Anne Kang, BC Minister of Municipal Affairs, and Jacqueline Dupuis, Executive Director,
</span><a href="https://foundation.auntleahs.org/"><span style="line-height:105%">Aunt Leah’s Foundation</span></a><span style="line-height:105%"> announced a combined investment of over $1 million for the redevelopment of
</span><a href="https://www.auntleahs.org/programs/housing/aunt-leahs-house/"><span style="line-height:105%">Aunt Leah’s House</span></a><span style="line-height:105%">, a five-unit supportive housing location for mothers and their children in the Metro Vancouver
Area. <o:p></o:p></span></p>
<p class="MsoNormal"><a href="https://www.infrastructure.gc.ca/homelessness-sans-abri/index-eng.html"><span style="line-height:105%">Reaching Home: Canada’s Homelessness Strategy</span></a><span style="line-height:105%"> contributed $200,000 to the project
through the program’s </span><a href="https://www.infrastructure.gc.ca/homelessness-sans-abri/funding-financement/designated-comms-designees-eng.html"><span style="line-height:105%">Designated Community</span></a><span style="line-height:105%"> funding stream.
The Designated Communities stream provides long-term stable funding to 64 urban communities outside the territories that face significant issues with homelessness. Organizations within a Designated Community can apply for Reaching Home funding through their
Community Entity to support the priorities identified in their community’s homelessness plan. The Community Entity for Greater Vancouver,
</span><a href="https://www.lnhs.ca/"><span style="line-height:105%">The Lu’ma Native Housing Society</span></a><span style="line-height:105%"> has partnered with the Government of Canada for over 20 years to deliver funding to address homelessness in the community,
including distributing Reaching Home funding for the Aunt Leah’s House project.<o:p></o:p></span></p>
<p class="MsoNormal"><span style="line-height:105%">With construction now complete, Aunt Leah’s House is set to welcome residents immediately. The new home will include four bedrooms with attached bathrooms, a large training kitchen, a common living area, dining
room, garage, fenced private yard, office space and a second-stage self-contained suite that mothers can graduate into. Housing and support services are available to new mothers at-risk of losing custody of their children. Through the

<p class="MsoNormal"><span style="line-height:105%">The new home also marks the 35<sup>th</sup> anniversary of Aunt Leah’s House, which has been operated by Aunt Leah’s Place since the 1980s. The new home will continue to support women and their families on

Development Canada to Infrastructure Canada (INFC) in October 2021. This transfer was a structural change within the Government of Canada and had no impact on the nature or funding of the Reaching Home program.

to Preventing and Ending Homelessness<o:p></o:p></span></span></span></p>

<p class="MsoNormal"><span lang="EN-US">The Duty to Assist is perhaps one of the most significant paradigm-shifting developments in our efforts to prevent and end homelessness since Housing First arrived on the scene more than 25 years ago.
</span><span style="color:#333333;background:white">It originated in Wales and was introduced through the
</span><a href="https://www.legislation.gov.uk/anaw/2014/7/contents/enacted"><span style="background:white">Housing (Wales) Act 2014</span></a><span style="color:#333333;background:white">.</span><span lang="EN-US"><o:p></o:p></span></p>
<p class="MsoNormal"><span style="color:#333333;background:white">This legislation hard-wired prevention into the Welsh government’s strategy to strengthen the right to housing.
</span><span style="color:#333333;background:white">The Duty to Assist means there is a statutory obligation, or a </span><strong><span style="font-family:"Arial",sans-serif;color:#333333;background:white">legal duty</span></strong><span style="color:#333333;background:white">,
requiring local authorities to make reasonable efforts to end the person’s homelessness and/or stabilize their housing. In practical terms, it means first, offering people who are at risk of, or newly homeless, assistance in ending their homelessness as quickly
as possible. If the person accepts the offer of support, the legislation requires their homeless situation to be resolved within two months, through permanent, stable housing with the right supports to prevent their homelessness from reoccurring.
<o:p></o:p></span></p>
<p class="MsoNormal"><span style="color:#333333;background:white">While there have of course been some challenges in implementing Duty to Assist, nevertheless the legislation has proved to be a huge success in reducing homelessness in Wales, with about
</span><a href="https://www.theguardian.com/society/2016/apr/26/welsh-law-early-support-prevents-homelessness-crisis"><span style="background:white">two-thirds of those who received help under the new legislation in its first year having successfully avoided
homelessness</span></a><span style="color:#333333;background:white">. Since then, Duty to Assist legislation has been adopted by England and Scotland.
<o:p></o:p></span></p>
<p class="MsoNormal"><b><span style="color:#333333;background:white">How can we implement Duty to Assist in Canada?<o:p></o:p></span></b></p>
<p class="MsoNormal">Today, there is greater recognition that more needs to be done to prevent homelessness from occurring in the first place. Reaching Home: Canada’s Homelessness Strategy introduced mandatory outcomes for community entities whereby they were
expected to engage in prevention and demonstrate reductions in inflows, and returns to homelessness. So in light of these positive developments, how might Duty to Assist be employed in the Canadian context?<b><span style="color:#333333;background:white"><o:p></o:p></span></b></p>
<p class="MsoNormal"><span style="color:#333333;background:white">With the leadership of Community Entities, the homelessness sector can take up the Duty to Assist at the service level, so that when a person enters a shelter or day program, they can receive
immediate support to exit homelessness as quickly as possible. Preventive interventions such as Shelter Diversion, Evictions Prevention and Rapid Rehousing could be broadly employed across the sector to greatly reduce the inflow into homelessness. More than
just optimizing the homelessness sector, Duty to Assist can be embedded at the local level in a systems approach that enables engagement and partnerships with other public systems and institutions that have a direct impact on inflows into homelessness, including
healthcare, child protection and the criminal justice system for instance. <o:p>
</o:p></span></p>
<p class="MsoNormal"><span style="color:#333333;background:white">As a result, everyone would be offered and entitled to support.
</span><span style="color:#333333;background:white">People would not have to wait until they are homeless enough or sick enough to get support. An approach to Duty to Assist that emphasizes Equity, Diversity and Inclusion would also ensure that Indigenous
people, racialized groups and 2SLGBTQI+ persons have access to culturally appropriate supports that respect dignity and provide people the kinds of supports they need. If applied community-wide, the impact of Duty to Assist on the homelessness problem would
be immediate, and in the long term, it could eliminate chronic homelessness entirely.

<p class="MsoNormal"><span style="color:#333333;background:white">In particular, Duty to Assist can have a profound impact in preventing youth homelessness, as illustrated in

<p class="MsoNormal"><span style="line-height:105%">This blog highlights the key findings from a research study on the impacts of COVID-19 among people experiencing homelessness. To better understand the impacts of COVID-19 among people experiencing homelessness,
researchers at the </span><a href="http://www.homelesshub.ca/"><span style="line-height:105%">Canadian Observatory on Homelessness</span></a><span style="line-height:105%"> (COH) conducted a literature review exploring the spread of COVID-19 in homeless shelters
and hostels as well as the infection, prevention, and control practices in these settings.
<o:p></o:p></span></p>
<p class="MsoNormal"><span style="line-height:105%">The COVID-19 pandemic has revealed major inequities in communities around the world as vulnerable populations have been disproportionately impacted. Among those most vulnerable are individuals experiencing
homelessness. </span><a href="https://www.ncbi.nlm.nih.gov/pmc/articles/PMC7828890/"><span style="line-height:105%">The risk of COVID-19 infection increases among individuals experiencing homelessness</span></a><span style="line-height:105%"> given the higher
prevalence of co-existing medical conditions and their lack of safe and adequate housing. A
</span><a href="https://www.ncbi.nlm.nih.gov/pmc/articles/PMC7828890/"><span style="line-height:105%">recent study</span></a><span style="line-height:105%"> highlighted that the spread of COVID-19 happens more quickly and goes undetected in shelter populations
as they have less access to health care and social services. <o:p></o:p></span></p>
<p class="MsoNormal"><span style="line-height:105%">The findings from the review support existing calls for transformations to shelter systems in high-income countries. The noted transformations include the expansion of shelter spaces, upgrades to heating,
ventilation and air conditioning systems to prevent the spread of COVID-19 and other airborne illnesses in these spaces. Similarly, infection prevention and control (IPAC) plans and strategies that consider the unique contexts and populations served in homeless
shelters / hostels are needed. <o:p></o:p></span></p>
<p class="MsoNormal"><span style="line-height:105%">The review also emphasizes that the best response for preventing individuals experiencing homelessness from contracting COVID-19 in homeless shelters is homelessness prevention. By shifting toward homelessness
prevention to solve the crisis of homelessness and eliminating entry into the shelter system, the spread of air-borne illnesses like COVID-19 in these settings can be reduced.

<p class="MsoNormal"><span lang="FR-CA">La construction est maintenant terminée; la Aunt Leah's House devrait rouvrir ses portes et accueillir des résidents immédiatement. Le nouvel ensemble de logements comptera quatre chambres avec salle de bains attenante,

se traduit par une obligation prévue par la loi, ou un <strong><span style="font-family:"Arial",sans-serif">devoir légal</span></strong>, pour les autorités locales de faire des efforts raisonnables pour mettre fin à l’itinérance de la personne ou pour stabiliser
son logement. Concrètement, il s’agit d’abord d’offrir aux personnes qui sont nouvellement en situation d’itinérance, ou qui sont à risque de l’être, une aide pour mettre fin à leur situation le plus rapidement possible. Si la personne accepte l’offre de soutien,
la loi exige que sa situation d’itinérance soit résolue dans les deux prochains mois par le biais d’un logement permanent et stable, assorti d’un soutien adéquat, afin d’éviter que l’itinérance ne se reproduise.

<p class="MsoNormal"><span style="mso-bookmark:_Hlk127884317"><span lang="FR-CA" style="color:#333333;background:white">Bien que la mise en œuvre de l’obligation de prêter assistance ait bien évidemment présenté quelques difficultés, la loi s’est néanmoins
révélée un énorme succès dans la réduction de l’itinérance au pays de Galles; </span>

Depuis lors, les dispositions législatives sur l’obligation de prêter assistance ont été adoptées par l’Angleterre et l’Écosse.

de lutte contre l’itinérance a introduit des résultats obligatoires pour les entités communautaires afin qu’elles participent à la prévention et démontrent que les nouvelles entrées dans l’itinérance, ainsi que les retours à l’itinérance, sont réduites. À
la lumière de ces améliorations, comment est-ce que l’obligation de prêter assistance pourrait s’appliquer au Canada?</span></span><span style="mso-bookmark:_Hlk127884317"><span lang="FR-CA" style="color:#333333;background:white"><o:p></o:p></span></span></p>
<p class="MsoNormal"><span style="mso-bookmark:_Hlk127884317"><span lang="FR-CA" style="color:#333333;background:white">Grâce au leadership des entités communautaires, le secteur de l’itinérance peut adopter l’obligation de prêter assistance au niveau des services;
ainsi, lorsqu’une personne arrive dans un refuge ou un programme de jour, elle peut recevoir un soutien immédiat pour sortir de l’itinérance aussi rapidement que possible. Des interventions préventives telles que le détournement des refuges, la prévention
des expulsions et le relogement rapide pourraient être largement utilisées dans l’ensemble du secteur afin de réduire considérablement les afflux de personnes en situation d’itinérance. Plus qu’une simple optimisation du secteur de l’itinérance, l’obligation
de prêter assistance peut être intégrée à l’échelle locale dans une approche systémique qui permet la mobilisation et les partenariats avec d’autres systèmes et institutions publics qui ont une incidence directe sur les afflux de personnes en situation d’itinérance,
y compris les soins de santé, la protection de l’enfance et le système de justice pénale, par exemple.

</span></span><span style="mso-bookmark:_Hlk127884317"><span lang="FR-CA">Les gens n’auraient pas à attendre d’être en situation d’itinérance assez grave ou d’être malades<span style="color:#333333;background:white"> pour bénéficier d’un soutien. Une approche
de l’obligation de prêter assistance qui mettrait l’accent sur l’équité, la diversité et l’inclusion garantirait également que les Autochtones, les groupes racisés et les personnes 2ELGBTQI+ aient accès à des soutiens culturellement appropriés qui respectent
la dignité et offrent aux gens le type de soutien dont ils ont besoin. Si l’obligation de prêter assistance était appliquée à l’échelle de la communauté, son incidence sur le problème de l’itinérance serait immédiate, et à long terme, elle pourrait éliminer
complètement l’itinérance chronique. <o:p></o:p></span></span></span></p>

places dans les refuges, ainsi que la modernisation des systèmes de chauffage, de ventilation et de climatisation afin d’empêcher la propagation de la COVID-19 et d’autres maladies à transmission aérogène dans ces espaces. De même, il est nécessaire d’élaborer
des plans et des stratégies de prévention et de contrôle des infections (PCI) qui tiennent compte des contextes et des populations uniques desservies dans les refuges et les foyers

vers la prévention de l’itinérance pour en résoudre la crise et en éliminant l’arrivée dans le système des refuges, il est possible de réduire la propagation des maladies à transmission aérogène comme la COVID-19 dans ces milieux.
