McMurray, Alberta Reaches Functional Zero Veteran Homelessness<o:p></o:p></span></span></span></p>

<p class="MsoNormal"><span style="line-height:105%">Fort McMurray, Alberta was recently recognized for reaching a significant milestone in the fight against veteran homelessness. This achievement was made possible by tireless efforts of multiple organizations
within the community working to prevent homelessness and support individuals experiencing homelessness.
<o:p></o:p></span></p>
<p class="MsoNormal"><span style="line-height:105%">Achieving </span><a href="https://bfzcanada.ca/wp-content/uploads/Functional-Zero-QA.pdf"><span style="line-height:105%">Functional Zero Veteran Homelessness</span></a><span style="line-height:105%"> means
the number of veterans experiencing homelessness is less than or equal to the number of veterans a community has proven it can house in a month, with a baseline of no more than three veterans experiencing homelessness per month. To be assessed as having reached
this goal, the community went through a rigorous third-party verification process led by the
</span><a href="https://caeh.ca/"><span style="line-height:105%">Canadian Alliance to End Homelessness</span></a><span style="line-height:105%">.
<o:p></o:p></span></p>
<p class="MsoNormal"><span style="line-height:105%">Working with </span><a href="https://bfzcanada.ca/"><span style="line-height:105%;letter-spacing:-.25pt;mso-fareast-language:EN-CA">Built For Zero Canada</span></a><span style="line-height:105%"> and its partners,
the community developed tools to ensure that veterans experiencing homelessness are quickly identified and matched with the most appropriate housing and services.
<o:p></o:p></span></p>
<p class="MsoNormal"><span style="line-height:105%">In collaboration with community agencies and partners, the community worked to implement a system to acquire real-time data on every veteran experiencing homelessness, with a By-Name List, and built a
</span><a href="https://www.infrastructure.gc.ca/homelessness-sans-abri/directives-eng.html#h2.3-h3.4"><span style="line-height:105%">Coordinated Access</span></a><span style="line-height:105%"> system. This ensures the community can respond quickly and prevent
veteran homelessness whenever possible, making homelessness for veterans, rare, brief and non-recurring.
<o:p></o:p></span></p>
<p class="MsoNormal"><span style="line-height:105%">The community has also been working to reduce homelessness overall. As of May 2023, Fort McMurray has reduced the number of people experiencing chronic homelessness by 58 per cent of their baseline, moving
391 people into housing. <o:p></o:p></span></p>
<p class="MsoNormal"><span style="line-height:105%;color:black;letter-spacing:-.25pt;mso-fareast-language:EN-CA">This community achievement was also made possible through collaborative efforts with

interested in receiving funding from the pan-Canadian stream of the New Horizons for Seniors Program (NHSP). Eligible organizations can apply for

$1 million to $5 million. Projects should last between 4 to 5 years. </span><a href="https://www.canada.ca/en/employment-social-development/programs/new-horizons-seniors.html"><span style="line-height:105%">The New Horizons for Seniors Program</span></a><span style="line-height:105%">
(NHSP) is a federal grants and contributions program that provides funding for projects that make a difference in the lives of seniors and in their communities.

<p class="MsoNormal"><span style="line-height:105%">The objective is to invite eligible organizations to submit an application that broadly describes a concept for a collective impact plan that will measurably increase the social inclusion of vulnerable seniors.<o:p></o:p></span></p>

<p class="MsoNormal"><span lang="FR-CA" style="line-height:105%">La ville de Fort McMurray (Alberta) a récemment été reconnue pour avoir franchi une étape importante dans la lutte contre l’itinérance chez les vétérans. Cette réalisation a été rendue possible
grâce aux efforts inlassables de plusieurs organisations au sein de la communauté qui s’emploient à prévenir l’itinérance et à soutenir les personnes en situation d’itinérance.

<p class="MsoNormal"><span lang="FR-CA" style="line-height:105%">Atteindre le </span>
<a href="https://bfzcanada.ca/wp-content/uploads/Functional-Zero-QA.pdf"><span lang="FR-CA" style="line-height:105%">zéro fonctionnel en matière d’itinérance chez les vétérans</span></a><span lang="FR-CA" style="line-height:105%"> (en anglais seulement) signifie
que le nombre de vétérans en situation d’itinérance est inférieur ou égal au nombre de vétérans qu’une communauté peut loger en un mois, avec, pour référence, un maximum de trois vétérans en situation d’itinérance par mois. Afin d’être reconnue comme ayant
atteint cet objectif, la communauté a été soumise à un processus rigoureux de vérification mené par l’</span><a href="https://fr.caeh.ca/"><span lang="FR-CA" style="line-height:105%">Alliance canadienne pour mettre fin à l’itinérance</span></a><span lang="FR-CA" style="line-height:105%">.
<o:p></o:p></span></p>
<p class="MsoNormal"><span lang="FR-CA" style="line-height:105%">En collaboration avec
</span><a href="https://fr.bfzcanada.ca/"><span lang="FR-CA" style="line-height:105%;letter-spacing:-.25pt;mso-fareast-language:EN-CA">Prêt pour Zéro Canada</span></a><span style="line-height:105%">
<span lang="FR-CA">et ses partenaires, la communauté a mis au point des outils permettant d’identifier rapidement les vétérans en situation d’itinérance et de les orienter vers les logements et les services les plus appropriés.

<p class="MsoNormal"><span lang="FR-CA" style="line-height:105%">En collaboration avec les agences communautaires et les partenaires, la communauté — qui a travaillé à l’installation d’un système permettant d’acquérir des données en temps réel sur chaque vétéran
en situation d’itinérance avec une liste nominative — a mis en place un système d’</span><a href="https://www.infrastructure.gc.ca/homelessness-sans-abri/directives-fra.html#h2.3-h3.4"><span lang="FR-CA" style="line-height:105%">accès coordonné</span></a><span lang="FR-CA" style="line-height:105%">.
La communauté peut ainsi réagir rapidement et prévenir l’itinérance chez les vétérans dans la mesure du possible, afin qu’elle soit rare, brève et non récurrente.

<p class="MsoNormal"><span lang="FR-CA" style="line-height:105%">La communauté s’emploie également à réduire l’itinérance dans la population en général. À compter de mai 2023, le nombre de personnes en situation d’itinérance chronique à Fort McMurray a été
réduit de 58 % par rapport au niveau de référence, et 391 personnes ont trouvé un logement.

pancanadien du programme Nouveaux Horizons pour les aînés</span></a><span lang="FR-CA" style="line-height:105%"> (PNHA). Les organismes admissibles peuvent demander un financement de 1 à 5 millions de dollars. Les projets devraient avoir une durée de 4 à 5
ans. </span><a href="https://www.canada.ca/fr/emploi-developpement-social/programmes/nouveaux-horizons-aines.html"><span lang="FR-CA" style="line-height:105%">Le programme Nouveaux Horizons pour les aînés</span></a><span lang="FR-CA" style="line-height:105%">
(PNHA) est un programme fédéral de subventions et de contributions. Ce programme offre un soutien financier pour la réalisation de projets ayant une influence positive sur la vie des aînés et dans leur communauté.<o:p></o:p></span></p>
<p class="MsoNormal"><span lang="FR-CA" style="line-height:105%">L’objectif est d’inviter les organismes admissibles à présenter une demande qui décrit de façon générale un concept de plan d’impact collectif qui augmentera de façon mesurable l’inclusion sociale
des aînés vulnérables.<o:p></o:p></span></p>

</span><a href="https://chra-achru.ca/fr/"><span lang="FR-CA" style="line-height:105%">l’Association canadienne d’habitation et de rénovation urbaine</span></a><span lang="FR-CA" style="line-height:105%"> (ACHRU) sur le logement et l'itinérance se tient chaque
printemps. Il regroupe des professionnels du logement de tout le Canada et de l'extérieur du pays pour trois journées excitantes de formation, de réseautage et de célébration avec le secteur de l'habitation communautaire et de l'itinérance. Le congrès représente
une occasion exceptionnelle pour les professionnels du logement de se regrouper et d'échanger avec un nombre croissant d'intervenants, de décideurs politiques, de travailleurs sur le terrain, de fonctionnaires et de personnes clés de notre secteur. Chaque
année, le congrès propose un programme original d'ateliers, de plénière, de rencontres, de formation, de visites guidées et de sessions principales pour répondre aux besoins de formation et aux intérêts des membres de l'ACHRU et des délégués de l'ensemble
du secteur de l'habitation communautaire et de l'itinérance.</span><span style="line-height:105%"><o:p></o:p></span></p>
<p class="MsoNormal"><span class="MsoHyperlink"><span lang="FR-CA" style="line-height:105%;color:windowtext;text-decoration:none">Le congrès de l’ACHRU aura lieu à Fredericton (Nouveau-Brunswick) du 9 au 11 avril 2024. Les propositions de session sont acceptées
