for renovating an existing building to house youth, adults or families experiencing homelessness.

opened new youth housing and a shelter to help serve Yellowknife’s community. The space includes a recreation room, a Zen room, a shelter space, dorms, and a kitchen.

“institutional”. “This is their home, so we try to make it as homey as possible and we try to leave no youth out,” she said. The shelter side of the building has separate rooms for male-identifying and female-identifying youth, a bathroom and a dining room.
Youth are welcome to spend the night at the centre, with the opportunity to shower and eat breakfast the following morning. The dorm has a 10-person capacity and currently houses nine people, who are welcome to decorate their room and make it their home for
however long they spend at Home Base. <o:p></o:p></span></p>

“Basically, any youths have somewhere to go 24/7, and that is our goal,” said Mercer-Sproule. “The whole idea is someone would come into the shelter, we assess them and see what’s going on, and then we move them into the dorms, we teach them life lessons, parent
them basically. Then when we think they’re ready, and when they think they’re ready and comfortable, we move them into our housing program.”<o:p></o:p></span></p>

<p class="MsoNormal"><span style="line-height:105%">On August 12, 2022, the Honourable Ahmed Hussen, Minister of Housing and Diversity and Inclusion announced that the Government of Canada has nearly doubled its investments in Reaching Home: Canada’s Homelessness
Strategy, from over $2 billion over 9 years to nearly $4 billion in federal funding since its launch in April 2019.<o:p></o:p></span></p>
<p class="MsoNormal"><span style="line-height:105%">This includes over $1.1 billion in new investments through Budgets 2021 and 2022, to further support communities in addressing homelessness for individuals and families across Canada. These investments will
provide longer term certainty for the organizations doing vitally important work across the country and ensure that communities across Canada have the support they need to continue their efforts in preventing and reducing homelessness. These are in addition
to new contributions by the federal government throughout the pandemic to help address the growing crisis those most vulnerable were faced with.<o:p></o:p></span></p>
<p class="MsoNormal"><span style="line-height:105%">Overall in the first two years of the program, over 75,000 services were provided to prevent persons from becoming homeless or that helped place them into housing. Reaching Home funding is having an important
impact to support services provided by shelters across the country. Reaching Home has also funded education programs, job training programs and social integration activities.

initiatives that, together, will help create nearly 17,000 homes for families across the country, including thousands of affordable housing units.

<p class="MsoNormal"><span style="line-height:105%">Applications are now being accepted for both the Affordable Housing Initiative Fund and its new rent-to-own stream. As part of their application, candidates will be required to demonstrate their commitment

<p class="MsoNormal">On June 3, 2022, the Homelessness Policy Directorate (HPD) at Infrastructure Canada launched the 2021-22 Community Homelessness Report (CHR) reporting cycle. The CHR is a Reaching Home reporting tool for communities funded through the Designated
Communities stream (outside Québec) and the three territorial capitals funded through the Territorial Homelessness stream.

<p class="MsoNormal">Since the launch of the 2021-22 reporting cycle, a number of tools have been developed by HPD to support Community Entities (CEs) in completing their report. These tools are available on the Homelessness Learning Hub’s

Reaching Home Community Homelessness Report: Reporting Tools</a> e-course. Recognizing the context of Reaching Home implementation in British Columbia, tailored tools are also available on the e-course for these communities for the 2021-22 reporting cycle.<o:p></o:p></p>

on systemic housing issues and unmet housing needs across Canada. If you have experienced or witnessed violations of the right to housing – like homelessness, evictions, unaffordability, inaccessibility, or other forms of inadequate or insecure housing – you

</span><a href="https://www.placetocallhome.ca/en/national-housing-council/media-newsroom/communique-june-2021"><span style="line-height:105%">three priority areas for 2021-2022</span></a><span style="line-height:105%">. Earlier this year, the NHC published
a literature review entitled: </span><a href="https://www.placetocallhome.ca/en/national-housing-council/media-newsroom/progressive-realization-right-adequate-housing-literature-review"><span style="line-height:105%">“Progressive Realization of the Right to
Adequate Housing: A Literature Review.”</span></a><span style="line-height:105%">

<p class="MsoNormal"><span style="line-height:105%">Since the publication of the literature review, the NHC has moved to the next step in their process to establish a vision and create tangible recommendations to move towards progressively realizing the right
to adequate housing in Canada. This work included engagements around the right to adequate housing within Canada and was conducted through surveys and focus groups, with people with lived experience of housing need and homelessness and organizations supporting
them. <o:p></o:p></span></p>
<p class="MsoNormal"><span style="line-height:105%">Drawing on the results of these engagements, the NHC released another report entitled:

<p class="MsoNormal"><span style="line-height:105%">The letter discusses the need for all levels of government to ensure maximum available resources are allocated in an integrated manner in order to help solve the housing crisis. The letter also discusses the
need for the Government of Canada to shift housing policies, programs, research, resource allocation and decision making to a rights and needs based design with an intersectional, Gender-Based Analysis Plus,

anti-discrimination, decolonization lens, and human rights-based approach to housing. Additionally, the letter highlights the importance of a fully funded process for implementing the right to adequate housing for all Indigenous peoples in Canada through a

de rénovation ont été achevés cet été. L’EC, en partenariat avec </span><a href="https://www.homebaseyk.com/"><span lang="FR-CA" style="font-size:12.0pt;font-family:"Arial",sans-serif">Home Base YK</span></a><span class="MsoHyperlink"><span lang="FR-CA" style="font-size:12.0pt;font-family:"Arial",sans-serif">
(en anglais seulement)</span></span><span lang="FR-CA" style="font-size:12.0pt;font-family:"Arial",sans-serif;color:black">, a donc inauguré de nouveaux logements pour les jeunes ainsi qu’un refuge pour aider à servir la communauté de Yellowknife. L’espace
comprend une salle de loisirs, une salle de ressourcement (salle Zen), des installations de refuge, des dortoirs et une cuisine.

<p class="MsoNoSpacing"><span lang="FR-CA" style="font-size:12.0pt;font-family:"Arial",sans-serif;color:black">La directrice des programmes et des opérations de Home Base YK, Traci Mercer‑Sproule, a déclaré que les rénovations étaient nécessaires pour que l’endroit
ait un caractère moins « institutionnel ». « Il s’agit de leur maison, alors nous essayons de la rendre aussi accueillante que possible et de ne laisser aucun jeune à lui-même » a-t-elle dit. La partie « refuge » du bâtiment comprend des chambres pour les
jeunes qui s’identifient comme garçons, des chambres pour les jeunes qui s’identifient comme filles, une salle de bain et une salle à manger. Les jeunes sont les bienvenus à passer la nuit au centre, et ils peuvent se doucher et déjeuner le lendemain matin.
Le dortoir a une capacité d’accueil de dix personnes. Actuellement, il en héberge neuf. Les gens sont invités à décorer leur chambre pour qu’ils se sentent chez eux, peu importe la durée de leur séjour à Home Base.

et nous voyons ce qui se passe, puis nous l’installons dans un dortoir, nous lui donnons des leçons de vie... nous agissons comme un parent en quelque sorte. Puis, quand nous pensons qu’elle est prête, et quand elle pense être prête et qu’elle se sent à l’aise,

et les familles dans la lutte contre l'itinérance partout au Canada. Ces investissements offriront une certitude à plus long terme aux organisations qui font un travail d'une importance vitale dans tout le pays et feront en sorte que les communautés de tout
le Canada aient le soutien dont elles ont besoin pour poursuivre leurs efforts de prévention et de réduction de l'itinérance. Ces investissements s'ajoutent aux nouvelles contributions du gouvernement fédéral tout au long de la pandémie pour aider à résoudre
la crise croissante à laquelle les personnes les plus vulnérables ont été confrontées.<o:p></o:p></span></p>
<p class="MsoNormal"><span lang="FR-CA" style="line-height:105%;color:#333333;background:white">Au cours des deux premières années du programme, plus de 75 000 services ont été livrés afin de supporter les personnes en situation d’itinérance ou à risque de
le devenir et aussi pour aider à leur trouver un logement. Dans le cadre de Vers un chez-soi, les fonds investis ont eu d’importantes répercussions sur les services de soutien offerts par les refuges à travers le pays. Vers un chez-soi a également contribué
au financement de programmes d’éducation, de programmes de formation professionnelle et d’activités d’intégration sociale.<o:p></o:p></span></p>

de location avec option d’achat. Dans leur demande, les candidats devront démontrer leur engagement envers l’innovation, l’abordabilité et la viabilité financière.<o:p></o:p></span></p>

<p class="MsoNormal"><span lang="FR-CA">Le 3 juin 2022, la Direction des politiques en matière d’itinérance (DPMI) d'Infrastructure Canada a lancé le cycle de rapport 2021-2022 du Rapport communautaire en matière d'itinérance (RCMI). Le RCMI est un outil de
production de rapport de Vers un chez-soi pour les communautés financées dans le cadre du volet Communautés désignées (hors du Québec) et les trois capitales territoriales financées dans le cadre du volet Itinérance dans les territoires.<o:p></o:p></span></p>
<p class="MsoNormal"><span lang="FR-CA" style="line-height:105%">Le RCMI 2021-2022 complété et approuvé par le Conseil consultatif communautaire (CCC) doit être remis à Service Canada
<b>au plus tard <u>le 7 octobre 2022</u></b>. <o:p></o:p></span></p>
<p class="MsoNormal"><span lang="FR-CA">Depuis le lancement du cycle de production de rapport 2021-2022, un certain nombre d'outils ont été créés par la DPMI pour aider les Entités communautaires (EC) à compléter leur rapport. Ces outils sont disponible sur
la plateforme d’apprentissage sur l’itinérance dans le cadre du cour en ligne </span>

<span lang="FR-CA">reçoit actuellement les observations de personnes et d’organisations sur des enjeux systémiques et des besoins non satisfaits en matière de logement au Canada. Si vous avez été victime ou témoin de violations du droit au logement (itinérance,
éviction, problèmes d’abordabilité ou d’accessibilité, logement insuffisant ou précaire, etc.), vous pouvez transmettre vos observations à la défenseure fédérale du logement.

<p class="MsoNormal"><span lang="FR-CA">L’un des rôles du Bureau de la défenseure fédérale du logement est de faire entendre haut et fort la voix des personnes qui sont touchées par le logement inadéquat ou qui sont en situation d’itinérance. Vos observations
aideront le Bureau de la défenseure fédérale du logement à mieux comprendre les enjeux systémiques en matière de logement au Canada et à sensibiliser les gens aux problèmes de logement les plus fréquents et les plus épineux.

<p class="MsoNormal"><span lang="FR-CA">Depuis la publication de l’analyse documentaire, le Conseil est passé à l’étape suivante de son processus consistant à établir une vision et à trouver des recommandations tangibles en vue de la réalisation progressive
du droit à un logement suffisant au Canada. Ce travail comprenait des consultations sur le droit à un logement suffisant au Canada. Ces consultations ont été menées auprès des personnes ayant une expérience vécue des besoins en matière de logement et de l’itinérance,
ainsi qu’avec les organismes qui les soutiennent. </span><span lang="FR-CA" style="line-height:105%"><o:p></o:p></span></p>
<p class="MsoNormal"><span lang="FR-CA">Sur la base des résultats de ces consultations, le Conseil a publié un autre rapport intitulé

<p class="MsoNormal"><span lang="FR-CA">La lettre souligne que pour résoudre la crise du logement, tous les ordres de gouvernement doivent s’assurer que le maximum de ressources disponibles est affecté de manière intégrée. La lettre souligne également que le
gouvernement du Canada doit réorienter les politiques, les programmes, la recherche, l’allocation des ressources et la prise de décision en matière de logement vers une conception fondée sur les droits et les besoins en adoptant une perspective intersectionnelle
et axée sur l’Analyse comparative entre les sexes plus, l’antidiscrimination et la décolonisation, ainsi qu’une approche du logement fondée sur les droits de la personne. En outre, la lettre souligne l’importance d’un processus entièrement financé visant la
réalisation du droit à un logement suffisant pour tous les peuples autochtones du Canada au moyen d’un modèle « pour les Autochtones, par les Autochtones », ainsi que la manière de mesurer adéquatement le succès en ce qui concerne la réalisation progressive
du droit à un logement suffisant au Canada.
