<p class="MsoNormal"><span style="line-height:105%">St. Thomas-Elgin, Ontario was recently recognized for reaching a significant milestone in the fight against veteran homelessness. Through demonstrating strong local leadership, collaboration and determination,
St. Thomas-Elgin was recognized by the </span><a href="https://caeh.ca/"><span style="line-height:105%">Canadian Alliance to End Homelessness</span></a><span style="line-height:105%"> (CAEH) for achieving Functional Zero Veteran Homelessness.
<o:p></o:p></span></p>
<p class="MsoNormal"><span style="line-height:105%">Achieving </span><a href="https://bfzcanada.ca/wp-content/uploads/Functional-Zero-QA.pdf"><span style="line-height:105%">Functional Zero Veteran Homelessness</span></a><span style="line-height:105%"> means
the number of veterans experiencing homelessness is less than or equal to the number of veterans a community has proven it can house in a month, with a baseline of no more than three veterans experiencing homelessness per month. To be assessed as having reached
this goal, the community went through a rigorous third-party verification process led by the CAEH.

<p class="MsoNormal"><span style="line-height:105%">St. Thomas-Elgin has built an operating system that can ensure veteran homelessness is rare, brief, and non-recurring. The community partnered with local homeless-serving organizations, including the

to thrive. In addition, prioritizing veterans gives communities the opportunity to pilot systems and approaches that reduce homelessness with a smaller cohort. Lessons learned can then be used to build systems to end homelessness for other priority populations.

Inclusion with recommendations on improving the </span><a href="https://www.placetocallhome.ca/en/"><span style="line-height:105%">National Housing Strategy</span></a><span style="line-height:105%"> (NHS). The report entitled “</span><a href="https://cms.nhc-cnl.ca/media/PDFs/NHS_Report-FINAL.pdf"><span style="line-height:105%">Renewing
Canada’s National Housing Strategy</span></a><span style="line-height:105%">” is a comprehensive review of the federal government’s national housing strategy, and Canada’s progress toward achieving its goals. The report was developed following a series of
research activities, analysis, and stakeholder engagements. It recommends changes to the strategy to address the growing housing challenges faced by low-income households and Canadians facing the deepest housing needs.

<p class="MsoNormal"><span style="line-height:105%">The report notes that while some elements of the NHS are on track, there continues to be a need to refine the strategy to focus on program responses to funding the supply of adequate housing and housing services
that vulnerable people in Canada need. The report also makes a number of recommendations in order to assist the Government of Canada’s responses to different housing needs while simultaneously focusing on the principles of the right to housing and Canada’s
commitment to progressively realize this right.<o:p></o:p></span></p>

de collaboration et de détermination à l’échelle locale, St.Thomas‑Elgin a été honoré par l’</span><a href="https://fr.caeh.ca/"><span lang="FR-CA" style="line-height:105%">Alliance canadienne pour mettre fin à l’itinérance</span></a><span lang="FR-CA" style="line-height:105%">
(ACMFI), car la municipalité a maintenu le zéro fonctionnel de l’itinérance chez les vétérans.

</span></a><span lang="FR-CA" style="line-height:105%">(en anglais seulement) signifie que le nombre des vétérans en situation d’itinérance est inférieur ou égal au nombre des vétérans qu’une communauté peut loger au cours d’un mois en fonction de la base de
référence d’au plus trois vétérans se trouvant en situation d’itinérance par mois. Afin d’être considérée comme ayant atteint cet objectif, une communauté doit avoir fait l’objet d’un processus rigoureux de vérification par un tiers mené par l’ACMFI.<o:p></o:p></span></p>
<p class="MsoNormal"><span lang="FR-CA" style="line-height:105%">St. Thomas-Elgin a mis sur pied un système d’exploitation qui peut veiller à ce que l’itinérance chez les vétérans soit rare, de courte durée et non récurrente. La communauté a établi un partenariat
avec des organismes locaux de services aux personnes en situation d’itinérance, notamment le

accordent la priorité aux vétérans. En ciblant cette population, St. Thomas-Elgin s’efforce de faire en sorte que les personnes ayant servi notre pays reçoivent le soutien dont elles ont besoin pour réussir. En outre, le fait d’accorder la priorité aux vétérans
donne aux communautés l’occasion de mettre à l’essai les systèmes et les approches qui réduisent l’itinérance auprès d’un nombre restreint de participants. Les leçons tirées peuvent être utilisées pour bâtir des systèmes visant à mettre fin à l’itinérance

<p class="MsoNormal"><span lang="FR-CA">La Stratégie nationale sur le logement (SNL) propose des programmes et des initiatives pour aider les communautés à soutenir les personnes vulnérables au Canada. Ces programmes et initiatives visent :<o:p></o:p></span></p>

présente les résultats d’un examen détaillé de la Stratégie nationale du logement du gouvernement fédéral et les progrès réalisés par le Canada en vue d’atteindre ses objectifs.<span class="MsoHyperlink"> Le rapport a été rédigé à la suite d’une série d’activités
de recherche, d’analyse et de mobilisation des </span>personnes en situation d’itinérance<span class="MsoHyperlink">. Les auteurs du rapport recommandent des changements à la stratégie pour relever les défis grandissants en matière de logement auxquels sont
confrontés les ménages à faibles revenus et les Canadiens ayant les besoins en logement les plus criants.</span><o:p></o:p></span></p>
<p class="MsoNormal"><span lang="FR-CA" style="line-height:105%">Le rapport souligne que certains éléments de la Stratégie nationale du logement sont sur la bonne voie, mais qu’il faut peaufiner la stratégie pour mettre l’accent sur les réponses du programme
en vue de financer l’offre de logements adéquats et de donner accès aux services de logement dont les personnes vulnérables au Canada ont besoin. Le rapport présente également un certain nombre de recommandations visant à contribuer aux réponses du gouvernement
du Canada aux divers besoins en logement, tout en mettant l’accent sur les principes de droit au logement et sur l’engagement du Canada de reconnaître progressivement ce droit.
