Spotlight: Reaching Home Funding Helps Support Housing for Women and Children Fleeing Abuse in Hastings County (ON)<o:p></o:p></span></span></p>

<p class="MsoNormal"><a href="https://www.infrastructure.gc.ca/homelessness-sans-abri/index-eng.html">Reaching Home: Canada’s Homelessness Strategy</a> is a community-based program aimed at preventing and reducing homelessness that provides funding and support
to urban, Indigenous, territorial and rural and remote communities across Canada. The
<a href="https://www.infrastructure.gc.ca/homelessness-sans-abri/funding-financement/remote-rural-eloignees-eng.html">
Rural and Remote Homelessness funding stream</a> provides funding for projects in non-Designated Communities. Non-Designated Communities include any community outside of the Designated Communities and Territorial Homelessness streams, regardless of its size.<o:p></o:p></p>
<p class="MsoNormal">The Community Entity (CE) for the Rural and Remote Homelessness stream in Ontario,
<a href="https://uwsimcoemuskoka.ca/">United Way Simcoe Muskoka</a><span class="MsoHyperlink">,</span> and its
<a href="https://www.infrastructure.gc.ca/homelessness-sans-abri/directives-eng.html#h2.3-h3.5">
Regional Advisory Board</a> recently announced a funding reallocation of $500,000
<a name="_Hlk111663701">to Hastings County, Ontario, for a project in the Town of Bancroft</a>.
<o:p></o:p></p>
<p class="MsoNormal">The Reaching Home funding will be used to support a transitional housing program in the community to provide safe space for women and children fleeing abuse. The facility, which may be ready as early as the end of this year, will be renovated
to create two units, one bachelor and one family and will be staffed with supports and services with addressing needs, with a goal of sustainable life stabilization solutions. “The closest domestic violence shelter/transitional housing for women and children
is in Belleville (1.5-2 hours away),” stated Mayor Paul Jenkins, Town of Bancroft. “Having this critical support in our community will help people stay connected to friends and family locally who can support them through their transition.”

<p class="MsoNormal">The project will be run in partnership with <a href="https://maggiesresource.com/index.php">
Maggie’s Resource Centre</a><span class="MsoHyperlink">.</span> Maggie’s is a community-based agency dedicated to providing a broad continuum of services to rural women in North Hastings. Maggie’s has already established partnerships and connections in the
North Hastings area supporting women and children. The next progression in expanding services would be transitional beds that allow these women and children to have stability and receive the supports they require,” said Tanya Mackinnon, Executive Director

<p class="MsoNormal"><span style="line-height:105%">This is the first in a series of articles highlighting key results from the 2019-2021 Community Homelessness Reports (CHR).
<o:p></o:p></span></p>
<p class="MsoNormal"><span style="line-height:105%">The Community Homelessness Report (CHR) is a Reaching Home reporting tool for communities funded through the Designated Communities stream and the three territorial capitals funded through the Territorial
Homelessness stream. The CHR helps communities to self-assess their progress with meeting minimum requirements under Reaching Home – namely, implementing Coordinated Access and a Homelessness Management Information System (HMIS), and transitioning to an outcomes-based
approach, which includes a Unique Identifier List (</span><span lang="EN-US" style="line-height:105%">also
</span><span style="line-height:105%">known as a <br>
By-Name List or, more simply, a List).<o:p></o:p></span></p>
<p class="MsoNormal"><span style="line-height:105%">The first CHR reporting period under Reaching Home covered the first two fiscal years of the program, from April 1, 2019 through March 31, 2021. As such, CHR results presented in this article are current as
of March 31, 2021 and are based on a total of 59 communities.<o:p></o:p></span></p>
<p class="MsoNormal" style="margin-top:12.0pt"><b><span style="line-height:105%">Coordinated Access Implementation: Overall Results<o:p></o:p></span></b></p>
<p class="MsoNormal"><span lang="EN-US" style="line-height:105%">Under Reaching Home, Coordinated Access is defined as<b>
</b>a way for communities to bring consistency to the process by which people experiencing or at-risk of homelessness access housing and related services within a geographic area. As noted above, in the CHR, communities self-assess their progress with meeting
25 Coordinated Access minimum requirements, which are outlined in the </span><a href="https://www.infrastructure.gc.ca/homelessness-sans-abri/directives-eng.html"><span lang="EN-US" style="line-height:105%">Reaching Home Directives.</span></a><b><span lang="EN-US" style="line-height:105%"><o:p></o:p></span></b></p>
<p class="MsoNormal"><span style="line-height:105%">CHR results as of March 2021 showed that, on average, communities across the country met 51 percent of the minimum requirements for Coordinated Access. When looking at progress on a community-by-community
basis, results showed that:<o:p></o:p></span></p>

<b>(15%) </b>reached the milestone of having met all Reaching Home minimum requirements for Coordinated Access.

<b>(3%) </b>had not yet started to implement Coordinated Access.<o:p></o:p></span></li><li class="MsoNormal" style="mso-list:l4 level1 lfo6"><b><span style="line-height:105%">Forty-eight communities</span></b><span style="line-height:105%">
<b>(81%) </b>made some progress with implementing Coordinated Access, with varying degrees of completion. On average, across this group:

<li class="MsoNormal" style="margin-bottom:0cm;mso-list:l4 level2 lfo6"><span style="line-height:105%">Nearly half of the requirements were met (44%);<o:p></o:p></span></li><li class="MsoNormal" style="margin-bottom:0cm;mso-list:l4 level2 lfo6"><span style="line-height:105%">A third were still under development (36%); and,<o:p></o:p></span></li><li class="MsoNormal" style="mso-list:l4 level2 lfo6"><span style="line-height:105%">Twenty percent of the requirements were not yet started.

<p class="MsoNormal" style="margin-top:12.0pt"><b><span style="line-height:105%">Outcomes-Based Approach: Overall Results<o:p></o:p></span></b></p>
<p class="MsoNormal"><span style="line-height:105%">A core component of the Reaching Home program is the adoption of an outcomes-based approach, where communities work with local organizations and service providers to achieve community-level outcomes and report
on homelessness reduction targets using a List. </span><span lang="EN-US" style="line-height:105%">Outcome measurement at the community level requires a picture of homelessness that is as complete and current as possible. To reach this milestone, communities
need to take four steps:<o:p></o:p></span></p>
<ul style="margin-top:0cm" type="disc">
<li class="MsoNormal" style="mso-list:l9 level1 lfo7"><b><span lang="EN-US" style="line-height:105%">Step 1: Have a List.</span></b><span lang="EN-US" style="line-height:105%"> A List is a single document or database of people currently experiencing homelessness
in a community. Each individual or family is included only once on the List, after they have given consent.<o:p></o:p></span></li><li class="MsoNormal" style="mso-list:l9 level1 lfo7"><b><span lang="EN-US" style="line-height:105%">Step 2: Keep the List up-to-date, so that data is in real-time.</span></b><span lang="EN-US" style="line-height:105%"> A real-time List is updated regularly
(at least monthly).<o:p></o:p></span></li><li class="MsoListParagraph" style="margin-bottom:10.0pt;margin-left:0cm;mso-add-space:auto;line-height:115%;mso-list:l9 level1 lfo7">
<b><span lang="EN-US" style="line-height:115%">Step 3: Have a comprehensive List.</span></b><span lang="EN-US" style="line-height:115%"> A comprehensive List includes
</span><span style="line-height:115%">everyone currently experiencing homelessness
</span><span style="line-height:115%">in the community, as much as possible right now (e.g. at least everyone that has come into contact with the homeless-serving system in some way).
</span><span lang="EN-US" style="line-height:115%"><o:p></o:p></span></li><li class="MsoNormal" style="mso-list:l9 level1 lfo7"><b><span lang="EN-US" style="line-height:105%">Step 4:</span></b><span lang="EN-US" style="line-height:105%">
<b>Report on homelessness-specific outcomes using data from the List.</b> For the CHR, annual data is mandatory and monthly data for March of each fiscal year is optional.
<o:p></o:p></span></li></ul>
<p class="MsoNormal"><span style="line-height:105%">Under Reaching Home, communities will have met the minimum requirement for an outcomes-based approach when they have a real-time, comprehensive List in place for long enough to get data for the core outcomes</span><span style="line-height:105%">
and set homelessness reduction targets.<o:p></o:p></span></p>
<p class="MsoNormal"><span style="line-height:105%">CHR results as of March 2021 showed varying levels of progress with reaching the following key milestones under the outcomes-based approach:<o:p></o:p></span></p>
<ul style="margin-top:0cm" type="disc">
<li class="MsoNormal" style="mso-list:l4 level1 lfo6"><span style="line-height:105%">27 communities (46%) did not yet have a List;<o:p></o:p></span></li><li class="MsoNormal" style="mso-list:l4 level1 lfo6"><span style="line-height:105%">32 communities (54%) had a List:
<o:p></o:p></span></li><li class="MsoNormal" style="mso-list:l4 level1 lfo6"><span style="line-height:105%">25 communities (42%) had a real-time List;<o:p></o:p></span></li><li class="MsoNormal" style="mso-list:l4 level1 lfo6"><span style="line-height:105%">23 communities (39%) had a comprehensive List; and,<o:p></o:p></span></li><li class="MsoNormal" style="mso-list:l4 level1 lfo6"><span style="line-height:105%">20 communities (34%) had a real-time, comprehensive List.<o:p></o:p></span></li></ul>
<p class="MsoNormal"><span style="line-height:105%">These results show the progressive nature of transitioning to an outcomes-based approach where, once a List is in place, communities then work to make it real-time and comprehensive.<o:p></o:p></span></p>
<p class="MsoNormal" style="margin-top:12.0pt"><b><span style="line-height:105%">Reaching Home Implementation Progress: Overall Results<o:p></o:p></span></b></p>
<p class="MsoNormal"><span style="line-height:105%">As of March 2021, progress with meeting Coordinated Access requirements was greater for those that also made progress with transitioning to an outcomes-based approach:<o:p></o:p></span></p>
<ul style="margin-top:0cm" type="disc">
<li class="MsoNormal" style="mso-list:l1 level1 lfo8"><span style="line-height:105%">Communities with a List met three times more Coordinated Access requirements than those without a List (74% vs. 24%, respectively).
<o:p></o:p></span></li><li class="MsoNormal" style="mso-list:l1 level1 lfo8"><span style="line-height:105%">Communities with a comprehensive List (either comprehensive only, comprehensive and real-time) met the greatest number of Coordinated Access requirements at 80 percent on
average – about 30 percent higher than the average for all communities across the country.<o:p></o:p></span></li></ul>
<p class="MsoNormal"><span style="line-height:105%">These results suggest that making progress with Coordinated Access and the transition to an outcomes-based approach may be mutually-reinforcing. Many communities appear to be making progress with both aspects
of the Reaching Home program at the same time. <o:p></o:p></span></p>
<p class="MsoNormal"><span style="line-height:105%">That being said, the reverse also appears to be true: communities that are not progressing with Coordinated Access also are not making progress with the outcomes-based approach. They may be facing multiple
challenges, making it difficult to move forward with Reaching Home implementation as a whole. Over the coming months, the Homelessness Policy Directorate will work with Service Canada to identify next steps that can help these communities to further their
progress with meeting the minimum requirements under Reaching Home.<o:p></o:p></span></p>

of emergency shelter users and their demographics, as well as chronic homelessness. This report covers the period from 2005 to 2019.<o:p></o:p></span></p>
<p class="MsoNormal"><b><span style="line-height:105%">Some Key Findings<o:p></o:p></span></b></p>

<li class="MsoListParagraphCxSpFirst" style="mso-list:l11 level1 lfo10"><span style="line-height:105%">An estimated 118,759 people accessed emergency shelters in 2019. presents key statistics about veteran homelessness in Canada. The report uses 2019 national shelter use data, 2018 Point-in-Time count survey results, and 2019-2020 Veterans Affairs Canada client data to describe the extent of veteran homelessness and how
experiences of homelessness among veterans compares to that of non-veterans.<o:p></o:p></span></p>
<p class="MsoNormal"><b><span style="line-height:105%">Some Key Findings<o:p></o:p></span></b></p>

<li class="MsoListParagraphCxSpFirst" style="mso-list:l3 level1 lfo11"><span style="line-height:105%">In 2019, veterans represented an estimated 1.6% of shelter users in Canada (1,905 individuals).<o:p></o:p></span></li><li class="MsoListParagraphCxSpMiddle" style="mso-list:l3 level1 lfo11"><span style="line-height:105%">Veterans experiencing homelessness were more likely to be male and tended to be older than non-veterans.
<o:p></o:p></span></li><li class="MsoListParagraphCxSpLast" style="mso-list:l3 level1 lfo11"><span style="line-height:105%">Adult veterans (aged 25 to 64) were more likely than non-veterans to report a first experience of homelessness as a child or teen (18 or younger).

to support the development of pan-Canadian standards for mental health and substance use health services. The goal of setting pan-Canadian standards is to ensure all Canadians have access to equitable, timely and evidence-based care when they need it. To this

by nine recommendations which aim to advance not only the realization of the right to housing, but also the centering of lived experience in the development of housing solutions.<o:p></o:p></span></span></p>
<p class="MsoNormal"><span class="MsoHyperlink"><span style="line-height:105%;color:windowtext;text-decoration:none">The report discusses a number of overarching conclusions, highlighting that lived experience knowledge is essential to fulfilling the goals
of the NHS and realizing the right to housing. As such, lived experience must be prioritized in housing-related research, policy and planning. It also discusses key findings that deep affordability and adequacy measures are necessary for realizing the right
to housing and that advancing the right to housing will require applying an intersectional lens to find key areas of collaboration. Finally, the report also notes that recommendations from people with lived experience already exist and the NHS is accountable

<p class="MsoNormal"><span style="line-height:105%">This study provides strategies to promote the wellbeing of Indigenous youth and decrease risk of housing precarity, while centering and drawing from lived experiences of this demographic. It uses data from
lived experience experts in Vancouver to identify four structural challenges that have impacted this group: racism, colonialism, cultural dislocations and culturally irrelevant public services, and austere public policy measures and one-size fits all policy
maneuvers.<o:p></o:p></span></p>
<p class="MsoNormal"><span style="line-height:105%">The study also discusses five actionable upstream strategies to further prevent Indigenous youth housing precarity. The first recommendation advocates for the leveraging of rights and advocacy to promote Indigenous
youth cultural safety. The study continues by highlighting the importance of economic investment in schools and enhancing Indigenous youth socioeconomic safety and the alignment and integration of systems as key youth housing strategies. The study also emphasizes
the importance of the implementation of transitional justice and historical redress in education as well as public mental health system expansion and socioemotional literacy.<o:p></o:p></span></p>

réaffectation financière de 500 000 $ au Comté de Hastings pour un projet dans la Ville de Bancroft.

<p class="MsoNormal"><span lang="FR-CA" style="line-height:105%">Le financement de Vers un chez-soi sera utilisé pour appuyer un programme de logement de transition dans la communauté pour offrir un espace sécuritaire aux femmes et aux enfants fuyant la maltraitance.
L’installation, qui pourrait être prêt d’ici la fin de l’année, sera rénové afin de créer deux unités, soit un studio et un logement familial. Le personnel offrira un soutien et des services pour répondre aux besoins, afin de proposer des solutions permettant
de stabiliser la vie de façon durable. « Le refuge et le logement transitionnel le plus proche pour les femmes et les enfants fuyant la violence familiale est situé à Belleville (1,5 à 2 heures en voiture) » dit le maire de Bancroft, Paul Jenkins. « En offrant
ce soutien essentiel au sein de notre communauté, on aidera les gens à demeurer en contact avec des amis et des proches locaux qui pourront les appuyer lors d’une transition. »<o:p></o:p></span></p>
<p class="MsoNormal"><span lang="FR-CA" style="line-height:105%">Le projet sera dirigé en partenariat avec le
</span><a href="https://maggiesresource.com/index.php"><span lang="FR-CA" style="line-height:105%">Maggie’s Resource Centre</span></a><span lang="FR-CA" style="line-height:105%">. Le centre Maggie’s est une agence communautaire dédiée à la fourniture d’une
vaste gamme de service aux femmes en milieu rural à North Hastings. « Maggie’s a déjà établi des partenariats et des connexions dans la région de North Hastings pour aider les femmes et les enfants. La prochaine étape de l’élargissement des services serait
les lits de transition qui permettent à ces femmes et à ces enfants d’avoir de la stabilité et d’obtenir le soutien dont ils ont besoin », a expliqué Tanya Mackinnon, directrice exécutive du Maggie’s Resource Centre.<o:p></o:p></span></p>

<p class="MsoNormal"><span lang="FR-CA" style="line-height:105%">Le présent article est le premier d’une série destinée à souligner les principaux résultats des Rapports communautaires en matière d’itinérance (RCMI) de 2019‑2021.<o:p></o:p></span></p>
<p class="MsoNormal"><span lang="FR-CA" style="line-height:105%">Le Rapport communautaire en matière d’itinérance (RCMI) est un outil de rapports de
<i>Vers un chez‑soi</i> à l’intention des communautés, qui reçoivent du financement par l’entremise du volet Communautés désignées et des trois capitales territoriales, qui reçoivent du financement par l’entremise du volet Itinérance dans les territoires. Le
RCMI aide les communautés à évaluer elles-mêmes leurs progrès quant à l’atteinte des exigences minimales de
<i>Vers un chez‑soi</i>, c'est-à-dire l’instauration de l’accès coordonné et d’un système de gestion de l’information sur l’itinérance (SGII) et le passage à une approche axée sur les résultats, dont fait partie une liste d’identificateurs uniques (ou « liste
par nom », ou simplement « liste »).<o:p></o:p></span></p>
<p class="MsoNormal"><span lang="FR-CA" style="line-height:105%">La première période de référence du RCMI concernant
<i>Vers un chez‑soi</i> a couvert les deux premiers exercices financiers du programme, soit du 1<sup>er</sup> avril 2019 au 31 mars 2021. Ainsi, les résultats du RCMI dont le présent article fait état étaient à jour le 31 mars 2021 et les résultats sont fondés
sur un total de 59 communautés.<o:p></o:p></span></p>
<p class="MsoNormal" style="margin-top:12.0pt;page-break-after:avoid"><b><span lang="FR-CA" style="line-height:105%">Instauration de l’accès coordonné : résultats globaux<o:p></o:p></span></b></p>
<p class="MsoNormal"><span lang="FR-CA" style="line-height:105%">Dans le cadre de
</span><i><span lang="FR-CA" style="line-height:105%">Vers un chez‑soi</span></i><span lang="FR-CA" style="line-height:105%">, l’accès coordonné constitue un moyen pour les communautés d’assurer l’uniformité du processus selon lequel les personnes en situation
d’itinérance ou à risque d’itinérance ont accès à un logement et à des services associés dans une zone géographique donnée. Comme indiqué plus haut, dans le RCMI, les communautés évaluent elles-mêmes leurs progrès à l’égard de 25 exigences minimales d’accès
coordonné, qui sont définies dans les </span><a href="https://www.infrastructure.gc.ca/homelessness-sans-abri/directives-fra.html"><span lang="FR-CA" style="line-height:105%;color:blue">directives du programme
<i>Vers un chez‑soi</i></span></a><span class="MsoHyperlink"><span lang="FR-CA" style="line-height:105%">.</span></span><b><span lang="FR-CA" style="line-height:105%"><o:p></o:p></span></b></p>
<p class="MsoNormal"><span lang="FR-CA" style="line-height:105%">Les résultats du RCMI en mars 2021 montraient qu’en moyenne, les communautés de tout le Canada avaient satisfait à 51 p. 100 des exigences minimales d’accès coordonné. Un examen plus détaillé
des résultats montre ce qui suit :<o:p></o:p></span></p>

<i>Vers un chez‑soi</i> en matière d’accès coordonné;<o:p></o:p></span></li><li class="MsoNormal" style="mso-list:l4 level1 lfo6"><b><span lang="FR-CA" style="line-height:105%">deux</span></b><b><span lang="FR-CA" style="line-height:105%"> communautés (3%)
</span></b><span lang="FR-CA" style="line-height:105%">n’avaient pas encore entamé l’instauration de l’accès coordonné;<o:p></o:p></span></li><li class="MsoNormal" style="mso-list:l4 level1 lfo6"><b><span lang="FR-CA" style="line-height:105%">quarante-huit communautés</span></b><span lang="FR-CA" style="line-height:105%">
<b>(81%) </b>avaient progressé à divers degrés dans l’instauration de l’accès coordonné. En moyenne, dans ce groupe :<o:p></o:p></span></li><ul style="margin-top:0cm" type="circle">
<li class="MsoNormal" style="margin-bottom:0cm;mso-list:l4 level2 lfo6"><span lang="FR-CA" style="line-height:105%">près de la moitié des exigences (44%) avaient été satisfaites;<o:p></o:p></span></li><li class="MsoNormal" style="margin-bottom:0cm;mso-list:l4 level2 lfo6"><span lang="FR-CA" style="line-height:105%">un tiers des exigences en étaient encore au stade de l’élaboration (36%);
<o:p></o:p></span></li><li class="MsoNormal" style="margin-bottom:0cm;mso-list:l4 level2 lfo6"><span lang="FR-CA" style="line-height:105%">20 p. 100 des exigences n’avaient pas été abordées.

<p class="MsoNormal"><span lang="FR-CA" style="line-height:105%">Parmi les composantes essentielles du programme
</span><i><span lang="FR-CA" style="line-height:105%">Vers un chez soi</span></i><span lang="FR-CA" style="line-height:105%">, on trouve l’adoption d’une approche axée sur les résultats, selon laquelle les communautés collaborent avec les organismes et les
fournisseurs de services locaux à l’obtention de résultats de niveau communautaire et font état de leurs cibles de réduction de l’itinérance au moyen d’une liste. La mesure des résultats à l’échelon de la communauté oblige à avoir un portrait aussi complet
et actuel que possible de l’itinérance. Pour atteindre ce jalon, les communautés doivent franchir quatre étapes :<o:p></o:p></span></p>

<li class="MsoNormal" style="mso-list:l9 level1 lfo7"><b><span lang="FR-CA" style="line-height:105%">1 : Se doter d’une liste.</span></b><span lang="FR-CA" style="line-height:105%"> La liste est un document unique ou une base de données sur les gens présentement
en situation d’itinérance dans la communauté. Chaque personne ou chaque famille, selon le cas, ne figure qu’une fois à la liste, après y avoir consenti;
<o:p></o:p></span></li><li class="MsoNormal" style="mso-list:l9 level1 lfo7"><b><span lang="FR-CA" style="line-height:105%">2 : Tenir la liste à jour afin que les données soient en temps réel.</span></b><span lang="FR-CA" style="line-height:105%"> Comme il s’agit d’une liste en temps
réel, elle est mise à jour avec régularité (au moins une fois par mois);<o:p></o:p></span></li><li class="MsoListParagraph" style="margin-bottom:10.0pt;margin-left:0cm;mso-add-space:auto;line-height:115%;mso-list:l9 level1 lfo7">
<b><span lang="FR-CA" style="line-height:115%">3 : Faire en sorte que la liste soit exhaustive.</span></b><span lang="FR-CA" style="line-height:115%"> Pour être exhaustive, la liste doit comprendre chaque personne en situation d’itinérance dans la communauté,
autant que possible à l’instant présent (c'est-à-dire au moins chaque personne qui est entrée en contact, de quelque manière que ce soit, avec le système de services aux personnes en situation d’itinérance);<o:p></o:p></span></li><li class="MsoNormal" style="mso-list:l9 level1 lfo7"><b><span lang="FR-CA" style="line-height:105%">4:</span></b><span lang="FR-CA" style="line-height:105%">
<b>Faire état de résultats relatifs à l’itinérance en utilisant des données figurant à la liste.</b> Dans le cadre du RCMI, les données annuelles sont obligatoires et les données de mars de chaque exercice financier sont facultatives.

<p class="MsoNormal"><span lang="FR-CA" style="line-height:105%">Dans le cadre de
<i>Vers un chez‑soi</i>, les communautés satisferont à l’exigence minimale d’une approche axée sur les résultats quand elles auront tenu une liste exhaustive, en temps réel, pendant assez longtemps pour rassembler des données pour les résultats principaux et
pour établir leurs cibles de réduction de l’itinérance. <o:p></o:p></span></p>
<p class="MsoNormal"><span lang="FR-CA" style="line-height:105%">Les résultats du RCMI en mars 2021 montraient divers degrés de progrès dans l’atteinte des jalons-clés suivants en matière d’approche fondée sur les résultats :<o:p></o:p></span></p>

<p class="MsoNormal"><span lang="FR-CA" style="line-height:105%">Ces résultats illustrent la nature progressive du passage à une approche axée sur les résultats au sein de laquelle, une fois qu’une liste est instaurée, les communautés travaillent à la rendre
exhaustive et à en faire une liste en temps réel.<o:p></o:p></span></p>
<p class="MsoNormal" style="margin-top:12.0pt;page-break-after:avoid"><b><span lang="FR-CA" style="line-height:105%">Progression de la mise en œuvre de<i> Vers un chez‑soi</i> : résultats d’ensemble<o:p></o:p></span></b></p>
<p class="MsoNormal"><span lang="FR-CA" style="line-height:105%">En mars 2021, la satisfaction des exigences en matière d’accès coordonné était plus avancée dans les communautés qui avaient aussi progressé dans le passage à une approche axée sur les résultats :<o:p></o:p></span></p>
<ul style="margin-top:0cm" type="disc">
<li class="MsoNormal" style="mso-list:l1 level1 lfo8"><span lang="FR-CA" style="line-height:105%">les communautés dotées d’une liste avaient satisfait à trois fois plus d’exigences d’accès coordonné que celles qui en étaient dépourvues (74% et 24% respectivement);<o:p></o:p></span></li><li class="MsoNormal" style="mso-list:l1 level1 lfo8"><span lang="FR-CA" style="line-height:105%">les communautés dotées d’une liste exhaustive (soit exhaustive seulement, ou ou exhaustive et en temps réel) avaient satisfait au plus grand nombre d’exigences
d’accès coordonné : 80% en moyenne, soit environ 30% au-delà de la moyenne de toutes les communautés du Canada.<o:p></o:p></span></li></ul>
<p class="MsoNormal"><span lang="FR-CA" style="line-height:105%">Ces résultats indiquent que les progrès en matière d’accès coordonné et quant au passage à une approche axée sur les résultats peuvent possiblement se renforcer mutuellement. Plusieurs communautés
semblent progresser simultanément dans les deux aspects du programme <i>Vers un chez‑soi</i>.
<o:p></o:p></span></p>
<p class="MsoNormal"><span lang="FR-CA" style="line-height:105%">L’inverse semble également vrai : les communautés qui ne progressent pas dans leur accès coordonné n’avancent pas non plus dans leur passage à une approche axée sur les résultats. Elles peuvent

l’Étude nationale sur les refuges 2019</span></a><span lang="FR-CA" style="line-height:105%"> fait partie d’une analyse longitudinale en cours des tendances de l’utilisation des refuges pour les personnes en situation d’itinérance au Canada. Elle comprend
les estimations du nombre d’utilisateurs de refuge d’urgence et leurs données démographiques, en plus de l’itinérance chronique. Ce rapport couvre la période entre 2005 et 2019.<o:p></o:p></span></p>

résultats du dénombrement ponctuel 2018 et les données des clients 2019-2020 d’Anciens combattants Canada pour décrire l’étendue de l’itinérance chez les anciens combattants et comment leur expérience de l’itinérance se compare à celle d’une personne autre

d’effectuer un examen et une analyse sur les expériences documentées des personnes ayant des connaissances en matière de besoins en logement.</span></span><span class="MsoHyperlink"><span lang="FR-CA" style="line-height:105%">

<p class="MsoNormal"><span class="MsoHyperlink"><span lang="FR-CA" style="line-height:105%;color:windowtext;text-decoration:none">Ce rapport fournit une revue de la littérature qui examine près de 300 documents et fournit quatre conclusions générales tirées
de l’analyse, accompagnées de neuf recommandations qui visent à faire avancer non seulement la réalisation du droit au logement, mais aussi à mettre l’expérience vécue au centre de l’élaboration des solutions de logement.<o:p></o:p></span></span></p>
<p class="MsoNormal"><span class="MsoHyperlink"><span lang="FR-CA" style="line-height:105%;color:windowtext;text-decoration:none">Le rapport traite d’un certain nombre de conclusions générales, soulignant que la connaissance de l’expérience vécue est essentielle
pour réaliser les objectifs de la SNL et réaliser le droit au logement. Par conséquent, l’expérience vécue doit être priorisée en ce qui a trait à la recherche, à la politique et à la planification en matière de logement. Il traite aussi des constatations
clés indiquant qu’une très bonne abordabilité et des mesures de suffisance sont nécessaires pour réaliser le droit au logement et que le progrès du droit au logement nécessitera l’application d’une vue intersectionnelle pour trouver les principaux secteurs
de collaboration. Finalement, le rapport note aussi que les recommandations des personnes ayant une expérience vécue existent déjà et que la SNL est responsable de leur réalisation.<o:p></o:p></span></span></p>

<p class="MsoNormal"><span lang="FR-CA" style="line-height:105%">Cette étude fournit des stratégies pour promouvoir le bien-être des jeunes Autochtones et diminuer le risque de précarité relative au logement, tout en accordant une place centrale à cette catégorie
de personnes et en tirant parti de leurs expériences vécues. Elle utilise des données d’expériences vécues à Vancouver pour cerner quatre difficultés structurelles qui ont touché ce groupe : le racisme, le colonialisme, les bouleversements culturels et services
publics non pertinents sur le plan culturel, et les mesures de politiques publiques rudimentaires et manœuvres de politiques universelles.<o:p></o:p></span></p>
<p class="MsoNormal"><span lang="FR-CA" style="line-height:105%">L’étude traite aussi de cinq stratégies réalisables en amont pour prévenir davantage la précarité du logement chez les jeunes Autochtones. La première recommandation défend l’utilisation des droits
et de la défense des intérêts pour promouvoir la sécurité culturelle des jeunes Autochtones. L’étude se poursuit en soulignant l’importance de l’investissement économique dans les écoles et en améliorant la sécurité socioéconomique des jeunes Autochtones ainsi
que l’alignement et l’intégration des systèmes en tant que stratégies clés de logement pour les jeunes. L’étude souligne aussi l’importance de la mise en œuvre de la justice transitionnelle et la réparation historique dans le domaine de l’éducation, ainsi
que l’élargissement du système de santé mentale et la littératie socioaffective.<o:p></o:p></span></p>

de partager leurs connaissances sur la réduction des méfaits contre les jeunes et la façon dont cela réduit les risques et les effets négatifs de la consommation de substances pour les personnes et la société dans son ensemble.
