<p class="MsoNormal"><span lang="FR-CA">La communauté de la région de Niagara a dressé sa liste nominative complète et uniquement à partir des données des clients provenant de son
</span><a href="https://www.canada.ca/fr/emploi-developpement-social/programmes/sans-abri/sisa.html"><span lang="FR-CA">Système d’information sur les personnes et les familles sans abri</span></a><span lang="FR-CA"> (SISA), le système d’information sur la gestion
de l’itinérance de Vers un chez-soi.<o:p></o:p></span></p>
<p class="MsoNormal"><span lang="FR-CA">En utilisant des données provenant directement du SISA pour créer sa liste nominative, la communauté a pu recueillir des données en temps réel sans avoir à les reconfigurer au moyen de ressources supplémentaires comme
Excel. En plus de fournir des données en temps réel, l’approche de la région de Niagara a permis de minimiser le chevauchement des efforts, d’améliorer la fiabilité des données et de réduire le temps et les efforts que les ressources humaines auraient eu à
consacrer, de façon continue, à l’extraction et à la reconfiguration des données.

<p class="MsoNormal"><span lang="FR-CA">Le webinaire de formation portant sur le RCMI qui a eu lieu le 6 mai a été présenté conjointement par EDSC et le Groupe de travail sur l’études de cas du RCMI. Il était composé de représentants des entités communautaires
(EC) de Regina (Saskatchewan) et de Windsor (Ontario) ainsi que d’une représentante de l’Alliance canadienne pour mettre fin à l’itinérance (ACMFI). EDSC aimerait profiter de l’occasion encore une fois pour remercier les membres du Groupe de travail sur l’étude
de cas du RCMI d’y avoir consacré temps et expertise pour assurer la réussite de ce webinaire!<o:p></o:p></span></p>
<p class="MsoNormal"><span lang="FR-CA">Plus de 20 conseils ont été offerts par les membres du Groupe de travail sur l’étude de cas du RCMI pendant ce webinaire de formation. Voici quelques points saillants :<o:p></o:p></span></p>

<li class="MsoNormal" style="mso-list:l3 level1 lfo5"><span lang="FR-CA">L’EC de Regina a indiqué que les questions ouvertes de la section 1 leur ont permis de préparer le terrain pour rédiger leur rapport et de mettre en contexte les progrès réalisés dans
la mise en œuvre du programme Vers un chez-soi. Par exemple, leur rapport indiquera que le rôle de l’EC vient d’être transféré à une organisation dirigée par des Autochtones et que le fait de solliciter des organisations et des projets dirigés par des Autochtones
représentait l’une des principales priorités de la communauté.<o:p></o:p></span></li><li class="MsoNormal" style="mso-list:l3 level1 lfo5"><span lang="FR-CA">L’EC de Regina mentionne également qu’elle répondra « en développement » à la question 2.8, qui vise à savoir si des points d’accès sont disponibles sous une forme ou une autre dans l’ensemble
de la région géographique de la communauté désignée. Même si Regina n’a pas encore mis en œuvre l’accès coordonné, elle a dirigé une vaste consultation communautaire auprès des fournisseurs de services et des personnes ayant un vécu expérientiel afin d’orienter
le plan de désignation des points d’accès. Son plan consiste à utiliser des points d’accès qui tiennent compte de la façon dont les gens utilisent les services dans la communauté au quotidien.<o:p></o:p></span></li><li class="MsoNormal" style="mso-list:l3 level1 lfo5"><span lang="FR-CA">L’EC de Windsor a dressé un aperçu des modèles de gouvernance qu’elle a mis en œuvre tant pour l’accès coordonné que pour le SISA. Ces modèles leur permettent de veiller à ce que ces systèmes
répondent aux besoins de la communauté.<o:p></o:p></span></li><li class="MsoNormal" style="mso-list:l3 level1 lfo5"><span lang="FR-CA">La représentante de l’ACMFI a proposé que les communautés qui ont rempli les fiches d’évaluation de l’ACMFI portant sur les listes nominatives et l’accès coordonné pourraient s’en servir
lorsqu’elles remplissent la section 2 du RCMI, puisque les questions sont harmonisées dans les deux outils.<o:p></o:p></span></li><li class="MsoNormal" style="mso-list:l3 level1 lfo5"><span lang="FR-CA">EDSC a précisé que les communautés qui ont une liste d’identificateurs uniques dont les données ne sont pas reproduites et sont disponibles pour un ou les deux exercices financiers, mais
qui ne peuvent produire que des résultats mensuels (p. ex. les gabarits de Prêt pour zéro Canada en Excel) ont deux options pour saisir les données dans leur premier RCMI :<o:p></o:p></span></li></ul>

à la déclaration annualisée sans dédoublement une fois que les données du SGII pourront être générées. Si les communautés choisissent de déclarer des données mensuelles, elles doivent l’indiquer à la question 2.19 (dans les commentaires), à la question 3.7
(la période visée par les données) et aux questions 4.12 à 4.16 (dans les commentaires).<o:p></o:p></span></p>
<p class="MsoNormal" style="margin-left:36.0pt"><span lang="FR-CA">Un rappel que les communautés n’ont pas besoin de déclarer de données pour une année complète pour être en mesure de produire un rapport à la section 3. Toutefois, les communautés auront besoin
d’une liste <i>exhaustive</i> en place <i>pendant une année complète</i> pour être en mesure de faire rapport à la section 4.

HIFIS to Create their By-Name List<o:p></o:p></span></p>
<p class="MsoNormal">The community of Niagara Region has developed a comprehensive By-Name List (BNL) solely using client data from their
<a href="https://www.canada.ca/en/employment-social-development/programs/homelessness/hifis.html">
Homeless Individuals and Families Information System</a> (HIFIS), Reaching Home’s Homelessness Management Information System.<o:p></o:p></p>
<p class="MsoNormal">Drawing on data directly from HIFIS to create its BNL has allowed the community to gather data in real-time and forgo the need to reconfigure it through additional resources such as Excel. In addition to providing real-time data, Niagara’s
approach has also reduced the duplication of work, improved data reliability, and saved them time and human resources that would otherwise be required to pull and reconfigure data on an ongoing basis.
<o:p></o:p></p>
<p class="MsoNormal">Having a real-time BNL of all people experiencing homelessness in the community has allowed Niagara to measure the extent and nature of homelessness in their local area, including inflows, outflows, and the needs of those who are currently
experiencing homelessness at any given time. As a <a href="https://bfzcanada.ca/">
Built for Zero Canada</a> community, Niagara Region’s data-driven approach has and continues to support the community towards its goals of ending chronic homelessness and implementing a data-driven decision-making approach.
<o:p></o:p></p>
<p class="MsoNormal">Overall, the Niagara Region is seen as a leader in terms of looking at homelessness through the lens of system and individual-level improvements. They have created a solution solely through HIFIS data and dedication, while driving the importance
of writing the right code and leveraging HIFIS as the reliable source for their BNL.<o:p></o:p></p>

<p class="MsoNormal">On May 4, 2021, the Honorable Ahmed Hussen, Minister of Families, Children and Social Development,
<a href="https://www.canada.ca/en/employment-social-development/news/2021/04/reaching-home-call-for-concept.html">
launched a call for concepts for innovative projects</a> under the pan-Canadian portion of Reaching Home’s
<a href="https://www.canada.ca/en/employment-social-development/services/funding/homeless/innovation.html">
Community Capacity and Innovation funding stream</a>, which supports communities with the implementation of coordinated access and provides project-specific contributions to foster innovation in the homeless-serving sector.

<p class="MsoNormal">The Government of Canada is providing funding for scalable projects that will test and develop new and innovative approaches to addressing homelessness in communities across the country. The overall funding available for new projects is

<p class="MsoNormal">On May 6, 2021, the Homelessness Policy Directorate (HPD) hosted a training webinar on the Community Homelessness Report (CHR). The CHR is a reporting tool for Reaching Home communities receiving funding from the Designated Communities
stream (outside of Quebec), as well as those receiving funding from the Territorial Homelessness stream.

<p class="MsoNormal">The CHR training webinar that took place on May 6<sup>th</sup> was a joint presentation between ESDC and the CHR Case Study Working Group, which included Community Entity (CE) representatives from Regina (Saskatchewan) and Windsor (Ontario)
as well as a representative from the Canadian Alliance to End Homelessness (CAEH). ESDC would like to take this opportunity once again to thank the CHR Case Study Working Group members for contributing their time and expertise that helped to make this webinar
a success!<o:p></o:p></p>
<p class="MsoNormal">Over 20 tips were shared by CHR Case Study Working Group members during this training webinar. Here are some of the highlights:<o:p></o:p></p>
<ul style="margin-top:0cm" type="disc">
<li class="MsoNormal" style="mso-list:l3 level1 lfo5">The CE in Regina shared that the open-ended questions of Section 1 gave them an opportunity to set the stage for their report and provide context for the progress they have made with the implementation of
Reaching Home. For example, they will be identifying that the CE role was recently transferred to an Indigenous-led organization and that recruiting Indigenous-led organizations and projects was one of the community’s main priorities.<o:p></o:p></li><li class="MsoNormal" style="mso-list:l3 level1 lfo5">The CE in Regina also shared that they will be answering ‘Under development’ for question 2.8, which asks if access points are available in some form throughout the DC geographic area. While Regina has not
yet implemented Coordinated Access, they led an extensive amount of community consultation with service providers and people with lived experience to inform their plan for access points. Their plan is to use access points that reflect how people navigate services
in the community day-to-day.<o:p></o:p></li><li class="MsoNormal" style="mso-list:l3 level1 lfo5">The CE in Windsor provided an overview of the governance models they have implemented for both Coordinated Access and HIFIS, which help ensure that these systems are meeting the needs of their community.<o:p></o:p></li><li class="MsoNormal" style="mso-list:l3 level1 lfo5">The CAEH representative suggested that communities who have completed the CAEH By-Name List and Coordinated Access Scorecards could have them on hand when completing Section 2 of the CHR, as the questions
are aligned in both tools.<o:p></o:p></li><li class="MsoNormal" style="mso-list:l3 level1 lfo5">ESDC clarified that communities that have a unique identifier list (List) where data is unduplicated and available for one or both fiscal years, but can only generate monthly results (e.g., Built For Zero-Canada
Excel templates) have two options for entering data in their first CHR:<o:p></o:p></li></ul>

</span></span></span><![endif]>For Section 3 and Section 4: Report data for the last month of data in each fiscal year (e.g., March 2020 and March 2021), for example using your Built for Zero-Canada data, which is also reported monthly.

<p class="MsoNormal" style="margin-left:36.0pt">Monthly reporting is an interim, optional measure, which would enable communities to share results in their first CHR, recognizing that there would be an expectation to shift to annualized, unduplicated data reporting
once data from the HMIS can be generated. If communities choose to report monthly data, they should indicate this in question 2.19 (in the comments), in question 3.7 (the date range for data) and in questions 4.12 to 4.16 (in the comments).<o:p></o:p></p>
<p class="MsoNormal" style="margin-left:36.0pt">A reminder that communities do not need data for a full year to be able to report in Section 3. However, communities will need a
<i>comprehensive</i> List in place <i>for a full year</i> to be able to report in Section 4.
