<p class="MsoNormal">Under <a href="https://www.canada.ca/en/employment-social-development/programs/homelessness.html">
Reaching Home: Canada’s Homelessness Strategy</a>, communities receiving funding under
<a href="https://www.canada.ca/en/employment-social-development/services/funding/homeless/innovation.html">
Community Capacity and Innovation funding stream</a> must adopt an outcomes-based approach, including the implementation of a unique identifier list. A unique identifier list, also known as a By-Name List, makes it possible for a community to measure, share
and monitor outcomes at the local-level.<o:p></o:p></p>
<p class="MsoNormal">The city of Whitehorse, Yukon, has recently found success in addressing homelessness and reducing chronic homelessness through collaborative community partnerships that have proven the value of Coordinated Access and a quality
<a href="https://bfzcanada.ca/by-name-lists/">By-Name List, or Unique identifier list</a>.
<a href="https://caeh.ca/">The Canadian Alliance to End Homelessness’</a> <a href="https://bfzcanada.ca/by-name-lists/">
Built for Zero Canada</a> initiative, defines the quality By-Name List as a real-time list of all known people experiencing homelessness in each community and includes a robust set of data points that support coordinated access and prioritization at a household
level and an understanding of homeless inflow and outflow at a system level. <o:p>
</o:p></p>
<p class="MsoNormal"><a href="https://safeathomeyukon.ca/">The Safe at Home Society</a>, a member of the
<a href="https://www.canada.ca/en/employment-social-development/programs/homelessness/directives.html#h2.3-h3.5">
Community Advisory Board</a> for Territorial Homelessness in Whitehorse, has been able to demonstrate the usefulness of a coordinated, data driven approach to addressing homelessness in the community. “Having the By-Name List has not only allowed us to engage
private landlords and house a fair number of individuals, but it has also created opportunity for more collaboration amongst our partners,” says Neena MacKinnon, Coordinated Access Coordinator at the Safe at Home Society.

<p class="MsoNormal">“Recently, collaboration validated our work developing a Coordinated Access process, as well as, developing a quality By-Name List. Through By-Name List data, we identified an unusually high number of homeless families that needed housing.
Through collaboration with <a href="https://yukon.ca/en/yukon-housing-corporation">
Yukon Housing Corporation</a>, 16 units were allocated to families identified on the By-Name List as high priority. Not only did this decrease the number of families in Whitehorse experiencing homelessness, but also acted as validation for the Coordinated Access
process,” Neena explains. <o:p></o:p></p>
<p class="MsoNormal">Moving forward, the community will focus on developing better partnerships with Indigenous groups, as the By-Name List revealed a disproportionately large percentage of Indigenous Peoples in Whitehorse requiring housing assistance. The
community also plans to identify and replicate best practices for helping clients stay housed and expand on the use of data to support and improve By-Name List and Coordinated Access processes.<o:p></o:p></p>

<p class="MsoNormal">On April 7<sup>th</sup> 2022, the Budget announced a further investment of $562.2 million over two years through Reaching Home, beginning in 2024-25. This funding, which maintains the funding levels from 2023-24, is aimed at providing longer
term certainty for the community organizations doing vitally important work across the country and to ensure they have the support they need to continue to prevent and address homelessness, as well as continue to make progress toward the Government’s goal
of ending chronic homelessness. The Budget also announced $18.1 million over three years, beginning in 2022-23, to conduct research about what further measures are required to eliminate chronic homelessness.<o:p></o:p></p>
<p class="MsoNoSpacing">The Budget also announced an investment of $62.2 million over three years, beginning in 2024-25, for Infrastructure Canada, with support from Veterans Affairs Canada, to launch a new Veteran Homelessness Program to provide services and
rent supplements to veterans experiencing homelessness, in partnership with community organizations.<o:p></o:p></p>

<p class="MsoNormal">On October 26, 2021, the Government of Canada has issued an <a href="https://orders-in-council.canada.ca/attachment.php?attach=41313&lang=en">
Order in Council</a> to transfer the Homelessness Policy Directorate (HPD) from the Department of
<a href="https://www.canada.ca/en/employment-social-development.html">Employment and Social Development</a> (ESDC) to the
<a href="https://www.infrastructure.gc.ca/index-eng.html">Office of Infrastructure of Canada</a> (INFC).
<o:p></o:p></p>
<p class="MsoNormal">This is a structural change within the Government of Canada which was effective as of April 1, 2022 and, as previously mentioned,
<u>it has no impact on the nature, delivery or funding of the </u><a href="https://www.canada.ca/en/employment-social-development/programs/homelessness.html">Reaching Home: Canada’s Homelessness Strategy</a><u>, including the additional funding for 2022-2023
and 2023-2024 announced in Budget 2021</u>. The Reaching Home program continues to support the goals of the
<a href="https://www.placetocallhome.ca/">National Housing Strategy</a><span style="color:black">,</span><span style="color:red">
</span>in particular, to help the most vulnerable Canadians in maintaining safe, stable and affordable housing and to reduce chronic homelessness nationally by 50% by fiscal year 2027-28.
<o:p></o:p></p>
<p class="MsoNormal">The delivery of Reaching Home will continue to be supported through Service Canada regional offices. All Reaching Home Community Entities and funding recipients as well as all internal and external stakeholders and partners, can expect
to receive the same level of policy support, operational guidance and program delivery.<o:p></o:p></p>
<p class="MsoNormal">In addition to the HPD transfer, the Canada Mortgage and Housing Corporation (CMHC) was also integrated into the Infrastructure portfolio. These structural changes signal an intent from the Government of Canada to better
<span style="color:black">connect investments to </span>further address the challenges and opportunities that exist at the intersection of housing and infrastructure and to ultimately
<span style="color:black">improve the lives of Canadians.</span> <o:p></o:p></p>

<p class="MsoNormal"><a href="https://assets.cmhc-schl.gc.ca/sites/place-to-call-home/pdfs/analysis-affordable-housing-supply-created-unilateral-nhs-programs-en.pdf">The Analysis of Affordable Housing Supply Created by Unilateral National Housing Strategy Programs
research report</a> was commissioned by the National Housing Secretariat within the
<a href="https://www.cmhc-schl.gc.ca/">Canada Mortgage and Housing Corporation</a> to analyze the alignment of key
<a href="https://www.placetocallhome.ca/">National Housing Strategy</a> (NHS) programs with the needs of those experiencing core housing need and homelessness. This report is intended to support the
<a href="https://www.placetocallhome.ca/national-housing-council">National Housing Council</a> Working Group on Improving the NHS in identifying areas of opportunity to improve the NHS to better address housing needs and homelessness in Canada.
<o:p></o:p></p>
<p class="MsoNormal">The report focused on three major unilateral initiatives under the NHS designed to create rental housing, all of which have criteria to produce affordable housing. The report analyzed the
<a href="https://www.cmhc-schl.gc.ca/en/professionals/project-funding-and-mortgage-financing/funding-programs/all-funding-programs/rental-construction-financing-initiative">
Rental Construction Financing Initiative</a>, the <a href="https://www.cmhc-schl.gc.ca/en/professionals/project-funding-and-mortgage-financing/funding-programs/all-funding-programs/co-investment-fund">
National Housing Co-Investment Fund</a> and the <a href="https://www.cmhc-schl.gc.ca/en/professionals/project-funding-and-mortgage-financing/funding-programs/all-funding-programs/rapid-housing">
Rapid Housing Initiative</a> and the potential of these programs to address housing need in Canada.<o:p></o:p></p>
<p class="MsoNormal">Key findings of the report point to producing deeply affordable rental units as critical for reducing core housing need and homelessness and that housing need is deepest and most prevalent in groups of Canadians that have historically been
marginalized and disadvantaged. The NHS commits to prioritizing the needs of vulnerable groups of Canadians, including people experiencing homelessness, women and children fleeing domestic violence, seniors, people with disabilities, racialized groups, ad
newcomers, and the needs of Indigenous peoples. The report highlights that these groups will be left behind if the housing produced is not affordable to those in need.

<p class="MsoNormal">This study uses data from the <a href="https://www.cmhc-schl.gc.ca/en/professionals/housing-markets-data-and-research/housing-research/surveys/canadian-housing-survey">
Canadian Housing Survey</a> to examine characteristics of Canadians who, while they are now responsible for housing decisions within their household, had previously experienced unsheltered or hidden homelessness. It also examines differences in current housing,
economic and health status between individuals with and without past experiences of homelessness.
<o:p></o:p></p>
<p class="MsoNormal">Among the key findings of the study were that about 3% of Canadians responsible for housing decisions within their households have experienced unsheltered homelessness in the past and that people who had experienced both unsheltered and
hidden homelessness in the past were experiencing several financial difficulties at the time of the survey. The study also found that among those responsible for housing decisions within their household, about 1 in 10 off-reserve First Nations people and Inuit
have experienced unsheltered homelessness. <o:p></o:p></p>
<p class="MsoNormal">Given the nature of the data, the results of this study are representative of Canadians who are housing decision makers within their households, but not necessarily of all Canadians aged 15 and older. Despite this limitation, the results
of this study can contribute significantly to understanding this social issue in Canada, particularly because information on unsheltered homelessness is very scarce.

<a href="https://caeh.ca/">The Canadian Alliance to End Homelessness</a> (CAEH), will take place in Toronto from November 2<sup>nd</sup> to 4<sup>th</sup>, 2022. The Conference will be delivered in a hybrid format this year, allowing participants to attend
either virtually or in person. The program is designed to support and accelerate the end of homelessness in Canada by giving community leaders, agencies, front line workers, researchers and policy makers the inspiration, information, tools, and training they
need to end homelessness. <o:p></o:p></p>
<p class="MsoNormal">The CAEH is seeking presenters for the conference and is now accepting proposal submissions. Applications must be submitted by

Ce financement, qui vise à maintenir les niveaux de financement de 2023-24, vise à assurer plus de certitude à long terme pour les organisations communautaires qui accomplissent un travail d’une importance vitale dans tout le pays, qu’elles disposent du soutien
dont elles ont besoin pour continuer à prévenir et à traiter l’itinérance, et qu’elles continuent d’œuvrer à atteindre l’objectif du gouvernement de mettre fin à l’itinérance chronique. Le budget annonce également 18,1 millions de dollars sur trois ans, à
partir de 2022-23, pour mener des recherches sur les mesures supplémentaires requises pour éliminer l’itinérance chronique.<o:p></o:p></span></p>
<p class="MsoNoSpacing"><span lang="FR-CA">Par ailleurs, le budget propose de verser 62,2 millions de dollars sur trois ans, à compter de 2024-25, à Infrastructure Canada pour qu’il lance, avec le soutien d’Anciens Combattants Canada, un nouveau programme de
lutte contre l’itinérance chez les vétérans. Des services et des suppléments au loyer seront ainsi proposés aux vétérans en situation d’itinérance, en partenariat avec des organisations communautaires.<o:p></o:p></span></p>

qui reçoive du financement par l’entremise de Vers un chez-soi peuvent s’attendre à recevoir le même niveau de soutien stratégique, d’orientation opérationnelle et de prestation de programme.<o:p></o:p></span></p>

</u><span lang="FR-CA">(SNL) sur les besoins des personnes ayant un besoin impérieux de logement et des personnes en situation d’itinérance. Ce rapport vise à aider le groupe de travail du
</span><a href="https://www.chezsoidabord.ca/national-housing-council"><span lang="FR-CA">Conseil national du logement</span></a><span lang="FR-CA"> sur l’amélioration de la SNL et à identifier les domaines où il est possible d’améliorer la SNL afin de mieux
répondre aux besoins en matière de logement et d’itinérance au Canada. <o:p></o:p></span></p>
<p class="MsoNormal"><span lang="FR-CA">L’étude s’est concentrée sur trois grandes initiatives unilatérales de la SNL destinées à créer des logements locatifs, qui ont toutes des critères pour produire des logements abordables. <p class="MsoNormal"><span lang="FR-CA">Les principales conclusions de l’étude indiquent que la construction de logements locatifs abordables est essentielle pour réduire les besoins impérieux en matière de logement et en l’itinérance, et que les besoins en
matière de logement sont les plus profonds et les plus fréquents parmi les groupes de Canadiens qui ont été historiquement marginalisés et défavorisés. La SNL s’engage à accorder la priorité aux besoins des groupes de Canadiens vulnérables, notamment les personnes
en situation d’itinérance, les femmes et les enfants qui fuient la violence familiale, les personnes âgées, les personnes handicapées, les groupes racialisés, les nouveaux arrivants et les besoins des peuples autochtones. L’étude souligne que ces groupes seront
laissés pour compte si les logements construits ne sont pas abordables pour ceux qui en ont besoin.

<p class="MsoNormal"><span lang="FR-CA">Parmi les principales conclusions de l’étude, on constate qu’environ 3 % des Canadiens responsables des décisions relatives au logement au sein de leur ménage ont un vécu d’itinérance visible et que les personnes qui
ont connu à la fois l’itinérance visible et l’itinérance cachée dans le passé connaissaient plusieurs difficultés financières au moment de l’enquête. L’étude a également révélé que parmi les personnes responsables des décisions relatives au logement au sein
de leur ménage, environ un membre des Premières Nations sur dix et un Inuit hors réserve sur dix a connu une situation d’itinérance visible.

<p class="MsoNormal"><span lang="FR-CA">Compte tenu de la nature des données, les résultats de cette étude sont représentatifs des Canadiens qui prennent des décisions en matière de logement au sein de leur ménage, mais pas nécessairement de tous les Canadiens
âgés de 15 ans et plus. Malgré cette limite, les résultats de cette étude peuvent contribuer de manière significative à la compréhension de ce problème social au Canada, en particulier parce que les informations sur l’itinérance visible sont très rares.
