Running the tree bylaw for the City of Surrey for the last two years
I've found it's a wide combination of things that help protect trees
during construction.
* Education - taking every opportunity to discuss what you are trying to
do to the contractors and public, that's including the excavator
operator (especially him/her)
* Penalties - Ticketing when barriers are knocked down ($500/day). That
will get people's attention very quickly. Bonding to protect retained
trees ($3000/tree to a maximum of $10,000/lot). Money returned if trees
are undamaged. Time, contactors do not like having their permits or
building inspections delayed, Surrey will use "Stop Inspections" or
"Stop Work" orders to make contactors repair damage as necessary or get
arborist reports for mitigation.
* Having enough staff - to check out sites. Surrey has 4 inspectors
that investigates and reviews all subdivision and building permits plus
home tree removal applications. Being very strict in enforcing rules
such as barrier size and quality.
* We have set up a meetings (4 to 5 times per year) with all the Cities
(15) in the lower mainland and Vancouver Island to discuss this issue
(among others). To work on helping to disseminate information between
the different Cities to prevent wheels from being reinvented.
* Meeting with all consulting arborists that work with the contractors
to raise the quality of their report writing and as well as the quality
of their work. To have them help get the message out that trees are not
to be damaged. Setting standards for report writing. Having a list of
qualified, insured arborists that we can hand out to the public.
These are a few idea that we have implemented over the years. Hope it
