<p class="MsoNormal"><a href="https://www.infrastructure.gc.ca/homelessness-sans-abri/index-eng.html">Reaching Home: Canada’s Homelessness Strategy</a> is a community-based program aimed at preventing and reducing homelessness across Canada. Reaching Home has
four regional funding streams, including the <a href="https://www.infrastructure.gc.ca/homelessness-sans-abri/funding-financement/designated-comms-designees-eng.html">
Designated Communities funding stream</a>, which provides funding to 64 urban communities. Organizations within a Designated Community can apply for Reaching Home funding through their Community Entity to support priorities identified in their community’s homelessness
plan.<o:p></o:p></p>
<p class="MsoNormal"><span style="mso-fareast-language:EN-CA">In Windsor, Ontario, the Designated Community (DC) Community Entity (CE), the
</span><a href="https://www.citywindsor.ca/Pages/Home.aspx"><span style="mso-fareast-language:EN-CA">Corporation of the City of Windsor</span></a><span style="mso-fareast-language:EN-CA"> uses Reaching Home funding to support the
</span><a href="https://fswe.ca/programs/support-services/windsor-essex-housing-connections-wehc/"><span style="mso-fareast-language:EN-CA">Windsor-Essex Housing Connections</span></a><span style="mso-fareast-language:EN-CA"> (WEHC) project, a partnership of
agencies working together to support vulnerable individuals in acquiring and maintaining safe and affordable housing in a community collaborative effort to prevent and reduce chronic homelessness.

<p class="MsoNormal"><span style="mso-fareast-language:EN-CA">The WEHC Partnership Teams are led by

</span><a href="http://hiswindsor.ca/"><span style="mso-fareast-language:EN-CA">Housing Information Services</span></a><span style="mso-fareast-language:EN-CA"> and
</span><a href="https://caifc.ca/"><span style="mso-fareast-language:EN-CA">CAN-AM Indian Friendship Centre</span></a><span style="mso-fareast-language:EN-CA"> and include: Housing Intervention Workers, Housing Stabilization Workers, Housing First Workers,
Homelessness Street Outreach Workers, and Landlord Liaisons. <o:p></o:p></span></p>
<p class="MsoNormal"><span style="mso-fareast-language:EN-CA">The CAN-AM Indian Friendship Centre (CAIFC), one of the WEHC partner organizations, is driven by the desire of Indigenous peoples within the areas of Windsor and Essex County to become a self-sufficient,
self-determining, self-governing community. The CAIFC offers a range of supportive programming focusing on healing and wellness, employment and training, health, and children and youth.

<p class="MsoNormal"><span style="mso-fareast-language:EN-CA">Housing Information Services (HIS) of Windsor & Essex County Inc. is a registered charitable organization that was formed in 1993 in response to an identified need in the community to establish one

<span style="color:#333333;mso-fareast-language:EN-CA">Chronic homelessness occurs in communities all across Canada. In 2021, close to an estimated 93,529 people used emergency shelters and approximately 28,631 shelter users experienced chronic homelessness
in our country. However, these numbers likely underestimate the true extent of homelessness in Canada, as experiences of homelessness go far beyond shelter use.<o:p></o:p></span></p>
<p class="MsoNormal" style="margin-bottom:8.65pt;line-height:normal;background:white">
<span style="color:#333333;mso-fareast-language:EN-CA">Communities across the country are making progress towards addressing and preventing chronic homelessness supported by existing investments, such as Reaching Home, investments by the provinces/territories,
as well as community based programs and services. However, even communities that have successfully implemented best practices to addressing homelessness continue to experience persistent barriers in addressing chronic homelessness.<o:p></o:p></span></p>
<p class="MsoNormal" style="margin-bottom:8.65pt;line-height:normal;background:white">
<span style="color:#333333;mso-fareast-language:EN-CA">Ending chronic homelessness is an ambitious goal, given that people experiencing homelessness intersect with various support and service systems (e.g., healthcare, child welfare, correctional services,
etc.). Working towards the elimination of chronic homelessness requires both a whole-of-government response, including, Indigenous partners, the non-profit sector, and communities. This is why Budget 2022 invested $18.1 million, beginning in 2022-23, to conduct
action research into identifying further measures that can contribute to eliminating chronic homelessness in Canada. <o:p></o:p></span></p>
<p class="MsoNormal" style="margin-bottom:8.65pt;line-height:normal;background:white">
<span style="color:#333333;mso-fareast-language:EN-CA">Through the ARCH initiative, the Government of Canada is working with and supporting eight communities to co-develop these projects. Projects were selected in collaboration with communities to fall within

<span style="color:#333333;mso-fareast-language:EN-CA">Each site will be supported to identify and document persistent barriers, challenges and successes, as well as test potential approaches. Based on an understanding of existing knowledge gaps, each community
research project will be grounded in collaborative efforts bringing various partners – including community and Indigenous partners, and different orders of government – to work together towards a joint plan-of-action. The communities, the lead organizations

support the preparation of a Canada Greener Affordable Housing – Retrofit Funding application. We’ll fund everything from building condition assessment reports, site surveys, energy modelling to engineering studies and more.

de refuges ont connu une situation d’itinérance chronique dans notre pays. Toutefois, ces chiffres sous-estiment probablement l’ampleur réelle de l’itinérance au Canada, car l’itinérance va bien au-delà de l’utilisation des refuges.<o:p></o:p></span></p>

<span lang="FR-CA" style="color:#333333;mso-fareast-language:EN-CA">Partout au pays, les communautés font des progrès dans la prévention de l’itinérance et dans la lutte contre l’itinérance chronique grâce aux investissements existants, notamment le programme
Vers un chez-soi, les investissements des provinces et des territoires ainsi que les programmes et services communautaires. Cependant, même les communautés qui ont mis en œuvre avec succès des pratiques exemplaires pour lutter contre l’itinérance chronique
continuent de rencontrer des obstacles persistants.<o:p></o:p></span></p>

<span lang="FR-CA" style="color:#333333;mso-fareast-language:EN-CA">Mettre fin à l’itinérance chronique est un objectif ambitieux, puisque les personnes en situation d’itinérance sont confrontées à divers systèmes d’aide et de services (p. ex., les soins de
santé, la protection de la jeunesse, les services correctionnels, etc.). L’élimination de l’itinérance chronique nécessite une réponse pangouvernementale, y compris de la part des partenaires autochtones, à la fois du secteur communautaire et des communautés.
C’est pourquoi le budget de 2022 prévoyait 18,1 millions de dollars à compter de 2022-2023 afin de mener une recherche-action servant à déterminer d’autres mesures susceptibles de contribuer à l’élimination de l’itinérance chronique au Canada.<o:p></o:p></span></p>

<span lang="FR-CA" style="color:black">La Société canadienne d’hypothèques et de logement accepte maintenant les demandes de financement des activités préalables aux rénovations dans le cadre du Programme canadien pour des logements abordables plus verts (PCLAV).</span><span lang="FR-CA" style="color:black"><o:p></o:p></span></p>
<p class="MsoNormal" style="mso-margin-top-alt:auto;mso-margin-bottom-alt:auto;line-height:normal">
<span lang="FR-CA" style="color:black">Le PCLAV – Financement des activités préalables aux rénovations contribuera de façon importante à l’atteinte de l’objectif de carboneutralité du Canada d’ici 2050. Il soutient les activités nécessaires à la préparation
d’une demande au titre du PCLAV – Financement des rénovations. Le financement couvre tout un éventail d’activités : les rapports d’évaluation de l’état des bâtiments, les études de site, la modélisation énergétique, les études techniques et plus encore.

<p class="MsoNormal"><span lang="FR-CA" style="line-height:105%;color:black">La période de présentation des demandes est du 1<sup>er</sup> novembre 2023 au 31 janvier 2024. Les demandeurs qui ont présenté une demande plus tôt cette année durant la première
période de présentation des demandes devront en soumettre une nouvelle pour être admissibles au financement.</span><span lang="FR-CA" style="line-height:105%;color:black"><o:p></o:p></span></p>

<p class="MsoNormal"><span lang="FR-CA" style="line-height:105%;color:black">Les demandeurs doivent avoir pour objectif de fournir des logements abordables et avoir le mandat de fournir des logements aux ménages à faible revenu ou aux populations dans le besoin.
