ensure that whatever comes out of Budget 2017 is something that meets the needs of the low-income community.
