I'm interested in this conversation and the ideas people have provided.

If the dumping is mainly coming from people in vehicles rather than on foot, then perhaps the greenbelt is just too convenient for that.  It is easier and perhaps cheaper to dump stuff there than to dispose of it properly.

If it's practical to cut off the most-abused access points, that would be a good step.  

And, like attracts like.  If there is garbage on the ground already, people are more likely to treat it as a dump.
