<p class="MsoNormal" style="margin-bottom:8.0pt;line-height:106%"><span lang="EN-US" style="font-size:12.0pt;line-height:106%;font-family:"Arial",sans-serif;mso-ligatures:none">Serving the community of Sudbury, the Elizabeth Fry Society Sudbury Branch was established
in 1972 by a group of volunteers from the Sudbury community and is an autonomous, community-based non-profit charitable organization. Re-named the
</span><span style="font-size:12.0pt;line-height:106%;font-family:"Arial",sans-serif;mso-ligatures:none"><a href="https://efryneo.com/"><span lang="EN-US" style="line-height:106%;color:#0563C1">Elizabeth Fry Society of Northeastern Ontario</span></a></span><span lang="EN-US" style="font-size:12.0pt;line-height:106%;font-family:"Arial",sans-serif;mso-ligatures:none">
in 2018, the organization has supported the region for over 50 years by delivering programming that contributes to improving the knowledge, life skills, coping strategies, and stability of criminalized people, with a particular focus on women and young women.<o:p></o:p></span></p>
<p class="MsoNormal" style="margin-bottom:8.0pt;line-height:106%"><span lang="EN-US" style="font-size:12.0pt;line-height:106%;font-family:"Arial",sans-serif;mso-ligatures:none">By supporting individuals in the community at risk of or experiencing homelessness,
</span><span style="font-size:12.0pt;line-height:106%;font-family:"Arial",sans-serif;mso-ligatures:none"><a href="https://efryneo.com/pilot-projects-2/safe-harbor-house/"><span lang="EN-US" style="line-height:106%;color:#0563C1">Safe Harbor House</span></a></span><span lang="EN-US" style="font-size:12.0pt;line-height:106%;font-family:"Arial",sans-serif;mso-ligatures:none">
plays a vital role in the continuum of housing and homelessness services. The shelter is a city-funded temporary overnight emergency shelter for women and gender diverse people aged 16 and up experiencing homeless. The principles of the shelter align with
a Housing First approach and focus on supporting individuals to meet their housing goals. The shelter operates from a harm reduction perspective creating greater accessibility for more people to sleep in a warm and safe environment.

<p class="MsoNormal" style="margin-bottom:8.0pt;line-height:106%"><span lang="EN-US" style="font-size:12.0pt;line-height:106%;font-family:"Arial",sans-serif;mso-ligatures:none">Thanks in part to funding provided by
</span><span style="font-size:12.0pt;line-height:106%;font-family:"Arial",sans-serif;mso-ligatures:none"><a href="https://housing-infrastructure.canada.ca/homelessness-sans-abri/index-eng.html" target="_blank"><span style="line-height:106%;color:#0563C1">Reaching
Home: Canada’s Homelessness Strategy</span></a></span><span lang="EN-US" style="font-size:12.0pt;line-height:106%;font-family:"Arial",sans-serif;mso-ligatures:none">, the shelter moved to a larger location in December 2024, expanding the number of beds available
in the shelter. The shelter was also able to offer extended hours, increased staff support and began welcoming female youth aged 16 to 18, filling a critical gap in services left behind after the closure of a local youth centre. In addition to access to showers,
laundry and light meals, referrals to support programs and services provided by the Elizabeth Fry Society are also offered to those who are staying at the shelter.

<p class="MsoNormal" style="margin-bottom:8.0pt;line-height:106%"><span style="font-size:12.0pt;line-height:106%;font-family:"Arial",sans-serif;mso-ligatures:none">In 2025, Safe Harbor House shifted to a hybrid transitional housing and emergency shelter model,
creating 6 transitional housing beds under a 24-hour model. This change was made after the organization noted the for need transitional housing services for women and gender diverse people in the community. The organization’s transitional housing program provides
a stepping stone between homelessness and permanent stable housing through the provision of in-home support services to help develop the necessary skills to be able to live independently.<o:p></o:p></span></p>
<p class="MsoNormal" style="margin-bottom:8.0pt;line-height:106%"><span style="font-size:12.0pt;line-height:106%;font-family:"Arial",sans-serif;mso-ligatures:none">Reaching Home funding allows Community Entities (CE), like the </span><span style="font-size:12.0pt;line-height:106%;font-family:"Arial",sans-serif;mso-ligatures:none"><a href="https://www.greatersudbury.ca/" target="_blank"><span style="line-height:106%;color:#0563C1">City
of Greater Sudbury</span></a></span><span style="font-size:12.0pt;line-height:106%;font-family:"Arial",sans-serif;mso-ligatures:none">, to partner with community organizations like these to support projects and programs that address homelessness in communities
across Canada. The City of Greater Sudbury manages funding through Reaching Home’s
</span><span style="font-size:12.0pt;line-height:106%;font-family:"Arial",sans-serif;mso-ligatures:none"><a href="https://housing-infrastructure.canada.ca/homelessness-sans-abri/funding-financement-eng.html" target="_blank"><span style="line-height:106%;color:#0563C1">Designated
Communities</span></a></span><span style="font-size:12.0pt;line-height:106%;font-family:"Arial",sans-serif;mso-ligatures:none"> funding stream and partners with organizations in the community to provide support for individuals experiencing or at risk of homelessness.<o:p></o:p></span></p>

Homelessness and Encampments Initiative</span></a></span><span style="font-size:12.0pt;line-height:106%;font-family:"Arial",sans-serif;mso-ligatures:none"> (UHEI). UHEI funding is supporting one new warming centre and expanding another in the community for
the winter months of 2024-25 and 2025-26. These spaces will accommodate 75 individuals at a time and will serve up to 150 individuals per night.<o:p></o:p></span></p>
<p class="MsoNormal" style="margin-bottom:8.0pt;line-height:106%"><span style="font-size:12.0pt;line-height:106%;font-family:"Arial",sans-serif;mso-ligatures:none">This funding is also providing an opportunity for community outreach, Indigenous partners and
municipal client navigators to use warming centre services to better engage, build rapport, and have housing-focused conversations with people sheltering in encampments. This direct engagement will provide the opportunity to refer individuals to existing homelessness
programs as additional emergency shelter and transitional housing comes online.

temporaire de nuit pour les femmes en situation d’itinérance et les personnes de diverses identités de genre âgées de 16 ans et plus. Financé par la ville, le refuge comprend des principes qui s’alignent sur l’approche Logement d’abord et visent à aider les
personnes à atteindre leurs objectifs de logement. Le refuge s’opère dans une perspective de réduction des méfaits, créant une plus grande accessibilité pour que davantage de personnes séjournent dans un environnement chaleureux et sécuritaire.<o:p></o:p></span></p>

un chez-soi : La stratégie canadienne de lutte contre l’itinérance</span></a></span><span lang="FR-CA" style="font-size:12.0pt;line-height:106%;font-family:"Arial",sans-serif;mso-ligatures:none">, le refuge a déménagé dans des locaux plus spacieux en décembre
2024, afin d’augmenter le nombre de lits disponibles. Il a également pu prolonger ses heures d’ouverture, accroître son personnel et aussi commencé à accueillir de jeunes femmes âgées de 16 à 18 ans, comblant ainsi une lacune importante dans les services
à la suite de la fermeture d’un centre jeunesse local. En plus d’offrir un accès aux douches, à la lessive et aux repas légers, les programmes et services offerts à la Société Elizabeth Fry seront également offerts à ceux qui séjournent au refuge.<o:p></o:p></span></p>
<p class="MsoNormal" style="margin-bottom:8.0pt;line-height:106%"><span lang="FR-CA" style="font-size:12.0pt;line-height:106%;font-family:"Arial",sans-serif;mso-ligatures:none">En 2025, Safe Harbor House est passé à un modèle hybride de logement de transition
et de refuge d'urgence, créant 6 lits de logement de transition dans le cadre d'un modèle 24 heures sur 24. Ce changement a été apporté après que l'organisation ait noté le besoin de services de logement de transition pour les femmes et les personnes de diverses
identités de genre dans la communauté. Le programme de logement de transition de l'organisation offre un tremplin entre l’itinérance et un logement stable permanent grâce à la fourniture de services d'aide à domicile visant à aider les personnes concernées

en situation d’itinérance, dans le cadre du quatrième dénombrement ponctuel coordonné à l’échelle pancanadienne qui s’est déroulé en octobre et novembre 2024. Celui-ci s’appuie sur l’analyse des données du dénombrement ponctuel publiées cet été.<o:p></o:p></span></p>

75 communautés et régions à travers le Canada, ce qui représente le plus grand sondage sur l’itinérance au Canada. Les répondants vivaient dans des lieux extérieurs, des refuges, des programmes de logement de transition, des hôtels et motels, des établissements
de santé publique et des établissements correctionnels, et dans des emplacements cachés (p. ex.

de Waterloo (y compris les villes de Cambridge et de Kitchener) ainsi que London, Hamilton et Toronto pour entendre directement les expériences des résidents des campements, des travailleurs de première ligne, des organisations communautaires et des décideurs
locaux. Le but du voyage était d’évaluer l’incidence des interventions fédérales, provinciales et municipales sur la vie des personnes et de surveiller la mise en œuvre des investissements fédéraux.<o:p></o:p></span></p>
