[CANUFNET] Grafts

AECOM Normal.dotI have recently planted some red oaks, Quercus rubra, which were specified at 15 gal. potted, 250 cm high. They all contained from 2 to 3 grafts along the central stem. Each graft was wrapped in what appeared to be masking tape. It almost seemed as if they increased the height of the tree by adding extensions. Is this normal practice as I have never seen this before on any nursery produced tree? How strong will these joints be over the long term. After removing the tape, the area underneath around the graft was full of "gunk" and very wet.
Any insight into this situation would be appreciated. Thanks.
