 in Guelph, Ontario is an organization that provides young people up to age 25 with the supports and services needed to overcome challenging times and difficult problems. Youth from all backgrounds stay at Wyndham House; some are self-referred, some learn about
 services and programs though friends, while some others are referred by community social service agencies, school guidance counsellors or local health care facilities. Staff are guided by the belief that each individual’s unique situation and circumstances
 determine which program option is best suited to support each individual. <o:p></o:p></span></span></p>
<p class="MsoNormal"><span style="mso-bookmark:_Hlk154124247"><span style="line-height:105%">Wyndham House operates a Concurrent-Specialized
</span></span><a href="https://www.wyndhamhouse.org/programs/youthservicehub/"><span style="mso-bookmark:_Hlk154124247"><span style="line-height:105%">Youth Hub</span></span><span style="mso-bookmark:_Hlk154124247"></span></a><span style="mso-bookmark:_Hlk154124247"><span style="line-height:105%">
 which offers low-barrier, complex-capable care for youth under the age of 25. The Youth Hub offers basic needs support, housing navigation, mental health and substance use counselling and assessments, case management, harm-reduction supplies, nursing and primary
 care.  <o:p></o:p></span></span></p>
<p class="MsoNormal"><span style="mso-bookmark:_Hlk154124247"><span style="line-height:105%">For youth at risk of or experiencing homelessness, Wyndham House also operates a
</span></span><a href="https://www.wyndhamhouse.org/programs/youth-emergency-shelter/"><span style="mso-bookmark:_Hlk154124247"><span style="line-height:105%">youth emergency shelter</span></span><span style="mso-bookmark:_Hlk154124247"></span></a><span style="mso-bookmark:_Hlk154124247"><span style="line-height:105%">.
 The 14-bed youth shelter is available 7 days-a-week, 24 hours-a-day and provides emergency housing, daily meals, basic needs, healthcare, transportation needs, supportive guidance and community referrals to youth staying at the shelter. The shelter uses a
 housing-focused approach and all employees are trained in rapid re-housing and diversion.<o:p></o:p></span></span></p>
<p class="MsoNormal"><span style="mso-bookmark:_Hlk154124247"><span style="line-height:105%">A supportive housing program also provides longer term stability to youth experiencing a housing crisis. Two supportive housing residences offer trauma-informed supportive
 living environments which aim to address many of the underlying causes of youth homelessness through a system of age-appropriate supports. Residents have direct access to meals, educational opportunities, healthcare, a case manager, a skills development worker,
 recreational programming, community capacity building activities and other opportunities that aim to bring a greater level of stability to their life. Clients in the supportive housing programs are connected to the youth hub as needed for wrap-around care,
 that can follow them across various housing placements.<o:p></o:p></span></span></p>
<p class="MsoNormal"><span style="mso-bookmark:_Hlk154124247"><span style="line-height:105%">Funding to operate these community supports comes from a variety of different sources. Federal funding is in part delivered through

<p class="MsoNormal"><span style="mso-bookmark:_Hlk154124247"><span style="line-height:105%">Launched in 2020, the Canada Housing Benefit is delivered by the provinces and territories and invests $4.8 billion, cost-matched by both the federal and provincial/territorial
 governments, over a period of eight years up to 2027-2028. The Benefit aims to reduce housing need for some of Canada’s most vulnerable population groups by providing funding directly to households in need, monthly, to help them afford their housing costs.
 It includes $630 million dedicated to those facing gender-based violence.<o:p></o:p></span></span></p>
<p class="MsoNormal"><span style="mso-bookmark:_Hlk154124247"><span style="line-height:105%">On February 6, 2024, the Deputy Prime Minister and Minister of Finance announced a $99 million national top-up to the Canada Housing Benefit, which helps to make rent
 more affordable by delivering rent support payments directly to Canadians.<o:p></o:p></span></span></p>
<p class="MsoNormal"><span style="mso-bookmark:_Hlk154124247"><span style="line-height:105%">This top-up brings the federal government’s contribution through the Canada Housing Benefit to $325 million in 2023-24, which will flow directly to low-income renters
 through provincial and territorial rent support programs. By 2027-28, the Canada Housing Benefit will have helped to make rent more affordable for over 300,000 low-income households.<o:p></o:p></span></span></p>

The report discusses the primary and secondary rental markets – including rent and vacancy trends and their economic and demographic drivers, and affordability challenges across markets.<br>

In 2023, rental apartment supply increased again but not at a strong enough pace to keep up with rental demand. While strong demographic and employment growth pushed up rental demand, supply continued to be held back by financing costs and labour shortages.
 As a result, rental affordability continued to decline.<br>

 conference participants. The conference continues to provide an opportunity for individuals, organizations, communities and the government to work together to learn, collaborate and expand the implementation of Housing First across all elements of homelessness
