<p class="MsoNormal"><b><span lang="FR-CA">Vers un chez-soi : Nouveau financement pour supporter les communautés face à leur réponse à la COVID-19<o:p></o:p></span></b></p>
<p class="MsoNormal"><span lang="FR-CA">Compte tenu de l’évolution constante de la pandémie de la COVID-19, les personnes en situation d’itinérance et les travailleurs qui supportent les clients en situation d’itinérance ou d’instabilité liée au logement font
face à des risques accrus. Le Gouvernement du Canada prend des actions concrètes, immédiates et décisives afin de supporter les Canadiens et Canadiennes vulnérables en raison de l’épidémie de la COVID-19, incluant dans le secteur de l’itinérance.<o:p></o:p></span></p>
<p class="MsoNormal"><span lang="FR-CA">Le 18 mars 2020, le Premier ministre a annoncé que le Gouvernement du Canada bonifiait le programme Vers un chez-soi de $157,5 million de dollars afin de soutenir les personnes en situation d’itinérance pendant la pandémie
de la COVID-19. <o:p></o:p></span></p>
<p class="MsoNormal"><span lang="FR-CA">Compte tenu de ce que nous savons de la pandémie jusqu’à présent, ces investissements cibleront d’abord les centres urbains à forte capacité d’accueil où le risque de propagation du virus dans les refuges est le plus
grand. Cela dit, les communautés dont l’incidence de l’itinérance est plus faible recevront également du financement pour soutenir leur capacité de réponse à la COVID-19.
<o:p></o:p></span></p>
<p class="MsoNormal"><span lang="FR-CA">En plus de ce nouveau financement, nous souhaitons rappeler aux communautés recevant du financement de Vers un chez-soi qu’elles peuvent utiliser ces fonds pour supporter leurs efforts pour réduire le risque de contracter
le virus ou de le propager pour les clients, le personnel et les bénévoles. <o:p>
</o:p></span></p>
<p class="MsoNormal"><span lang="FR-CA">Les communautés disposent déjà d’une grande flexibilité en ce qui a trait à l’utilisation des fonds du programme Vers un chez-soi. Néanmoins, le ministère développe présentement une directive spécifique à la COVID-19
qui décrira explicitement cette flexibilité. Le principe directeur sera que tout ce qui pourrait améliorer la capacité des fournisseurs de services dans le secteur à servir sa clientèle est jugé admissible. Ceci inclus :<o:p></o:p></span></p>

<p class="MsoNormal"><b>Reaching Home: New funding to support communities in their COVID-19 response<o:p></o:p></b></p>
<p class="MsoNormal">With the ongoing evolution of the COVID-19 pandemic, those experiencing homelessness and the workers supporting clients experiencing homelessness or housing instability are facing increased risks.<span lang="EN-GB"> T</span>he Government
of Canada is taking immediate, significant and decisive action to help Canadians facing hardship because of the COVID-19 outbreak, including in the homelessness sector.<span lang="EN-GB"><o:p></o:p></span></p>
<p class="MsoNormal"><span lang="EN-GB">On March 18, 2020, the Prime Minister announced that the Government of Canada will be providing Reaching Home with an additional $157.5 million to support people experiencing homelessness during the COVID-19 outbreak.
</span><o:p></o:p></p>
<p class="MsoNormal"><span lang="EN-GB">Given what we know of the pandemic so far, we will be targeting investments to urban centres with high shelter capacity where the risk of the virus spreading is the greatest. That said, communities with lower incidences
of homelessness will also receive an increase to support their COVID-19 response capacity and prevent the infection from spreading in the homeless population that they serve.<o:p></o:p></span></p>
<p class="MsoNormal">In addition to this new funding, we wish to remind communities receiving Reaching Home funding that they can leverage these funds to support their efforts to reduce the risk of getting or spreading the virus, for staff, volunteers, and
clients. <o:p></o:p></p>
<p class="MsoNormal"><span lang="EN-GB">Communities already have significant flexibility in how Reaching Home funding can be used. Nevertheless, the Department is currently developing a specific COVID-19 directive to explicitly describe this flexibility. The
guiding principle will be that anything that would improve the capacity of homelessness service providers to serve clients is eligible. This would include things like:
<o:p></o:p></span></p>
<ul style="margin-top:0cm" type="disc">
<li class="MsoNormal" style="mso-list:l3 level1 lfo5"><span lang="EN-GB">securing additional accommodation to reduce overcrowding in shelters;<o:p></o:p></span></li><li class="MsoNormal" style="mso-list:l3 level1 lfo5"><span lang="EN-GB">purchasing supplies and materials to reduce the risk of transmission, such as personal protective equipment for staff;
<o:p></o:p></span></li><li class="MsoNormal" style="mso-list:l3 level1 lfo5"><span lang="EN-GB">increasing the frequency of cleaning with disinfectants in high traffic areas;<o:p></o:p></span></li><li class="MsoNormal" style="mso-list:l3 level1 lfo5"><span lang="EN-GB">securing sufficient accommodation to quarantine individuals infected;<o:p></o:p></span></li><li class="MsoNormal" style="mso-list:l3 level1 lfo5"><span lang="EN-GB">purchasing beds and physical barriers to place between beds in newly purposed facilities; and<o:p></o:p></span></li><li class="MsoNormal" style="mso-list:l3 level1 lfo5"><span lang="EN-GB">staff hours to operate these new facilities.<o:p></o:p></span></li></ul>
<p class="MsoNormal"><b>Stay informed<o:p></o:p></b></p>
<p class="MsoNormal">Individuals experiencing homelessness may be at a greater risk of getting an infection and developing severe complications due to their health, social, and economic circumstances. Homelessness serving organizations’ staff and volunteers
will need ongoing and up-to-date information and training to protect people experiencing homelessness and themselves from potential exposures to COVID-19.<o:p></o:p></p>
