We have a job posting open for a Tree Bylaw Inspector and we're looking for people with that type of experience.  The job has been posted for some time and we have had only 1 or 2 viable local candidates so far.  That is not very many.
I would suggest that there is a growing need for competent urban arborists and there isn't a whole lot to choose from when hiring.
To answer your question.....I don't think there are too many Urban Foresters with good experience looking for work at the moment.
