<p class="MsoNormal"><span lang="FR-CA">La pandémie de COVID-19 à travers le Canada soulève des préoccupations concernant la poursuite des dénombrements ponctuels en mars et en avril. Ces préoccupations étaient notamment liées aux risques de santé pour les
personnes qui vivent une situation d’itinérance et au besoin urgent d’aiguiller les ressources communautaires afin de se préparer et de répondre à la crise. Ceci dit, le 16 mars, la Direction des politiques en matière d’itinérance a envoyé un message aux coordinateurs
de dénombrement ponctuel dans les collectivités qui planifiaient des dénombrements ponctuels en 2020, afin de leur donner une flexibilité pour reporter leurs dénombrements. Outre les cinq collectivités qui ont réussi à effectuer leurs dénombrements avant que
la crise n’éclate, les dénombrements restants ont été reportés. <o:p></o:p></span></p>
<p class="MsoNormal"><span lang="FR-CA">Lorsque les collectivités sont prêtes à fixer une nouvelle date pour leur dénombrement, elles sont invitées à communiquer avec

<b>25 septembre 2020</b>. Si possible, nous encourageons de reporter les dénombrements d’ici mars ou avril 2021, puisque le report présente un certain nombre d’avantages, notamment :

annonce conjointe par Emploi et Développement social Canada, Femmes et égalité des genres Canada et Services aux autochtones Canada</span></a><span lang="FR-CA" style="color:#262524"> a reconfirmé le support octroyé par le gouvernement fédéral envers les Canadiens
et Canadiennes les plus vulnérables à la pandémie de la COVID-19, dont les personnes en situation d’itinérance et les femmes fuyant la violence fondée sur le sexe.<o:p></o:p></span></p>

<h3><span lang="FR-CA">Nouvelles exemptions pour les sites de consommation supervisée<o:p></o:p></span></h3>
<p class="MsoNormal" style="text-autospace:none"><span lang="FR-CA" style="color:#262524">Afin de permettre aux provinces et aux territoires de faire preuve de la plus grande souplesse possible dans leurs efforts visant à maintenir l’accès aux importants services
de réduction des méfaits dans leurs collectivités, et afin de réduire les répercussions des surdoses sur les populations les plus vulnérables, Santé Canada s’apprête à accorder à chaque province et territoire des exemptions de catégorie pour une période de
6 mois. Bien qu'il n'y ait aucune exigence liée à la mise en œuvre de ces exemptions, ces dernières serviront d'outil utile et flexible qui permettront une réponse rapide aux réalités changeantes sur le terrain.<o:p></o:p></span></p>
<p class="MsoNormal" style="text-autospace:none"><span lang="FR-CA" style="color:#262524">Ces exemptions de catégorie permettront :<o:p></o:p></span></p>

<h2><a name="_Article_1_Title_1"></a>Everyone Counts 2020 update: The majority of the point-in-time counts will be postponed due to COVID-19<o:p></o:p></h2>
<p class="MsoNormal">With the outbreak of COVID-19 across Canada, communities raised concerns early on about proceeding with Point-in-Time (PiT) counts in March and April 2020. This included potential health risks to volunteers and individuals experiencing
homelessness, and the urgent need to divert community resources to preparing for, and responding to the crisis.
<o:p></o:p></p>
<p class="MsoNormal">With that in mind, on March 16<sup>th</sup>, the Homelessness Policy Directorate sent a message to PiT count coordinators in communities that were planning 2020 PiT counts to give them flexibility to postpone their counts. Aside from the
five communities who were able to successfully complete their count before the crisis started in mid-March, the remaining PiT counts have been postponed.
<o:p></o:p></p>
<p class="MsoNormal">When communities are ready to consider a new date for their count, they are asked to contact
<a href="mailto:hpsr@hrsdc-rhdcc.gc.ca">hpsr@hrsdc-rhdcc.gc.ca</a> no later than <b>
September 25, 2020</b>. We encourage communities to postpone until March or April 2021, since this has a number of advantages, including:<o:p></o:p></p>
<p class="MsoListBulletCxSpFirst" style="mso-list:l0 level1 lfo1"><![if !supportLists]><span style="font-family:Symbol"><span style="mso-list:Ignore">·<span style="font:7.0pt "Times New Roman"">
</span></span></span><![endif]>It gives a full year to monitor the progress of the outbreak and identify when it will be safe to proceed with the count.<o:p></o:p></p>

<p class="MsoNormal">For communities that have postponed their count, if a full-year postponement presents significant logistical challenges, there is flexibility to conduct the count in fall 2020, which would provide the next most comparable timeframe.

by Employment and Social Development Canada, Women and Gender Equality Canada and Indigenous Services Canada</a><span style="color:#262524"> reconfirmed the federal government’s support towards Canadians most vulnerable to the COVID-19 pandemic—those experiencing
homelessness and women fleeing gender-based violence.<o:p></o:p></span></p>
<p class="MsoNormal" style="text-autospace:none"><span style="color:#262524">This funding, totalling $207.5 million is being provided in the following ways:<o:p></o:p></span></p>

<h3>New Supervised Consumption Sites Exemptions<o:p></o:p></h3>
<p class="MsoNormal" style="text-autospace:none"><span style="color:#262524">To allow provinces and territories to exercise the most flexibility in their efforts to maintain access to important harm reduction services in their communities and reduce the impacts
of overdoses on the most vulnerable populations, Health Canada will issue each province and territory a class exemption for a period of six months. While there is no requirement for provinces and territories to implement this class exemption, it will serve
as a useful and flexible tool that enables rapid responses to the changing realities on the ground.<o:p></o:p></span></p>
<p class="MsoNormal" style="text-autospace:none"><span style="color:#262524">This class exemption will enable provinces and territories to:<o:p></o:p></span></p>
<p class="MsoListBulletCxSpFirst" style="mso-list:l0 level1 lfo1"><![if !supportLists]><span style="font-family:Symbol"><span style="mso-list:Ignore">·<span style="font:7.0pt "Times New Roman"">
</span></span></span><![endif]>Establish new temporary spaces within existing supervised consumption sites, shelters, or other temporary sites, as needed, so that people can respect physical distancing and self-isolation measures, and stay safe from overdose;<o:p></o:p></p>

Reaching Home directives</a> have been updated to provide guidance to funding recipients regarding the eligibility and use of Reaching Home funds, highlighting where adjustments have been made to existing program parameters, as well as to illustrate how existing
eligible activities can be employed to reduce and mitigate the impacts of COVID-19.

<p class="MsoNormal">In particular, to enable timely and effective community responses to COVID-19 outbreak, the following flexibilities have been introduced:
