<p class="MsoNormal"><span lang="FR-CA">Au Nouveau-Brunswick, la Ville de Moncton, une communauté qui reçoit du financement en vertu du volet de financement Communautés désignées de
</span><a href="https://www.canada.ca/fr/emploi-developpement-social/programmes/sans-abri.html"><span lang="FR-CA">Vers un chez-soi</span></a><span lang="FR-CA">, en est à la troisième année de son plan triennal visant à mettre fin à l’itinérance chronique.
L’objectif de Moncton est d’atteindre le zéro fonctionnel en matière d’itinérance chronique d’ici 2023. Cela signifie que le nombre de personnes en situation d’itinérance chronique devra être de zéro ou, s’il n’est pas de zéro, de 3 personnes ou de 0,1 % du
nombre total de personnes en situation, lequel est le plus élevé. La ville obtient du succès au travers la mise en œuvre de stratégies clés pour augmenter la rétention du logement dans sa communauté.<o:p></o:p></span></p>
<p class="MsoNormal"><span lang="FR-CA">En vertu de Vers un chez-soi, les Communautés désignées doivent mettre en œuvre un système d’Accès coordonné qui, entre autres, aide à fournir des données plus détaillées sur la population itinérante locale. Moncton,
qui est aussi une communauté de </span><a href="https://fr.bfzcanada.ca/"><span lang="FR-CA">Prêt pour zéro Canada</span></a><span lang="FR-CA">, utilise une
</span><a href="https://fr.bfzcanada.ca/listes-par-nom/"><span lang="FR-CA">liste par nom</span></a><span lang="FR-CA"> pour coordonner les efforts déployés par différentes agences afin d’adopter une approche axée sur la personne pour mieux soutenir les personnes
en situation d’itinérance.<o:p></o:p></span></p>
<p class="MsoNormal"><span lang="FR-CA">De plus, lorsque des individus sont logés à Moncton, ils sont assignés à une agence communautaire afin d’obtenir du soutien. L’agence accompagne l’individu lors de visites de logements et établit une relation avec lui.
En cas de problème, les propriétaires peuvent communiquer avec l’agence communautaire pour envisager des mesures et prévenir les évictions.<o:p></o:p></span></p>
<p class="MsoNormal"><span lang="FR-CA">Afin de soutenir davantage ce travail, le Greater Moncton Homelessness Steering Committee (comité directeur de l’itinérance du grand Moncton) a mis sur pied un
</span><a href="https://tj.news/telegraph-journal/101752646"><span lang="FR-CA">poste de liaison avec les propriétaires</span></a><span class="MsoHyperlink"><span lang="FR-CA"> de logements</span></span><span lang="FR-CA">, qui consiste notamment à recruter
des propriétaires du marché privé prêts à réserver des unités et à accepter des suppléments au loyer du gouvernement provincial. Le titulaire de ce poste travaillera également à la prévention des évictions en agissant à titre d’intermédiaire entre les gestionnaires
de cas et les propriétaires. Actuellement, à Moncton, le taux de personnes retournant à l’itinérance en raison d’évictions est d’environ 4 %.<o:p></o:p></span></p>

les personnes dans cette situation, les travailleurs et les bénévoles. Les communautés dans l’ensemble du Canada ont fait preuve d’un dévouement, d’une compassion et d’une adaptabilité extraordinaires dans leurs efforts afin de garder en sécurité certains
des Canadiens les plus vulnérables. <o:p></o:p></span></p>

et qui ont maintenant un endroit qu’ils peuvent qualifier de chez soi. Soyez assurés que vos efforts et votre dévouement considérables sont reconnus et appréciés.<o:p></o:p></span></p>

et les professionnels sont invités à soumettre des idées et des solutions pour améliorer la chaîne d’approvisionnement en matière de logements du Canada dans les régions nordiques et éloignées. Le Cycle Accès Nord dispose d’une enveloppe pouvant atteindre
80 millions de dollars pour financer et mettre en œuvre des idées visant à éliminer ces obstacles.<o:p></o:p></span></p>

municipalités peuvent jouer dans la relance nationale, après la pandémie de COVID-19, et qui met l’accent sur le besoin de logement sûr et à prix abordable pour tous.<o:p></o:p></span></p>
<p class="MsoNormal"><span lang="FR-CA">Le rapport mentionne que la relance du Canada représente un moment crucial pour réaliser l’objectif commun d’éliminer l’itinérance chronique dans le pays. Le rapport fait un certain nombre de suggestions pour atteindre
cet objectif, notamment fixer un calendrier incluant des étapes claires et de cibles mesurables et assurer la viabilité des solutions de logement avec services de soutien.<o:p></o:p></span></p>

<p class="MsoNormal"><span style="line-height:106%">In New Brunswick, the City of Moncton, a community receiving funding under
</span><a href="https://www.canada.ca/en/employment-social-development/programs/homelessness.html"><span style="line-height:106%">Reaching Home</span></a><span style="line-height:106%">’s Designated Communities (DC) funding stream is in the third year of its
three-year plan guiding work to end chronic homelessness. Moncton’s goal is to achieve functional zero by 2023, which means that the number of people experiencing chronic homelessness is zero, or if not zero, then either 3 or .1% of the total number of individuals
experiencing homelessness, whichever is greater. The city is seeing success through the implementation of key strategies to boost housing retention in their community.

<p class="MsoNormal">Additionally<span style="line-height:106%">, when individuals are housed in Moncton they are assigned to a community agency for support. The agency will attend viewings with the individual and build a relationship with them. If an issue
arises, landlords can also reach out to the community agency to consider alternative actions and prevent evictions.

<p class="MsoNormal"><span style="line-height:106%">To further support this work, the Greater Moncton Homelessness Steering Committee (GMHSC) has also introduced a
</span><a href="https://tj.news/telegraph-journal/101752646"><span style="line-height:106%">landlord liaison position</span></a><span style="line-height:106%">, which involves recruiting private market landlords who are willing to set aside units and accept
rent subsidies from the provincial government. This position also supports eviction prevention, by acting as an intermediary between case managers and landlords. The rate of people returning to homelessness from evictions in Moncton is currently around four
percent. <o:p></o:p></span></p>

<p class="MsoNormal">Communities and individuals across Canada have faced enormous challenges during the pandemic and those who support individuals experiencing homelessness have worked tirelessly to help some of the most at-risk Canadians during these difficult
times. In January 2022, the Homelessness Policy Directorate released the following letter to acknowledge the sector’s dedication and hard work since the onset of the pandemic.<o:p></o:p></p>

has also forced necessary adjustments to the delivery of essential services for people experiencing homelessness. While recent months may have provided some communities with an opportunity to pivot toward recovery, with the arrival of colder weather and this
new variant, we know that most have returned to some form of crisis management related to the pandemic.<o:p></o:p></span></p>

<p class="MsoNoSpacing"><span style="font-size:12.0pt;font-family:"Arial",sans-serif">The response to COVID-19 within the homeless-serving sector has been crucial in managing the spread of the virus among people experiencing homelessness, workers and volunteers.
Communities across Canada have displayed extraordinary dedication, compassion, and adaptability in their efforts to keep some of the most vulnerable Canadians safe.
