ACTRA Statement respecting SAG's Global Rule One

TORONTO - April 17, 2002 - In October, 2001, the SAG board of directors
announced a campaign to encourage SAG members to demand SAG contracts for
work performed outside the United States.  At that time, SAG advised its
membership that effective May 1, 2002, Rule One of the SAG Constitution
would
apply to the employment of SAG members wherever they worked.

Recently, SAG publicly announced the rules and process that SAG will be
following in implementing Rule One globally effective May 1, 2002.  This
information can be found in the Global Rule One section of the SAG website
at www.sag.org <http://www.sag.org/>.

But what is the impact of SAG's Global Rule One on film, television and
commercial production in Canada, on ACTRA's jurisdiction and collective
agreements, and on performers who are members of both ACTRA and SAG?

To answer these questions, ACTRA provides the following clarifying
statements:

* English-language recorded production in Canada is ACTRA's jurisdiction;

* Recorded production in Canada is Canadian production;

* Nonetheless, ACTRA has permitted, and intends to continue to permit U.S.
citizens who are primarily resident and working in the U.S. to work in
Canada in ACTRA's jurisdiction on an individual basis under contracts
incorporating SAG terms and conditions;

* ACTRA intends to continue past practices that permit such SAG members to
maintain their benefits under SAG collective agreements when they work in
Canada;

* ACTRA members regardless of their residency who work on English-language
recorded production in
Canada are entitled to work under ACTRA collective agreements - and will
continue to do so.  ACTRA
is committed to the growth of a healthy Canadian production industry.  As
such, ACTRA members retain
the right to work under ACTRA contracts in Canada to advance that aim.

ACTRA is proud of our long-standing positive and mutually supportive
relationship with Screen Actors Guild.
ACTRA and SAG have enjoyed the benefits of solidarity in collective
bargaining over the years,
the most tangible being the support that ACTRA and SAG members have clearly
demonstrated in times
of strikes and when strike action was threatened.  ACTRA and SAG are each
affiliated to the
International Federation of Actors (FIA).  FIA brings performer unions and
guilds together from around
the world to foster mutual support for the social and economic well-being of
the global community
 of performers.
