This is really a great report but in a backwards sense.  Apparently, the
World Bank is so happy to have a report that says that PPP doesn't do any
worse than public management that they are happy to inform us of these
highly ambiguous results.  Needless to say, they do not ask the question as
to why any government should change because the results also show that PPP
doesn't do any better!!
