Urban Forestry in British Columbia

Urban Forestry in British Columbia has grown in leaps and bounds since I first got started in the field 15 years ago. Over this time, the number of BC municipalities with dedicated Urban Forestry staff has grown considerably, now at least 14 municipalities, and the programs that existed at that time have generally grown in both staffing and scope of their programs. There is no provincial organization that brings these Urban Forestry professionals together and I hope that a reinvigorated CUFN can play that role and also have the added benefit of the national perspective.

With the recent growth in Urban Forestry in BC and the Tree Service Industry in general the lack of a standardized training and certification program for climbing arborists became a significant gap. In an attempt to address this gap, a dedicated group of people from the Tree Service Industry and municipal staff got together several years ago to develop a solution. The result was the Arboriculture Apprenticeship program developed by the Tree Service Industry in BC, which standardized training & safety and also seeks to increase the skilled climbing arborist labour pool in the province. The program is a progressive credential apprenticeship training system that includes; Level 1 - Arborist Technician, Level 2 - Climbing Arborist, and Level 3 - Field Arborist. Upon completion of each level and logging work based hours, the individual gains their Certificate of Qualification in that program. Tree Industry workers who can show the appropriate work experience have the option to challenge written exams and practical tests to gain a Certificate of Qualification.

Each apprentice is eligible to receive a minimum of $4,000 in tax credits. The sponsor is also eligible to receive up to $6,500 in tax credits per apprentice. The forth intake of the Arborist Technician program will begin January 2015 at Kwantlen Polytechnic University in Langley, BC. The Climbing Arborist program will begin its first intake in January 2015 at Electrical Industry Training Institute, in Mission, BC. The Field Arborist program will be offered in the near future.
>From a municipal perspective, this program will facilitate enhanced stewardship of our Urban Forests by i) creating a standard that can be used to select perspective employees that can safely and effectively conduct tree work and ii) improving procurement of arboriculture services by using this qualification as an evaluation criteria when selecting a contractor.

La foresterie urbaine en Colombie-Britannique

La foresterie urbaine en Colombie-Britannique a fait des pas de géant depuis que j’ai mis les pieds sur la scène il y a 15 ans. Au cours de cette période, le nombre de municipalités de la C.-B. ayant du personnel œuvrant exclusivement dans le secteur de la foresterie urbaine a beaucoup augmenté. Maintenant, au moins 14 municipalités ont généralement accru le nombre de leurs employés et l’étendue des programmes dans le domaine. Il n’y a aucun organisme provincial qui regroupe ces professionnels de la foresterie urbaine et j’espère qu’un RCFU revigoré pourra jouer ce rôle, en plus d’offrir un aperçu national.

Avec cette croissance récente de la foresterie urbaine en C.-B. et dans l’industrie des services d’entretien d’arbres en général, le manque de formation standardisée et de programme d’agrément pour les arboristes qui grimpent dans les arbres est devenu une lacune importante. Dans le but de traiter cette lacune, un groupe dévoué de personnes représentant l’industrie des services d’entretien d’arbres ainsi que du personnel municipal se sont rassemblés il y a plusieurs années pour essayer de trouver une solution à ce problème. Le résultat de ces efforts a été l’élaboration du programme d’apprentis-arboristes par l’industrie des services d’entretien d’arbres de la C.-B., qui a standardisé la formation et les pratiques de sécurité et essaie d’augmenter le nombre d’arboristes compétents pouvant grimper dans les arbres dans la province. Le programme est un système de formation en apprentissage progressif menant à l’obtention de titres de compétence : Niveau 1 – Arboriste technicien; Niveau 2 – Arboriste grimpant; Niveau 3 – Arboriste de terrain (de champs). Après avoir réussi chaque niveau et avoir accumulé un certain nombre d’heures de travail, l’apprenti obtient un certificat de compétence dans le cadre du programme. Les travailleurs de l’industrie des services d’entretien d’arbres qui démontrent l’expérience de travail appropriée peuvent contester l’exigence d’examens écrits et de tests pratiques pour obtenir leur certificat de compétence.

Chaque apprenti est admissible à recevoir des crédits d’impôt d’au plus 4 000 $. Le parrain est également admissible à recevoir des crédits d’impôt d’au plus 6 500 $ par apprenti. Le quatrième volet du programme d’arboriste technicien commencera en janvier 2015 à l’université polytechnique Kwantlen de Langley, C.-B. Le programme d’arboriste grimpant sera offert pour la première fois en janvier 2015 à l’Electrical Industry Training Institute de Mission, C.-B. Le programme d’arboriste de terrain (de champs) sera bientôt offert.

Du point de vue municipal, ce programme encouragera une meilleure intendance de nos forêts urbaines en (i) établissant une norme qui peut être utilisée pour sélectionner des employés travaillant sur des arbres de manière sécuritaire et efficace, et (ii) améliorant le processus d’obtention de services arboricoles en se servant de ces certificats de compétence comme critère d’évaluation lors du choix d’un entrepreneur.
