Position: Environmental & Enforcement Specialist<br />

The Framework Agreement on First Nation Land Management is a significant expression of Indigenous ingenuity and modern efforts to shed the colonial legacy of the Indian Act. Our team at the First Nation Lands Management Resource Centre (FNLMRC) is cutting edge, dedicated, and experienced in assisting First Nations to develop workable solutions to the everyday challenges of community led lands and resources governance. We are currently searching for motivated and qualified candidates for the following position:<br />

Position Description<br />
<br />
Reporting directly to the Manager, Lands Governance, the Environment & Enforcement Specialist will be the FNLMRCs in-house environment and enforcement expert. The incumbent will assist the Lands Advisory Board (LAB), the First Nation Lands Management Resource Centre (RC) Board, RC senior staff and Operational and Developmental First Nations (FNs) to fulfill their responsibilities under the Framework Agreement on First Nations Lands Management (FA), including:<br />
Lead the development of strategies for improving environmental management and enforcement of laws under the Framework Agreement on First Nation Land Management for Operational First Nations.<br />
Work with RC field staff and Operational and Developmental First Nations to review and advise on Environmental Site Assessments.<br />
Work with RC field staff and Operational First Nations to develop practical measures to improve environmental assessment, protection, and risk management under land codes.<br />
Work with RC field staff and Operational and Developmental First Nations to develop practical measures to respond to environmental issues and improve environmental management planning, implementation, and environmental protections.<br />
Assist the RC to develop legal issues management, including strategies for improving the enforcement of Framework Agreement First Nation laws.<br />
Develop training materials, recommended best practices and precedents for consideration of Operational First Nations interested in improving environmental management and enforcement of laws.<br />
Maintain knowledge of, and document existing Operational First Nation regulations and laws related to environmental management.<br />
For the purposes of law harmonization, advise Operational First Nations on provincial and municipal approaches to environmental management and potential partnership opportunities with other governments.<br />
Assist Operational First Nations with the interpretation of federal and provincial legislation related to environmental protection activities.<br />
Any other related workload in keeping with the LAB, RC and FNs responsibilities in implementing the FA.<br />
<br />
Requirements<br />
University or other post secondary degree in environmental science, environmental management, or a related field.<br />
Experience working with First Nation communities.<br />
Experience working with multiple stakeholders on horizontal files.<br />
Experience in environmental management, environmental site assessments, environmental assessments, environmental protection, contaminated sites, and/or environmental risk assessments.<br />
Experience in one or more of the following:<br />
applying legal systems and regulatory regimes to resolve environmental issues.<br />
working with enforcement strategies, including related policies, regulations, and procedures preferably outside of the Indian Act.<br />
Good understanding of the Framework Agreement on First Nations Land Management.<br />
Knowledge of environmental issues affecting First Nations in Canada.<br />
Knowledge of federal and provincial environmental laws and regulations.<br />
Ability to undertake detailed analysis of laws, regulations, and policies.<br />
Ability to work independently and as part of a team.<br />
Ability to communicate effectively orally and in writing.<br />
Excellent presentation skills.<br />
Excellent writing, research, and analytical skills.<br />
Proficiency with software programs such as Adobe Suite, Microsoft Office.<br />
Effective interpersonal relationships.<br />
Good judgement<br />

Asset Qualifications<br />
Environmental management or law enforcement experience in First Nations<br />
Due to the amount of work with First Nation communities, preference may be given to candidates with Indigenous ancestry.<br />
Indigenous language fluency is an asset.<br />

Must be willing to travel.<br />
Candidates must possess a valid Drivers License and access to a reliable personal vehicle.<br />
