<p class="MsoNormal">Reaching<span lang="EN-US"> Home: Canada’s Homelessness Strategy supports communities, like the Regional Municipality of Wood Buffalo in Alberta, to drive reductions in homelessness using a coordinated, data-driven approach.
<o:p></o:p></span></p>
<p class="MsoNormal"><span lang="EN-US">In Wood Buffalo, Alberta, an investment of more than $1 million has been made through the Tawâw Housing First
</span>Partnerships<span lang="EN-US"> between </span><a href="https://wbhousing.ca/"><span lang="EN-US">Wood Buffalo Housing</span></a><span lang="EN-US">,
</span><a href="https://www.woodbuffalowellnesssociety.com/"><span lang="EN-US">Wood Buffalo Wellness Society</span></a><span lang="EN-US"> and
</span><a href="https://mcmurraymetis.org/"><span lang="EN-US">McMurray Métis</span></a>
<span lang="EN-US">to convert two buildings into permanent housing. The housing program will include culturally sensitive supports that help the new tenants to recover from addiction, intergenerational trauma, marginalization and feelings of hopelessness in
a supportive environment.<o:p></o:p></span></p>
<p class="MsoNormal"><span lang="EN-US">“There have been tears of joy, relief and excitement that we as a community will truly now
</span>be<span lang="EN-US"> able to elicit change with this program,” said Anne Packham, Executive Director of Wood Buffalo Wellness Society.<o:p></o:p></span></p>
<p class="MsoNormal"><span lang="EN-US">The </span><a href="https://www.rupertsland.org/"><span lang="EN-US">Rupertsland Institute</span></a><span lang="EN-US">, which is part of the
</span><a href="http://albertametis.com/"><span lang="EN-US">Métis Nation of Alberta</span></a><span lang="EN-US">, will be involved in the project to provide employment services to help the tenants with their employment
</span>searches<span lang="EN-US"> and reach educational goals.<o:p></o:p></span></p>
<p class="MsoNormal"><span lang="EN-US">“We know once people remove barriers to employment, they will be more receptive to
</span>being<span lang="EN-US"> trained up for work, leading to greater chances of leaving the streets and going to the workforce,” said Bryan Fayant, Disaster and Recovery Strategist with the McMurray

2021: A Recovery Plan for Jobs, Growth, and Resilience<o:p></o:p></span></p>
<p class="MsoNormal">On April 19, 2021, the Government of Canada released <i>Budget 2021: A Recovery Plan for Jobs, Growth, and Resilience.</i><o:p></o:p></p>
<p class="MsoNormal">To support homelessness prevention and reduction efforts in Canada, Budget 2021 proposes to provide:
<o:p></o:p></p>
<ul style="margin-top:0cm" type="disc">
<li class="MsoNormal" style="mso-list:l4 level1 lfo3">An additional <b>$567 million over two years, beginning in 2022-23, to Employment and Social Development Canada for Reaching Home</b>; and,<o:p></o:p></li><li class="MsoNormal" style="mso-list:l4 level1 lfo3"><b>$45 million over two years, beginning in 2022-23, for Employment and Social Development Canada to pilot a program aimed at reducing veteran homelessness</b> through the provision of rent supplements and
wrap-around services for homeless veterans such as counselling, addiction treatment, and help finding a job.<o:p></o:p></li></ul>
<p class="MsoNormal">Budget 2021 also proposes to provide an additional <b>$2.5 billion over seven years, starting in 2021-22</b>, to the Canada Mortgage and Housing Corporation (CMHC), including:<o:p></o:p></p>
<ul style="margin-top:0cm" type="disc">
<li class="MsoNormal" style="mso-list:l2 level1 lfo5">An additional <b>$1.5 billion for the Rapid Housing Initiative in 2021-22</b> to address the urgent housing needs of vulnerable Canadians by providing them with adequate affordable housing in short order.
At least 25 per cent of this funding would go towards women-focused housing projects, and units would be constructed within 12 months of when funding is provided to program applicants. Overall, this new funding will
<b>add a minimum of 4,500 new affordable units to Canada’s housing supply</b>, building on the 4,700 units already funded in the 2020
<i>Fall</i> <i>Economic Statement </i>through its $1 billion investment;<o:p></o:p></li><li class="MsoNormal" style="mso-list:l2 level1 lfo5"><b>$600 million over seven years, starting in 2021-22, to renew and expand the Affordable Housing Innovation Fund</b>, which encourages new funding models and innovative building techniques in the affordable
housing sector. To date, this program has committed funding to support the creation of over 17,600 units, including more than 16,300 affordable housing units and units for persons with accessibility challenges. This new funding will support the creation of
up to 12,700 more units, bringing the total to over 30,000 units;<o:p></o:p></li><li class="MsoNormal" style="mso-list:l2 level1 lfo5"><b>$315.4 million over seven years, starting in 2021-22, through the Canada Housing Benefit</b>, to increase direct financial assistance for low-income women and children fleeing violence to help with their
rent payments; and,<o:p></o:p></li><li class="MsoNormal" style="mso-list:l2 level1 lfo5"><b>$118.2 million over seven years, starting in 2021-22, through the Federal Community Housing Initiative</b>, to support community housing providers that deliver long-term housing to many of our most vulnerable.<o:p></o:p></li></ul>

<p class="MsoNormal">The <a href="https://www.canada.ca/en/employment-social-development/programs/homelessness/publications-bulletins/national-shelter-study.html">
National Shelter Study – Emergency shelter use in Canada 2005 to 2016</a> is now available on the ESDC website. The Study uses emergency shelter data collected from 2005 to 2016 to establish a baseline count and description of the characteristics of the homeless
population in Canada. <o:p></o:p></p>
<p class="MsoNormal"><span lang="EN">This report expands on findings included in the
</span><a href="https://www.canada.ca/en/employment-social-development/programs/homelessness/reports-shelter-2016.html"><span lang="EN">National Shelter Study 2005-16 Highlights Report</span></a><span lang="EN">, which was released in August 2019. For example,
it includes additional age-specific profiles of homeless shelter use, and more insights into Indigenous homelessness. It also includes more detailed information about the methodology.
</span><o:p></o:p></p>
<p class="MsoNormal">Emergency shelter use is the best available indicator of large-scale trends in homelessness, and the results of this study are important for understanding homelessness in Canada. The report provides information about the average shelter
occupancy rate, the number of times shelter beds were used, the overall number of Canadians using shelters annually and the length of stay by individuals using Canada’s emergency shelter system. It also examines the demographic characteristics of shelter users
and changes in the shelter-using population over the past decade. <o:p></o:p></p>
<p class="MsoNormal">The report is<span lang="EN"> based on data collected through the
</span><a href="https://www.canada.ca/en/employment-social-development/programs/homelessness/hifis.html"><span lang="EN">Homeless Individuals and Families Information System (HIFIS)</span></a><span lang="EN"> and data sharing agreements with communities and
service providers. It includes anonymous information from approximately 2.5 million shelter stays that occurred at over 200 of the approximately 400 emergency shelters across Canada between 2005 and 2016</span>.

</span><a href="https://www.cmhc-schl.gc.ca/en/professionals/project-funding-and-mortgage-financing/funding-programs/all-funding-programs/housing-supply-challenge"><span lang="EN-US">Housing Supply Challenge</span></a><span lang="EN-US"> invites citizens, stakeholders,
and experts from across Canada to propose innovative solutions to the barriers which limit the creation of new housing. Through the launch of a number of unique rounds, the Challenge aims to address obstacles to housing supply and affordability, enhance community
engagement, cultivate collaboration and partnerships, and inspire others to scale or adapt ideas for a “Canada-wide impact”.

<p class="MsoNormal"><span lang="EN-US">The CMHC is excited to announce that the second round of the challenge will be launching in June 2021. Titled
<i>Getting Started: Pre-development Processes</i>, this round will look to identify ideas and solutions to improve the pre-development processes for housing construction in Canada. It is an opportunity to design and develop implementable and local solutions
which improve the development of housing that is affordable.<o:p></o:p></span></p>

honestly shared: a brave new strategy that can help end homelessness?</a>” prepared by Matt Downie,
<a href="https://www.crisis.org.uk/about-us/the-crisis-blog/blogger-profiles/matt-downie-mbe/">
Director of Policy at Crisis UK</a>. <o:p></o:p></p>
<p class="MsoNormal">The article highlights the Built for Zero (BfZ) programmes in North America, which suggest that bringing a community together around a real-time, honest appraisal of data at an individual level can produce new ideas and energy for solving
homelessness. This approach is currently being trialled by <a href="https://www.crisis.org.uk/about-us/">
Crisis</a>, a non-profit focused on homelessness in the United Kingdom. <o:p></o:p></p>
<p class="MsoNormal">Specifically, the article highlights successful elements across Canadian and American communities, such as Edmonton, Alberta, Rockford, Illinois, and London, Ontario, who have achieved reductions in chronic homelessness through real-time
data on people experiencing homelessness, including: <o:p></o:p></p>
