** It is my opinion that this document is more important when it comes to defining what powers the municipality I live in has (i.e.: HRM), when it comes to powers over urban forests.
HRM's powers are limited to some control over tree cutting for "landscaping, buffering, sedimentation or erosion control" -- see HRM Charter.
I am convinced that HRM has not been given sufficient power.
This is most clearly observed in HRM's Urban Forest Master Plan - Digest, page 14, item 4. "Development", which states:
"New development is a major challenge for HRM's forests, especially at the urban-rural fringe, where urban expansion is having a profound effect on the trees and their environment. In HRM, many new development areas are clear-cut, graded and filled before construction occurs, removing all existing trees from the landscape and much of the soil needed for future trees."

Hello Canadian Urban Forest Network!
After returning from a major municipal meeting in Winnipeg (FCM) I can tell you that there is very strong interest in tree bylaws across the country. We at Tree Canada are familiar with tree bylaws in some provinces, but not all. Could you, if you have the time and the information please send me information stating:
Your province
The provincial Act that allows municipalities in your province to pass bylaws on:
- municipal lands
- private lands
- other lands
We are hoping to accumulate information for every province (and territory). Please feel free to send any other information or web link you think would be helpful.
