<p class="MsoNormal"><span lang="FR-CA">Le 3 février 2022, l’honorable Ahmed Hussen, ministre du Logement et de la Diversité et de l’Inclusion, a annoncé la nomination de Marie-Josée Houle au poste de première défenseure fédérale du logement (DFL) du Canada.</span><span lang="FR-CA" style="line-height:106%"><o:p></o:p></span></p>
<p class="MsoNormal"><span lang="FR-CA">Le rôle de la DFL est de promouvoir et de protéger les droits au logement au Canada en menant des recherches indépendantes, en consultant des personnes ayant une expérience vécue des besoins en matière de logement et,
ou d’itinérance, en travaillant avec les groupes vulnérables et les organismes de la société civile, ainsi qu’en examinant et en évaluant des propositions sur les enjeux systémiques de logement relevant de compétence fédérale.</span><span lang="FR-CA" style="line-height:106%"><o:p></o:p></span></p>

<p class="MsoNormal"><span lang="FR-CA">Un programme de logement pour besoins complexes, le tout premier du genre, sera bientôt à la disposition des personnes les plus vulnérables de la Colombie-Britannique ayant besoin d’un soutien plus poussé que ce qu’offre
le modèle de logement actuel. Le logement pour besoins complexes adopte une toute nouvelle approche pour répondre aux besoins des gens aux prises avec des défis de santé mentale, des enjeux liés à la consommation de substance, des traumas et des lésions cérébrales
acquises, qui se retrouvent souvent en situation d’itinérance. Ce programme offrira un niveau accru de services en santé et sociaux intégrés afin de desservir les gens là où ils vivent. Les quatre premiers sites de logement seront à Surrey, à Abbotsford et
à Vancouver.</span><span lang="FR-CA"><o:p></o:p></span></p>
<p class="MsoNormal"><span lang="FR-CA">« Pendant trop longtemps, les personnes vivant des enjeux complexes de santé mentale, de dépendance aux substances ou autres ont eu de la difficulté à obtenir les soins nécessaires, au moment et à l’endroit où ils en
avaient besoin, de dire Sheila Malcolmson, ministre de la Santé mentale et des Dépendances. Cette approche novatrice aidera les plus vulnérables de notre province à obtenir des soins de qualité et un logement stable, en plus d’aider nos villes à bâtir des

progressive du droit à un logement suffisant</span></strong> est un de ses </span>

</span></a><span lang="FR-CA" style="background:white">d’effectuer une recension et une analyse des textes tant internationaux que nationaux portant sur ce sujet. Cette recherche servira aux recommandations qui seront éventuellement transmises au ministre du

avenues permettant de concrétiser ce droit dans le contexte canadien. Ce qui en ressort, c’est le rôle que les gouvernements fédéral, provinciaux et municipaux joueront ainsi que certains des défis et réussites vécus depuis la promulgation de la

<p class="MsoNormal"><span style="line-height:106%">On February 3, 2022, the Honorable Ahmed Hussen, Minister of Housing and Diversity and Inclusion, announced the appointment of Marie-Josée Houle as Canada’s First Federal Housing Advocate (FHA)<o:p></o:p></span></p>
<p class="MsoNormal"><span style="line-height:106%">The role of the FHA is to promote and protect housing rights in Canada by independently conducting research, consulting individuals with lived experience of housing need and/or homelessness, working with vulnerable
groups and civil society organizations as well as reviewing and assessing submissions on systemic housing issues under federal jurisdiction.<o:p></o:p></span></p>
<p class="MsoNormal"><span style="line-height:106%">The Office of the FHA will be housed within the

<p class="MsoNormal"><span style="line-height:106%;background:white">The Accessible Canada Partnerships stream under the Social Development Partnerships Program – Disability Component (SDPP-D) provides contribution funding to projects that increase capacity
and enhance leadership within </span><span style="line-height:106%">the<span style="background:white"> disability stakeholder community for taking action to remove existing barriers to accessibility and inclusion and prevent future barriers from emerging.
Additionally, the funding aims to promote partnerships within the disability community as well as the collaboration and partnerships between the disability community and other sectors. In particular, the goal is to support the participation and engagement
of persons with disabilities in the implementation of the </span></span><a href="https://www.canada.ca/en/employment-social-development/programs/accessible-people-disabilities/act-summary.html"><span style="line-height:106%">Accessible Canada Act</span></a>

<p class="MsoNormal">A first-of-its-kind complex-care housing program will soon be available for British Columbia’s most vulnerable people who need a level of support that goes beyond the current housing model. Complex-care housing is a groundbreaking approach
to address the needs of people who have overlapping mental-health challenges, substance-use issues, trauma and acquired brain injuries and who are often left to experience homelessness. This program will provide an enhanced level of integrated health and social
supports that serve people where they live. The first four housing sites will be in Surrey, Abbotsford and Vancouver.<o:p></o:p></p>
<p class="MsoNormal">“For too long, those who suffered from mental-health issues, substance-use or other complex challenges have struggled to get the care they need, when and where they need it,” said Sheila Malcolmson, Minister of Mental Health and Addictions.
“This groundbreaking approach will not only support our province’s most vulnerable to secure quality care and stable housing, it will also help our cities build healthier communities.”<o:p></o:p></p>
<p class="MsoNormal">Complex-care housing is voluntary and integrated within the health-care system with direct connections to treatment and specialized care that could include support from nurses, peer, social workers and other health professionals. These
first four locations will serve approximately 100 people who need enhanced support beyond what is provided in existing supportive housing.<o:p></o:p></p>

</a><span style="line-height:106%;background:white"> (NHC) identified the <strong><span style="font-family:"Arial",sans-serif">progressive realization of the right to adequate housing</span></strong> as one of its
</span><a href="https://www.placetocallhome.ca/en/national-housing-council/media-newsroom/communique-june-2021"><span style="line-height:106%">3 priority areas for 2021 and 2022</span></a><span style="line-height:106%;background:white"> and commissioned the
</span><a href="https://housingrights.ca/"><span style="line-height:106%">National Right to Housing Network
</span></a><span style="line-height:106%;background:white"> (NRHN) to conduct a review and
</span><span style="line-height:106%">analysis<span style="background:white"> of both international and domestic literature on this topic. This research will help inform future recommendations to the Minister of Housing, Diversity, and Inclusion.<o:p></o:p></span></span></p>
<p class="MsoNormal"><span style="line-height:106%">The literature review was commissioned by the NHC to review relevant research on the progressive realization of the right to adequate housing, with particular attention paid to implementation and avenues to
realize this right within the Canadian context. Highlighted is the role federal, provincial and municipal governments will play along with some of the successes and challenges experienced since the enactment of the
</span><a href="https://laws-lois.justice.gc.ca/eng/acts/n-11.2/FullText.html"><span style="line-height:106%">National Housing Strategy Act</span></a><span style="line-height:106%"> in 2019.</span>

<p class="MsoNormal"><span style="line-height:106%">The NHC has also commissioned a separate paper on Indigenous rights, including treaty rights, and the right to adequate housing by Indigenous authors. This upcoming study will help the NHC address Urban, Rural
and Northern Indigenous housing which has been identified as an urgent priority and as a critical gap in the

of substance use and their families and friends (LLEAFF) and is intended for individuals and organizations who partner with or wish to partner with people from LLEAFF groups.
