<p class="MsoNormal"><span lang="FR-CA">Le 18 novembre 2020, Emploi et Développement social Canada a annoncé la publication du
<b>Rapport communautaire en matière d'itinérance de Vers un chez-soi</b> (RCMI). Il s’agit d’une composante clé de Vers un chez-soi : la stratégie canadienne de lutte contre l’itinérance.
<o:p></o:p></span></p>
<p class="MsoNormal"><span lang="FR-CA">Le RCMI est un outil de production de rapports
<u>destiné aux </u></span><u><span lang="FR">communautés qui reçoivent du financement dans le cadre du volet Communautés désignées hors-Québec et aux communautés dans les territoires</span></u><span lang="FR-CA">. Dans les communautés où les volets Communautés
désignées et Itinérance chez les Autochtones se chevauchent, les entités communautaires et les conseils consultatifs communautaires des communautés désignées sont fortement encouragés à travailler en collaboration avec leurs homologues autochtones dans le
développement de leur RCMI.<o:p></o:p></span></p>
<p class="MsoNormal"><span lang="FR-CA">Le RCMI aide les communautés à évaluer les progrès réalisés afin de répondre aux exigences minimales liées à la mise en œuvre de l’accès coordonné. C'est également l'outil utilisé pour communiquer les données communautaires
au gouvernement du Canada à chaque année. Les données du RCMI fournissent aux entités communautaires un aperçu, d'une année
</span><span lang="FR-CA">à </span><span lang="FR-CA">l'autre, du portrait annuel de l’itinérance au niveau local ainsi que du système de lutte contre l’itinérance qui est en place pour y remédier. Ainsi, les communautés peuvent identifier les tendances en
lien avec l’atteinte des résultats communautaires souhaités, y compris les résultats de base de Vers un chez-soi visant expressément à prévenir et à réduire l’itinérance.
<o:p></o:p></span></p>
<p class="MsoNormal"><span lang="FR-CA">Le RCMI doit être approuvé par le conseil consultatif communautaire et doit être remis à Service Canada d'ici le 30 juin 2021. Ce premier rapport portera sur les activités et comprendra des données couvrant les deux premières
années du programme (du 1er avril 2019 au 31 mars 2021). Le rapport devra être soumis à Service Canada sur une base annuelle.<o:p></o:p></span></p>
<p class="MsoNormal"><span lang="FR-CA">Emploi et Développement social Canada a élaboré un guide de référence afin de fournir du soutien supplémentaire quant à la production du RCMI. Le guide de référence du RCMI fournit des définitions claires et des conseils
pour compléter chaque section du rapport. Il identifie également d’autres ressources qui peuvent s’avérer utiles pour compléter le RCMI. Les communautés sont encouragées à lire le guide de référence avant de commencer à rédiger leur RCMI.

<h2><a name="_Article_1_Title_1"></a><a name="_Launch_of_the"></a>Launch of the Reaching Home Community Homelessness Report (CHR)<o:p></o:p></h2>
<p class="MsoNormal">On November 18, 2020, Employment and Social Development Canada announced the launch of the
<b>Reaching Home</b> <b>Community Homelessness Report (CHR)</b>, a key component of Reaching Home: Canada’s Homelessness Strategy.<o:p></o:p></p>
<p class="MsoNormal">The CHR is a reporting tool <u>for communities receiving funding from the Designated Communities stream (outside of Quebec), as well as those receiving funding from the Territorial Homelessness stream</u>. In communities where the Designated
Communities and Indigenous Homelessness streams co-exist, Community Entities (CEs) and Community Advisory Boards (CAB) of the Designated Communities stream are strongly encouraged to collaborate with their Indigenous Homelessness stream counterparts in the
development of their CHR.<o:p></o:p></p>
<p class="MsoNormal">The CHR helps communities to assess progress against Coordinated Access minimum requirements under Reaching Home. It is also the tool used to report community-level data to the Government of Canada on a yearly basis. CHR data gives CEs
a year-over-year picture of the state of homelessness at the community level and the system in place to address it. This helps identify community-level trends specific to cumulative levels of homelessness, inflows into homelessness, outflows from homelessness,
and housing-focused outcomes. <o:p></o:p></p>
<p class="MsoNormal">The CHR needs to be approved by the CAB and is due to Service Canada by June 30, 2021. This first report will cover activities and include data spanning the first two years of the program (April 1, 2019 through March 31, 2021). The report
will be submitted to Service Canada on an annual basis.<o:p></o:p></p>
<p class="MsoNormal">ESDC has developed a Reference Guide to provide additional support to communities in completing their CHR. The CHR Reference Guide provides definitions and guidance for completing each section of the CHR. It also identifies other resources
that communities may find useful as they complete and reflect on their CHR. Communities are encouraged to read the Reference Guide before starting to draft their CHR. The CHR Reference Guide and the CHR template are available for download on the
<a href="https://www.homelessnesslearninghub.ca/library/resources/reaching-home-community-homelessness-report-reporting-tools">
Homelessness Learning Hub</a> (HLH) under an e-course called <i>Community Homelessness Report: Reporting Tools</i>. A CHR webcast training video that will provide further support to communities while completing their report will also be available on the HLH
shortly. <o:p></o:p></p>
