<p class="MsoNormal"><span lang="FR-CA">Le 18 novembre 2020, Emploi et Développement social Canada (EDSC) a annoncé la publication du
<b>Rapport communautaire en matière d'itinérance de Vers un chez-soi</b> <b>(RCMI),
</b>une composante clé du programme. <o:p></o:p></span></p>
<p class="MsoNormal"><span lang="FR-CA">Le RCMI est un outil de production de rapports destiné aux
</span><span lang="FR">communautés qui reçoivent du financement dans le cadre du volet Communautés désignées hors-Québec et aux communautés dans les territoires</span><span lang="FR-CA">. Dans les communautés où les volets Communautés désignées et Itinérance
chez les Autochtones se chevauchent, les entités communautaires et les conseils consultatifs communautaires sont fortement encouragés à travailler en collaboration avec leurs homologues autochtones sur le développement et la soumission de leur RCMI.<o:p></o:p></span></p>
<p class="MsoNormal"><span lang="FR-CA">La Direction des politiques en matière de lutte contre l’itinérance a tenu plusieurs séances de formation sur le RCMI en novembre et décembre 2020. Si vous n’avez pas été en mesure d’y assister ou si vous souhaitez revoir

planificateur de système au <i>Human Development Council</i>, « l’élimination totale de l’itinérance chronique est un objectif réalisable ».

l’Ontario à élaborer, évaluer et améliorer les programmes Logement d’abord en fonction du modèle
<i>Pathways</i> qui a été adapté et qui a démontré son efficacité dans le cadre du
</span><a href="https://www.mentalhealthcommission.ca/Francais/chez-soi"><span lang="FR-CA">projet de démonstration At Home/Chez Soi de la Commission de la santé mentale du Canada.</span></a>

<p class="MsoNormal"><span lang="FR-CA">Le <i>Housing First Europe Hub</i> est un réseau d’organismes, d’autorités publiques et de fondations qui travaillent à l’expansion des programmes Logement d’abord à travers l’Europe.<o:p></o:p></span></p>
<p class="MsoNormal"><span lang="FR-CA">Les objectifs de cette série de webinaires sont de rassembler la communauté internationale Logement d’abord, d’échanger sur des connaissances, des expériences et des innovations reposant sur des données probantes, de
renforcer les capacités des programmes Logement d’abord et de promouvoir une mise en œuvre de grande qualité du modèle Pathways de Logement d’abord.

de faire la démonstration du nouveau module sur l’accès coordonné ainsi que de ses nouvelles fonctionnalités. Le webinaire sera bientôt disponible dans les deux langues officielles sur la

Home Community Homelessness Report (CHR) webcast training videos now available<o:p></o:p></span></p>
<p class="MsoNormal">On November 18, 2020, Employment and Social Development Canada (ESDC) announced the launch of the
<b>Reaching Home</b> <b>Community Homelessness Report (CHR)</b>, a key component of the program.<o:p></o:p></p>
<p class="MsoNormal">The CHR is a reporting tool for Reaching Home communities receiving funding from the Designated Communities stream (outside of Quebec), as well as those receiving funding from the Territorial Homelessness stream. In communities where the
Designated Communities and Indigenous Homelessness streams co-exist, Community Entities (CEs) and Community Advisory Boards (CAB) are strongly encouraged to collaborate with their Indigenous Homelessness stream counterparts on the development and submission
of their CHR.<o:p></o:p></p>
<p class="MsoNormal">The Homelessness Policy Directorate held several training sessions on the CHR in November and December 2020. If you were unable to attend one of these sessions or want to review the information again, recorded webcasts in both official
languages are now available as part of the <a href="https://www.homelessnesslearninghub.ca/library/resources/reaching-home-community-homelessness-report-reporting-tools">

<p class="MsoNormal"><a name="SaintJohn_EN"></a><span style="font-size:14.0pt;line-height:106%;font-family:"Franklin Gothic Medium",sans-serif">Community Spotlight: 10% Reduction in Chronic Homelessness in Saint John, New Brunswick</span><o:p></o:p></p>
<p class="MsoNormal">The Reaching Home Community Entity (CE) in Saint John, New Brunswick, the
<a href="https://sjhdc.ca/">Human Development Council</a>, reported a 10% reduction in chronic homelessness in the community within a few months, despite the challenges posed by the COVID-19 pandemic. This reduction was achieved in part through the implementation
of targeted changes to their homeless-serving system. Key components of Saint John’s approach to addressing homelessness include:<o:p></o:p></p>
<ul style="margin-top:0cm" type="disc">
<li class="MsoNormal" style="mso-list:l2 level1 lfo2">Using their Quality By-Name List (BNL) to prioritize areas of improvement within the system in place;
<o:p></o:p></li><li class="MsoNormal" style="mso-list:l2 level1 lfo2">A full-time position dedicated to BNL coordination and landlord engagement;<o:p></o:p></li><li class="MsoNormal" style="mso-list:l2 level1 lfo2">The improvement and establishment of a Coordinated Access system through a focus on partnerships;<o:p></o:p></li><li class="MsoNormal" style="mso-list:l2 level1 lfo2">Regular case conferencing; and,
<o:p></o:p></li><li class="MsoNormal" style="mso-list:l2 level1 lfo2">A continued focus on the provision of housing and on outflows, which led to higher than average amount of move-ins in the months of August and October.
<o:p></o:p></li></ul>
<p class="MsoNormal">Moving forward, the community will be shifting its focus from outflows to inflow into chronic homelessness using its BNL, with the goal of reducing chronic homelessness by 50% in 2021. According to Michael MacKenzie, System Planner with
the Human Development Council, “eliminating chronic homelessness altogether is an attainable goal”.

and the <a href="https://housingfirsteurope.eu/" target="_blank"><b>Housing First Europe Hub</b></a> are hosting an
<a href="https://www.eenet.ca/article/international-webinar-series-housing-first">
International webinar series on Housing First</a>. <o:p></o:p></p>
<p class="MsoNormal">The OHFRN-COI is a network of policy-makers, planners, managers, service-providers, researchers, and persons with lived experience. It aims to assist communities across Ontario to develop, evaluate and improve Housing First (HF) programs
based on the Pathways HF model that was tested, adapted, and shown to be effective in the
<a href="https://www.mentalhealthcommission.ca/English/at-home">Mental Health Commission of Canada’s At Home / Chez Soi Demonstration Project.</a>
<o:p></o:p></p>
<p class="MsoNormal">The Housing First Europe Hub is a network of organisations, public authorities and foundations working to scale up Housing First programs across Europe.<o:p></o:p></p>
<p class="MsoNormal">The goals of this webinar series are to bring together the international Housing First community, share evidence-based knowledge, experiences and innovation, build capacity for Housing First programs, and promote high quality implementation
of the Pathways Housing First model. <o:p></o:p></p>
<p class="MsoNormal">The targeted audience for the series is mental health and addictions stakeholders including practitioners, managers, program developers, and policy-makers involved in Housing First through the health and housing sectors. Upcoming webinars

Wilfrid Laurier University</a>, Stephen Gaetz of the <a href="https://www.homelesshub.ca/">Canadian Observatory on Homelessness</a>, Volker Busch-Geertsema of the <a href="https://www.feantsaresearch.org/en/about/research-team">European Observatory on Homelessness</a>,
Deborah Padgett of <a href="http://socialwork.nyu.edu/faculty-and-research/our-faculty/deborah-k-padgett.html">New York University</a>, and Freek Spinnewijn of
<a href="https://www.feantsa.org/en">FEANTSA</a>. <o:p></o:p></li><li class="MsoNormal" style="mso-list:l2 level1 lfo2">In March 2021, <b>the 10-20%</b> webinar will explore the 10-20% of clients who are unsuccessful in ending their homelessness through participation in a HF program.<o:p></o:p></li><li class="MsoNormal" style="mso-list:l2 level1 lfo2">In April 2021, the <b>HF and Women
</b>webinar<b> </b>will examine topics such as Housing First and families and mothers experiencing homelessness, as well as domestic violence. <o:p></o:p></li></ul>

<p class="MsoNormal">A webinar on the new HIFIS Release 4.0.59.1 took place earlier in January with close to 100 participants attending. This webinar was an occasion for ESDC’s Homelessness Policy Directorate to walk participants through the new Coordinated
Access module as well as demonstrate its new functionalities. The webinar will be available in both official languages on the
