Hi Claire,

DCCs (development cost charges) are an option. We had some work done here in Metro Vancouver to look at legal and policy options for implementing a regional green infrastructure network by well-known and respected lawyer Deb Curran. She describes the opportunity as follows:

"Local governments can vary DCCs based on different areas and types of development to reflect the actual cost of providing services depending on the development's location or use of services. Taking into account location and type of development daylights some of the servicing costs of land development at the periphery of serviced areas and conventional building, which is more expensive than providing services more centrally and green building. Setting DCCs more precisely sends a signal to the market and can create a market-based incentive for building in central locations. This makes development at the edge of serviced areas more expensive, in some communities by upwards of $10,000, and may discourage some projects that could have an impact on connectivity or biodiversity in favour of green buildings in already-serviced areas." 

You could expand this to include the mature trees = reduced demand for grey, stormwater infrastructure/services. Perhaps you could include the stormwater reduction benefits (there are many other benefits, but this might be the easiest to quantify and tie directly to hard cost) provided by maintaining mature trees in the calculation of DCC's. The City of Portland does something similar for existing properties/residents through their 'Clean River Rewards' program. If Portland ratepayers manage stormwater on their property, they can receive up to a 100% discount on their on-site stormwater management charges. http://www.portlandoregon.gov/bes/41976

King County in Washington State also has a really interesting program that could be a model for you. 

"The Public Benefit Rating System (PBRS):  PBRS enrollment and associated tax savings are based on a point system.  Points are awarded for each PBRS resource category a property qualifies for (such as protecting buffers to streams and wetlands, ground water protection, preserving significant wildlife habitat, conserving farmland and native forestland, preserving historic landmarks and more).  The total points awarded for a property's PBRS resources translate into a 50% to 90% reduction in the land assessed value for the portion of the property enrolled." http://www.kingcounty.gov/environment/stewardship/sustainable-building/resource-protection-incentives.aspx

What an incredible idea!!

One can only imagine the impact on development applications if there were incentive to preserve trees within the development envelope.

In general Tree Protection By-Laws for development are "negative reinforcement" paradigms. Developers find Tree Protection arduous, expensive and limiting of their vision/goals. (as a rule)

An incentive paradigm would be a "positive reinforcement" application of the goal to preserve canopy cover and significant trees.

I would be very interested to see if such a paradigm exists.

If not; a quick vision of how to deploy:
- Delineate incentives for preservation. Ensure they will, on average, provide significant ROI so clear cutting the property does not appeal to the developer.
- Determine the average cost to implement these incentives.
- Increase Tree Protection By-Law violation penalties to offset the incentive program.

It is still a "carrot vs. stick" model, yet one that is more positive in outlook and rewards those who embrace the vision/goal for Tree Preservation.

Keen to see other replies which indicate this has been effectively deployed. (The Ontario Managed Forest Tax Incentive would be similar, but lacks the urban focus)

Hi Everyone,

I am researching Canadian and American cities that have implemented incentive programs for retaining mature trees where infill is occurring.

I have found many examples searching online but thought I might get more in depth information if I asked industry.

Does anyone know of programs I should look into? Names of cities, links or keywords would be great.

Any help would be appreciated.
