Medicine Hat (Alberta) atteint le zéro fonctionnel de l’itinérance chronique<o:p></o:p></span></p>
<p class="MsoNormal"><span lang="FR-CA">Medicine Hat a marqué l’histoire en devenant la première ville au Canada à atteindre le zéro fonctionnel de l’itinérance chronique, c’est-à-dire que trois personnes ou moins sont en situation d’itinérance chronique dans
la communauté et que cette situation est maintenue pendant au moins trois mois consécutifs.<o:p></o:p></span></p>
<p class="MsoNormal"><span lang="FR-CA">Medicine Hat a été à l’avant-garde de nombreuses stratégies qui constituent des éléments clés du programme Vers un chez-soi, notamment Logement d’abord, la prise de décisions fondées sur des données, un leadership local
efficace et inclusif et l’élaboration d’un système local coordonné de lutte contre l’itinérance, ou système d’accès coordonné.<o:p></o:p></span></p>
<p class="MsoNormal"><span lang="FR-CA">Depuis 2009, la communauté a hébergé plus de 1 323 personnes, dont 358 en situation d’itinérance chronique, dans le cadre des programmes de Logement d’abord. On y a également réduit le recours aux refuges de 64 % globalement.<o:p></o:p></span></p>
<p class="MsoNormal"><span lang="FR-CA">« Grâce à la persévérance, au changement progressif, au développement et à la remise en question des croyances, Medicine Hat est devenue une communauté prête à s’attaquer aux systèmes, à s’engager dans des conversations
difficiles et à déployer les efforts nécessaires afin de trouver une issue favorable pour les personnes qui font partie de la population vulnérable », déclare Jaime Rogers, directeur du développement des personnes en situation d’itinérance et du logement pour
la Société de logement communautaire de Medicine Hat.<o:p></o:p></span></p>

3 de la </span><a href="https://www.canada.ca/fr/services-publics-approvisionnement/services/ruse.html"><span lang="FR-CA">Réserve d’urgence pour les services essentiels</span></a><span lang="FR-CA"> du gouvernement du Canada.<o:p></o:p></span></p>
<p class="MsoNormal"><span lang="FR-CA">La Réserve d’urgence pour les services essentiels permet aux entreprises et organisations admissibles de recevoir de l’ÉPI et des fournitures essentielles pour répondre à des besoins à court terme urgents et protéger
les travailleurs de première ligne. L’ÉPI et les fournitures essentielles sont fournis gratuitement aux entreprises et organisations des secteurs des services essentiels selon le principe de la récupération des coûts et aux organisations au service des communautés
autochtones, aux secteurs des services sociaux, ainsi qu’aux gouvernements provinciaux ou territoriaux.<o:p></o:p></span></p>

<p class="MsoNormal"><span lang="FR-CA">Le Conseil national d’itinérance chez les Autochtones est très heureux d’annoncer l'embauche d’un navigateur de système, qui collaborera avec les entités communautaires et les conseils consultatifs communautaires autochtones
dans le cadre de Vers un chez-soi : la stratégie canadienne de lutte contre l’itinérance, ainsi que les fournisseurs de services autochtones et les gardiens du savoir de partout au Canada dans le cadre de l’élaboration d’un « outil d’évaluation » autochtone.<o:p></o:p></span></p>
<p class="MsoNormal"><span lang="FR-CA">Le Conseil national d’itinérance chez les Autochtones est un collectif d’entités communautaires autochtones de Vers un chez-soi et de représentants de conseils consultatifs communautaires autochtones de partout au Canada.<o:p></o:p></span></p>
<p class="MsoNormal"><span lang="FR-CA">La nécessité d’un « outil d’évaluation » propre aux Autochtones a été soulevée par les fournisseurs de services autochtones du secteur des services aux personnes en situation d’itinérance. Cet outil mettra fortement l’accent
sur les relations et sera holistique, tiendra compte des traumatismes, sera fondé sur les forces et adapté aux particularités culturelles. L’outil permettra de déterminer les services et les dispositifs de soutien nécessaires aux personnes et aux familles
en situation d’itinérance ou à risque d’itinérance dans le cadre de leur cheminement.<o:p></o:p></span></p>
<p class="MsoNormal"><span lang="FR-CA">Irene Gonneau, titulaire d’une maîtrise en travail social (M.S.S.) et travailleuse sociale autorisée, apportera à ce poste une richesse de connaissances et d’expérience en matière de recherche sur les communautés autochtones,

Functional Zero Chronic Homelessness<o:p></o:p></span></p>
<p class="MsoNormal"><span style="line-height:106%">Medicine Hat has made history by becoming the first city in Canada to achieve functional zero chronic homelessness, which means that three or fewer individuals are experiencing chronic homelessness in the
community and that this has been sustained for at least three consecutive months.
<o:p></o:p></span></p>
<p class="MsoNormal"><span style="line-height:106%">Medicine Hat has been at the forefront of many strategies that are key elements of the Reaching Home program, including Housing First, data-driven decision making, effective and inclusive local leadership,
and the development of a coordinated local homelessness system, or Coordinated Access system.<o:p></o:p></span></p>
<p class="MsoNormal"><span style="line-height:106%">Since 2009, the community has housed more than 1,323 individuals, 358 of those experiencing chronic homelessness, through Housing First programs. They have also reduced shelter use by 64% overall.
<o:p></o:p></span></p>
<p class="MsoNormal"><span style="line-height:106%"> “Through perseverance, progressive change, the development and a reconsideration of beliefs, Medicine Hat has become a community willing to take on the systems, engage in the difficult conversations and move
towards finding a successful outcome for those within the vulnerable population,” says Jaime Rogers, Manager of Homeless & Housing Development for Medicine Hat Community Housing Society.

Indigenous Housing: The Direction Home</a> report to the House of Commons. This report provides recommendations to support Indigenous-led housing initiatives, including developing a national housing strategy for Indigenous peoples living in urban, rural, and
northern areas. This report also suggests steps to ensure federal government programs align more closely with the needs of Indigenous peoples living off reserve.

West, </span><a href="https://www.canada.ca/en/employment-social-development/news/2021/05/social-development-partnerships-program0.html"><span style="line-height:106%">launched two calls for proposals</span></a><span style="line-height:106%"> for a total of
up to $39 million over five years for projects to support financial empowerment and the social inclusion of vulnerable children and youth. The funding will be provided through the Children and Families component of the
</span><a href="https://www.canada.ca/en/employment-social-development/programs/social-development-partnerships.html"><span style="line-height:106%">Social Development Partnerships Program</span></a><span style="line-height:106%"> (SDPP).<o:p></o:p></span></p>
<p class="MsoNormal"><span style="line-height:106%">The SDPP works in partnership with not-for-profit and other organizations to help improve the quality of life for persons with disabilities, children and families and other vulnerable populations.<o:p></o:p></span></p>

<a href="https://www.canada.ca/en/public-services-procurement/services/escr.html">
Essential Services Contingency Reserve</a> (ESCR).<o:p></o:p></p>
<p class="MsoNormal">The ESCR provides eligible businesses or organizations with access to PPE and critical supplies to address urgent, short-term needs and protect frontline workers. PPE and critical supplies are provided at no cost to businesses and organizations
in essential service sectors on a cost recovery-basis and to organizations serving Indigenous communities, the social service sector, and provincial or territorial governments.<o:p></o:p></p>
<p class="MsoNormal">Organizations eligible for the ESCR’s <b>Stream 3: Social service sectors</b> are those who provide services-based social programs in support of personal, social and emotional well-being. These include health care, housing and social development
programming provided by organizations such as:<o:p></o:p></p>
<ul style="margin-top:0cm" type="disc">

<p class="MsoNormal">The National Indigenous Homelessness Council is very pleased to share the news of the hiring of the Indigenous Homelessness Systems Pathfinder, who will work with Indigenous Community Entities and Community Advisory Boards under Reaching
Home: Canada’s Homelessness Strategy, as well as Indigenous service providers and Knowledge Keepers from across Canada on the development of an Indigenous “assessment tool”.<o:p></o:p></p>
<p class="MsoNormal">The National Indigenous Homelessness Council is a collective of Reaching Home Indigenous Community Entities and Indigenous Community Advisory Board representatives from across Canada.<o:p></o:p></p>
<p class="MsoNormal">The need for an Indigenous-specific “assessment tool” has been raised by Indigenous service providers in the homeless serving sector. This tool will have a strong emphasis on relationships, will be holistic, trauma-informed, strengths-based
and culturally relevant. The purpose of the tool is to help determine which services and supports individuals and families who are experiencing or at risk homelessness need on their journeys.<o:p></o:p></p>
<p class="MsoNormal">Irene Gonneau, Master of Social Work (MSW), Registered Social Worker (RSW), brings to the role a wealth of knowledge and experience conducting Indigenous community research, community engagement, program development and clinical assessments.
She started in her role in mid-May and will be carrying out this project until March 2022. The position is housed at the
