Martha,
I have to assume that you want to excavate the top layer of soil and surface tree roots and then install the Geoweb. The objective I am guessing is that the deeper mature roots would not be compressed as much by surface compaction/loading due to the geoweb's ability to dissipate loads. How much damage you do the existing root structure will be dependent on how deep you have to go with the Geoweb to get the loading requirements for the new Private Approach.
You may be cutting support roots.

Some level of compaction still needs to be done to the sub-base even with the Geoweb. The specs are silent about how much sub-base compaction is needed for different types of surface treatment.
There will be no re-growth of tree roots through the Geoweb as it is a segmented system that is not connected.

Has anyone had any experience with Geoweb tree root protection system? This product is being proposed to "bridge" over a boulevard to construct a private approach around a healthy mature boulevard tree. The boulevard is turf with good soil in an older neighbourhood.

Topping is bad?pollarding is not topping?.some older trees may need to be crown reduced in height in order to retain them?it depends.
But in general, no municipality we have worked for have any ?tree height restriction? policies?

I?ve seen thousands of pollarded silver maples in Toronto and Chatham that were done systematically over many years. Tops and sides. Not done much in the last 20 years or so since we started telling people that topping was bad.

Okay everyone, here?s one that I have never come across before. Our corporate media person had someone contact them to see if we in Saskatoon were going to be doing anything about restricting the height of trees in our city. They claim that some municipalities are already doing this. I have never heard of this. Has anyone out there heard of this? I?d really like to know and some of the history behind this.
