The Inter-Council Network (ICN) is a dynamic network of provincial and regional member-based Councils forInternational Cooperation committed to social justice and social change. Rooted in communities across Canada and representing nearly 350 international cooperation organizations, the Councils are leaders in public engagement at a local and regional level and are recognized for bringing regional knowledge and priorities to the national level. The ICN provides a forum in which the Councils collaborate to improve development effectiveness, learn from each others specific skills, and identify common priorities for collective action.<br />

The ICN is seeking a bilingual National Program Manager based out of the Halifax Office of the Atlantic Council for International Cooperation. The ideal candidate will be creative, have strong facilitation and writing skills, government relations experience and a passion for creating positive social change locally and globally. They will have the ability to juggle competing priorities, deliver multi-stakeholder projects and thrive in a fast-paced and dynamic work environment. They will have strengths in both high-level strategic thinking, and on-the-ground logistics and event production.<br />

Responsibilities<br />
<br />
In support of the ICNs strategic directions, the ICN National Program Manager, along with the ICN Policy & Research and Communications Officers, will coordinate the development, execution, monitoring and evaluation of the ICNs program initiatives. The ICN National Program Manager is responsible for:<br />
Overall management of the ICNs comprehensive multi-year program, including staff supervision, financial management, partnership development, and government relations<br />
Working collaboratively with eight different executive directors based in different provinces and territories throughout Canada<br />
Supporting the ICN Communications Officer in implementing a comprehensive ICN communications strategy<br />
Supporting the ICN Policy & Research Officer in developing and implementing a research project and policy agenda on emerging international development issues<br />
Organizing and hosting national, sector-specific, thematic capacity-building webinars<br />
Coordinating a national youth delegation selection process in collaboration with Councils and other key stakeholders<br />
Developing and implementing a coordinated, national public engagement campaign for International Development Week<br />
Organizing and facilitating online and face-to-face meetings of the ICN Executive Directors<br />
Managing the monitoring and evaluation of ICN work, and preparing reports for submission to Global Affairs Canada using Results-Based Management tools<br />
Coordinate and work collaboratively with numerous committees with staff representatives from the eight councils<br />
<br />
The ICN National Program Manager may be required to work occasional evenings, weekends, or additional hours. When travel restrictions allow, the ICN National Program Manager is required to travel within Canada for periods of up to a week at a time.<br />

Qualifications, Abilities and Experience<br />
Fluently bilingual in English and French<br />
Minimum of three years of experience working in the international development and/or non-profit sector in communications, media, project management or public relations<br />
Demonstrated program management experience, including design, implementation, monitoring and evaluation, and financial management<br />
Post-secondary degree, or equivalent, in international development, adult education or another related field<br />
Superior written, oral and online communication skills in both English and French<br />
Proficiency with social and digital media platforms and tools, such as webcasting, Share point, Google Drive, etc.<br />
Previous experience supervising employees or volunteers<br />
Proven ability to establish and maintain positive, strategic working relationships with key stakeholders and decision-makers<br />
Ability to work cooperatively with others to set goals, resolve conflicts, and make decisions<br />
Experience developing funding proposals<br />
Excellent time management, decision making, organizational, problem-solving and interpersonal skills<br />
Demonstrated self-starter with flexibility, creativity and initiative<br />
Comfortable working with minimal supervision in a deadline-oriented environment<br />
Strong sense of diplomacy and ability to manage diverse perspectives<br />
Shows keen attention to detail and a sense of humour<br />
Previous experience with Results-Based Management (RBM)<br />
